SR 10-24-2017 3C City Council Report City Council Meeting: October 24, 2017 Agenda Item: 3.C 1 of 4 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: Design of Guardrail and Waterproofing Upgrades in Downtown Parking Structures 1-5 Recommended Action Staff recommends that the City Council: 1. Award RFP #SP2516 to Walter P. Moore Corporation, a Texas-based company, for design services for Downtown Parking Structure Guardrail and Waterproofing Upgrades; 2. Authorize the City Manager to negotiate and execute an agreement with Walter P. Moore Corporation, in an amount not to exceed $243,100 (including a 10% contingency); 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority. Executive Summary The guardrails in Parking Structures 1-5, which were built to existing codes at the time of construction and installation of the parking structure, need to be upgraded to comply with current codes, and the waterproofing system in Parking Structure 5 needs to be modified to prevent water flooding into the stairwells during heavy rain events. Both projects would improve safety and accessibility within the parking garages for residents and visitors. On July 18, 2017, the City issued a Request for Proposals (RFP) for the Downtown Parking Structure Guardrail and Waterproofing Upgrades Project. After reviewing the proposals, staff recommends Walter P. Moore Corporation to perform design services for upgrades to guardrails and waterproofing in Santa Monica Downtown Parking Structures 1-5 in an amount not to exceed $243,100 (including a 10% contingency). Design services are estimated to be completed in December 2018. Background 2 of 4 On June 14, 2016 (Attachment A), Council adopted and approved the FY 2016-18 Biennial Capital Improvement Program (CIP) Budget. Two projects related to parking structure improvements are included in the approved CIP Budget: “Railing Replacement Parking Structures 1-5” and “Parking Structure Elevator Shaft Waterproofing.” Funds identified for each project would be combined and managed under the title “Downtown Parking Structure Guardrail and Waterproofing Upgrades Project.” Discussion The public parking structures, numbered 1-5, located in Downtown Santa Monica, were constructed in the 1960s. Over the years, a variety of upgrades including seismic strengthening have been completed on these structures. The existing guardrails in Parking Structures 1-5 were built in accordance with spacing requirements in effect at the time of construction and installation, and have been repaired and tightened periodically. The current code has more narrow steel cable spacing requirements, and this project would upgrade the guardrails to meet these requirements and provide enhanced life safety for the public. Staff recommended that the design and installation of new code compliant guardrails be completed in the FY 2016-18 CIP project cycle. Locations affected include:  Parking Structure 1 at 1234 4th Street  Parking Structure 2 at 1235 2nd Street  Parking Structure 3 at 1320 4th Street  Parking Structure 4 at 1321 2nd Street  Parking Structure 5 at 1440 4th Street Parking Structure 5 also requires a new waterproofing system to mitigate water intrusion problems occurring in the structure’s elevator shaft and stairwells. During heavy storm events, rainwater landing on the roof deck runs directly into the structure’s stair and elevator shafts, resulting in pools of water at the stairwell landings and heavy flooding 3 of 4 on the ground floor. Modifications would need to be made to the structure’s roof, and to the existing openings in the stairwells, which would also require protection. Vendor/Consultant Selection On July 18, 2017, the City issued a Request for Proposals (RFP) for the Downtown Parking Structure Guardrail and Waterproofing Upgrades Project. The RFP was posted on the City’s on-line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code Section 2.24.075(a) provisions. A total of 44 vendors downloaded the RFP. Six firms responded. Responses to the RFP were reviewed by a selection panel of staff from the Public Works and Planning and Community Development departments.  IDS Group  Make Architecture  Nonzero\Architecture  Studio Jantzen  Walker Restoration Consultants  Walter P. Moore Corporation Evaluation was based on the following selection criteria set forth in SMM 2.24.073 and included work experience on parking structures, experience working in Downtown Santa Monica, references, project approach, project team, cost and creativity. Walter P. Moore had excellent references and experience working in Santa Monica and on similar projects. Accordingly, staff recommends Walter P. Moore Corporation as the best qualified firm to provide design services for the parking structure guardrails and new waterproofing system. Financial Impacts and Budget Actions The agreement to be awarded to Walter P. Moore Corporation is for an amount not to exceed $243,100 (including a 10% contingency). Funds are available in the FY 2017-18 4 of 4 Capital Improvement Program budget in accounts C779046.589000 ($188,100) and C779193.589000 ($55,000).
