HOUSING AUTHORITY MEETING MINUTES
JUNE 13, 2017
A special meeting of the Santa Monica Housing Authority was called to order by Chair Winterer at
10:55 p.m., on Tuesday, June 13, 2017, at City Council Chambers, 1685 Main Street.

CONVENE On order of the Chair, the Housing Authority convened to a joint meeting
Councilmember McKeown was with the City Council at 10:55 p.m., with Commissioners O'Connor
excused at 10:55p. m. absent.
REPORT ON MEETING Pursuant to State law, City Clerk Denise Anderson -Warren announced
COMPENSATION that Council will receive $50 for meeting as the Housing Authority.
PENSION LIABILITY 8.B. Payment Towards Unfunded Pension Liability, was presented.
Commissioner McKeown
returned at 10:58p. m. Recommended Action
1) Staff recommends that the City Council and Housing Authority
approve budget actions necessary for a $45 million payment to the
California Public Employees Retirement System (CalPERS)
towards the City's unfunded pension liability, as outlined in the
Financial Impacts and Budget Actions section of this report.
2) Staff recommends that the City Council approve a $519,669
General Fund payment to CalPERS on behalf of the Rent Control
Fund, and authorize the City Manager to advance a $519,669

ADJOURNMENT:
General Fund loan to the Rent Control Fund and negotiate with the
Rent Control Board on proposed repayment terms starting in FY
2017/18.
Member of the public Denise Barton, spoke on the recommended action.
Motion by Commissioner Himmelrich, seconded by Commissioner O'Day,
to adopt the staff recommendation. The motion was approved by the
following vote:
AYES: Commissioner Vazquez, Himmelrich, O'Day, McKeown,
Chair Pro Tem Davis, Chair Winterer
NOES: None
ABSENT: Commissioner O'Connor
On order of the Chair, the special Housing Authority meeting was
adjourned at 11:01 p.m., with Commissioner O'Connor absent.

Authority and Public Financing Authority at 6:49 p.m., with all members

CONSENT CALENDAR: There being a Consent Calendar for the Housing Authority, City Council,
Redevelopment Successor Agency, Parking Authority, and Public
Financing Authority, the Mayor, with the consensus of the
Councilmembers, convened to a joint meeting at 6:49 p.m., and the five
Consent Calendars were heard concurrently, with all
Commissioner/Authority/Agency/Councilmembers present.
All items were considered and approved in one motion unless removed by
a Member for discussion.
Members of the public Jerry Rubin, Denise Barton, and John Foster
commented on various Consent Calendar items.

MINUTES 3.J. Approval of Minutes for the Redevelopment Successor Agency,
Housing Authority, Parking Authority and Public Financing
Authority Meetings, were presented.
Recommended Action
Staff recommends that the City Council/Agency
Members/Commissioners/Authority Members approve the minutes for the
following meetings:
1. Redevelopment Successor Agency— October 25, 2016, November
1, 2016, December 6, 2016, January 10, 2017, and January 24, 2017
2. Housing Authority — October 25, 2016, December 6, 2016, and
January 24, 2017
3. Parking Authority — December 6, 2016
4. Public Finance Authority — December 6, 2016
Motion by Commissioner Member McKeown, seconded by Vice Chair
Davis, to approve the Consent Calendar, reading resolutions by title only
and waiving further reading thereof. The motion was approved by the
following vote:
AYES: Commissioner Members O'Connor, O'Day, Himmelrich,
Vazquez, McKeown, Vice Chair Pro Tem Davis, Chair
Winterer
NOES: None
ABSENT: None
ADJOURNMENT: On order of the Chair, the special Housing Authority meeting was
