SR 09-26-2017 3F City Council Report City Council Meeting: September 26, 2017 Agenda Item: 3.F 1 of 3 To: Mayor and City Council From: Susan Cline, Director, Public Works, Architecture Services Subject: First Modification of Construction Contract for Parking Structure No. 5 Tenant Improvement Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to agreement #10417 (CCS) in the amount of $96,315 (including a 10% contingency) with West Valley Investment Group, Inc. (WVIG), a California-based company, for additional construction services to address accessibility and safety improvements for the Parking Structure No. 5 Tenant Improvement Project, as required by the Architectural Services Division. This would result in an amended agreement with a new total amount not to exceed $4,016,715, with future year funding contingent on Council budget approval. Executive Summary The Parking Structure No. 5 Tenant Improvement Project, located at 1440 4th Street, would build a Transit and Parking Services Center (TAPS) including public counter services for the Big Blue Bus along with parking and transit related business. It will also enhance the pedestrian experience on that stretch of 4th Street by eliminating the dark, step down to the storefronts on the ground floor of the parking Structure. Additional issues for the City to comply with the Americans with Disabilities Act (ADA) were identified at plan check. To make the building design more accessible and safer, staff recommends that Council authorize a first modification to construction contract #10417 in the amount of $96,315 with West Valley Investment Group, Inc. (WVIG) for the installation of bollards and widening of the elevator landing areas throughout Parking Structure No. 5. This will result in an amended agreement with a new total amount not to exceed $4,016,715. Background 2 of 3 On January 24, 2017 (Attachment A), Council authorized the City to execute a construction contract with WVIG for the Parking Structure No. 5 Tenant Improvement Project. Construction started in April 2017. The project would provide public counter services for the Big Blue Bus and transit and parking-related business. Currently, bus passes, parking permits and parking passes are sold by the City from two locations and the facility that sells these items is designed to deliver only one business transaction. Colocation of these services would provide an improved customer experience and create operational efficiencies including an individual counter for each type of transaction. Additionally, the project would provide new public restroom amenities nearest to the new Expo Light Rail Line. Discussion This first modification to the construction contract would allow for the installation of bollards at elevator landings and the widening of the elevator landing areas to increase patron safety while waiting at elevator lobbies. Parking Structure No. 5 was constructed over 40 years ago. The elevator landing areas at every level of the parking structure do not meet current code or ADA accessibility requirements. This requirement was identified during plan check and staff would fix this issue after executing this first modification to the construction contract. The bollards, which are short posts installed to divert traffic from an area, would enhance pedestrian security at elevator landings. The widening would create a safer distance between drivers and elevator users, and meet the wheelchair turning clearance required by building code and the ADA. This scope of work and budget were approved by Council at adoption of the Capital Improvement Program Budget for fiscal year 2017-18. Vendor Selection A Request for Qualifications for construction services was issued on July 27, 2016 and closed on August 25, 2016, per Attachment A. Three contractors submitted qualifications and were approved based on the submitted packages. A Request for Bids for construction services was issued to the three pre-qualified contractors on October 19, 2016 and closed on December 8, 2016. Two of the three pre-qualified contractors submitted bids ranging in price from $3.5M to $3.7M. Staff from Public Works reviewed 3 of 3 the bid submittals. Based on staff’s review of project completion timeliness, project management, project billing professionalism and reference checks with other municipalities and institutions, WVIG, the lowest bidder, was selected as the best bidder to provide construction services for the Parking Structure No. 5 Tenant Improvement Project. Next Steps The estimated completion date for TAPS is March 2018. The estimated completion date for the elevator landing widening and bollard installation is May 2018. This work would close the elevators in phases in Parking Structure No. 5 for approximately two months. Work would commence upon the completion of TAPS. Noticing and signage would be distributed to minimize impacts to vehicle traffic and pedestrian activity at sidewalks and in the parking structure stairwells. Financial Impacts and Budget Actions The contract modification to be awarded to West Valley Investment Group, Inc. is $96,315 (includes 10% contingency) for an amended contract total not to exceed $4,016,715.
