SR 11-14-2017 3E City Council Report City Council Meeting: November 14, 2017 Agenda Item: 3.E 1 of 4 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: Award Contract for Deputy Inspection and Testing Services for the City Services Building Project Recommended Action Staff recommends that the City Council: 1. Award RFP# SP2250 to United-Heider Inspection Group, a California-based company, for deputy inspection and material testing services for the City Services Building Construction Project. 2. Authorize the City Manager to negotiate and execute an agreement with United- Heider Inspection Group for a total amount not to exceed $278,480 (including a 20% contingency) with future year funding contingent on Council budget approval. Executive Summary The City Services Building (CSB) is designed to house approximately 240 City staff that will centralize core public counter services into a unified City Hall campus significantly improving the user experience. To ensure long lasting and high quality construction materials are used and proper installation practices are followed throughout the duration of construction (such as structural concrete, masonry, steel, welding, and bolted components), it is best practice to have deputy inspection and material testing services. Funding for deputy inspection and material testing services were already factored into the overall costs for the project. Deputy Inspectors provide specialized, continuous inspection services that are required during construction projects. Staff requests authorization to negotiate and execute an agreement with United-Heider Inspection Group for deputy inspection and material testing services. In September 2017, the City issued a Request for Proposals to solicit construction inspection proposals for the CSB. Staff received and reviewed 10 proposals and recommends United-Heider Inspection Group as the best qualified firm to provide the requested services in an amount not to exceed $278,480. The project is expected to be complete by mid-2020. 2 of 4 Background On June 27, 2017, Council approved the second year budget for the City’s Capital Improvement Program Biennial Budget, which includes the total construction cost for the City Services Building Project of $76.76 million (Attachment A). On August 8, 2017, Council authorized construction services to be added to the design-build contract with Hathaway Dinwiddie Construction Company (Attachment B). Today, construction make-ready work has commenced at City Hall in preparation for the CSB Project construction work, which is scheduled to begin in early 2018.The cost of deputy inspection and material testing services is accounted for in funds already approved in the budget for the CSB Project and are not an additional cost to the project. Discussion In preparation for the City Services Building Construction Project, staff is seeking consultant services for deputy inspection and material testing. These inspection services are required to ensure long lasting and high quality construction materials are used and proper installation practices are followed throughout the duration of the construction project. The consultants would use the design specifications for structural concrete, masonry, steel, welding, and bolted components, along with City standards, specifications, and applicable building codes, to compare and test against the real-time constructed elements. Consultant Selection On September 21, 2017, the City issued a Request for Proposals (RFP) for deputy inspection and material testing services for the City Services Building Project. The RFP was posted on the City’s on-line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with the City Charter and Municipal Code Section 2.24.075(a). A total of 10 vendors responded to the posted RFP. Responses to the RFP were reviewed by a selection panel of staff from the Public Works Department.  California Testing & Inspection, Inc. 3 of 4  Converse Consultants  CTE South Construction Testing Engineering  Inspection Services, Inc.  Koury Engineering + Testing  RMA Group  Smith Emery  Twining Consulting  United Heider  Wildan Geotechinical Evaluation was based on the following selection criteria: quality of proposal, competitive pricing, experience, references, and qualifications of the proposed project inspection team. When staff checked references at the cities of Santa Monica, Norco, Brea, Fontana and Fountain Valley, staff received positive feedback in regards to services and previous project experience by United-Heider Inspection Group. Referenced projects include parking structures, municipal office facilities, K-12 schools and higher education facilities, and civic centers. Based on this criteria and criteria in SMMC 2.24.073, staff recommends United-Heider Inspection Group as the best qualified firm to provide deputy inspection and material testing services. United-Heider Inspection Group’s proposed project inspection team includes one project manager to provide general work plan oversight; one deputy inspector to monitor and inspect all structural concrete, masonry, steel, welding, and bolted elements; one field technician to assist the deputy inspector in providing field testing services; and one laboratory technician for elements requiring laboratory testing. The deputy inspector would join the project full-time from late 2017 to mid-2020, while the other project team members would be on the project part-time or as-needed. Next Steps The City Hall site and building is undergoing preparation work, which started in late September 2017. This work prepares the site for the demolition and reconstruction work 4 of 4 needed for the City Services Building Project, which is slated to commence construction in early 2018 and estimated to be completed by mid-2020. Financial Impacts and Budget Actions The agreement to be awarded to United-Heider Inspection Group is for an amount not to exceed $278,480. Funds are available in the FY 2017-2018 Capital Improvement Program budget in account C014083.589000.
