SR 07-11-2017 3C Ci ty Council Report City Council Meeting : July 11, 2017 Agenda Item: 3.C 1 of 3 To: Mayor and City Council From: David Martin, Director , Parking Operations (PCD) Subject: First Modification to Software License Agreement for Advanced Traffic Management System Recommended Action Staff recommends that the City Council authorize the City Man ager to negotiate and execute a first modification to agreement #9648 in the amount of $6 1 ,43 0 with Intelight Inc., a n Arizona -based company, for licensing and maintenance of the City’s Advanced Traffic Management System software . This will result in a nine year amended agreement with a new total amount not to exceed $211 ,430 , with future year funding contingent on Council budget approval. Executive Summary In 201 3 , the City purchased the MaxView software package as its Advanced Traffic Management System (ATMS) from Intelight Inc . Currently, 163 traffic signals are connected to the MaxView system and it is used to manage the City's traffic signal network and all intellige nt transportation system devices . The MaxView license and maintenance agreem ent has a five year term and will expire in March 201 8 . The term of the current agreement includes two years of warranty coverage plus maintenance for years three, four and five. T he initial quote from Intelight only included years three and four and the amount due for year five exceeds the existing Council budget authority . To continue coverage for year five and four additional years, s taff recommends extending the software license and maintenance agreement with Intelight Inc. for a period of up to nine years in an amount up to $6 1 ,430 , for a total cost not to exceed $211,430. Background After a formal Request for Proposal process , Council authorized the purchase of the 2 of 3 MaxView ATMS software from Intelight Inc. on October 2, 2012 for $150,000 . The agr eement includes two years of warranty coverage plus maintenance for years three, four and five. However, the initial quote from Intelight only included years three and four. The amount due for year five exceeds the existing Council budget authority. The Intelight ATMS has provided centralized control of the traffic signal controllers and all other Intelligent Transportation System (ITS) devices used to manage traffic such as detection systems, transit priority system, emergency vehicle preemption system, variable message signs, and traffic monitoring cameras. The system allows for rea l - time data collection which is used to pinpoint trouble spots and assist in improving safety for all modes of transportation. Discussion The Intelight Advanced Traffic M anagement System (ATMS) has been used by staff in the City’s Traffic Management Center since 2012. The system has 163 traffic signals, 56 traffic monitoring cameras, and more than 250 vehicle detection cameras . The ATMS is extensively used with the City’s “Go With the Flow” traffic management program during the peak summer and winter seasons as well as major events such as LA Marathon and Twilight Concert Series . The Intelight ATMS provides the ability to change t raffic patterns and collect traffic data on a real -time basis. The Intelight ATMS has not yet reached the end of useful life and staff has been very pleased with the functionality and capabilities of the system. Given the pace of changing technology, staff will evaluate other ATMS vendors befor e the end of this contract. Vendor/Consultant Selection 3 of 3 In March 2012 , the City issued a Request for Proposals (RFP) to procure a complete ATMS central software system . The RFP was posted on the City's on -line bidding site in accordance with City Charter and Municipal Cod e provisions. Thirty -one vendors downloaded the RFP. Five vendors responded. Responses to the RFP were reviewed by a selection panel of staff from Planning and Community Development Department and Information Systems Departments . The panel selected Inte light Inc. based on system functionality and features, user -friendliness, software support, and reasonableness of license fees. Financial Impacts and Budget Actions The agreement modification to be awarded to Intelight Inc. is $6 1 ,430 , for an amended agre ement total not to exceed $211,430 . Funds are available in the FY 20 17 -18 Capital Improvement budget.
