Report
City Council Meeting : May 9, 2017
Agenda Item: 11.A
1 of 7
To: Mayor and City Council
From: David Martin, Director , Transportation Planning
Subject: Establishment of Preferential Parking Zone RR and Amendment of Zone U
and adopt a Resolution establishing Preferential Parking Regulations.
Staff recommends that t he City Council:
1. Establish Preferential Parking Zone RR to include:
Fourth Street between Pico Boulevard and Ocean Park Boulevard, and
Strand Street, Pacific Street, and Bay Street between Third Street and Fourth
Street with the regulation “No parking 10 P .M. to 7 A.M., 2 hour parking 7
A.M. to 10 P.M., daily, except by permit”, and
Strand Street between Fourth Street and Sixth Street with the regulation “2
hour parking 7 A.M. to 6 P.M. daily, except by permit”.
2. Amend Preferential Parking Zone U to reclass ify Strand Street between Fourth
Street and Sixth Street from Zone U to Zone RR.
3. Approve the attached Resolution (Attachment A) establishing Preferential
Parking Regulations.
Executive Summary
Residents of the 2300, 2400, and 2500 block of Fourth Street , and the 500 block of
Strand Street have submitted qualifying petitions for preferential parking regulations.
The residents assert that non -resident parking is impacting their ability to find parking
near their homes. A parking study conducted in August a nd September of 2015
confirmed that street parking has high usage throughout the day for both the weekend
and weekday.
Staff recommends creating Preferential Parking Zone RR, approving the following
preferential parking regulations for the following block s:
Fourth Street between Pico Boulevard and Ocean Park Boulevard, and Strand
Street, Pacific Street, and Bay Street between Third Street and Fourth Street
with the regulation “No parking 10 P.M. to 7 A.M., 2 hour parking 7 A.M. to 10
P.M., daily, except by permit”, and
Strand Street between Fourth Street and Sixth Street with the regulation “2 hour
parking 7 A.M. to 6 P.M. daily, except by permit” (reclassifying these two blocks
from Zone U to Zone RR).
2 of 7
Should Council approve the recommended action it is estimated that permit sales for
the 2300,2400, and 2500 blocks of Fourth Street would generate approximately $11,000
annually, which would offset, but not fully recover, the cost to the City of issuing permits
to residents. New permit revenue would not be expected to be generated for the 500
block of Strand Street, as it has pre -existing preferential regulations that are being
changed, so there would be few if any new permits issued. Additionally, new signage
would be required at an estimated cost of $1,200 for all four blocks.
Background
Preferential parking is a tool the City uses to manage non -resident parking use on
residential streets, as authorized by Santa Monica Munic ipal Code Chapter 3.08 and the
California Vehicle Code. Preferential parking regulations manage the use of on -street
parking to make parking more available for residents near their home. Only residents
who live on a block with preferential parking restric tions are eligible to purchase a
permit. Permits may be used within two block faces of the permit holder’s address.
Residents may petition to initiate a preferential parking zone at any time. Upon receipt
of a petition representing two -thirds of the resid ential units on a block, a parking
occupancy study of the neighborhood is conducted and a community meeting is held. In
evaluating the petitions, staff typically evaluates the larger neighborhood, rather than an
individual block due to the potential for pa rking displacement when regulations are
established or changed. As a result, staff typically recommends that the Council pre -
approve preferential parking regulations for more than one block to streamline and
expedite the process for adjacent blocks should some displacement occur. SMMC
3.08.030 provides Council with the authority to create preferential parking zones.
Once Council approves preferential parking regulations, they are implemented on the
block or blocks that have submitted qualifying petitions. Preferential parking regulations
are not implemented on blocks that have been pre -approved by the Council until the
time that the residents of those blocks submit qualifying petitions representing two -thirds
of the residential units on the block .
Discuss ion
The residents of Fourth Street between Strand Street and Hollister Avenue, and Fourth
Street between Hollister Avenue and Ocean Park Boulevard have submitted complete
3 of 7
petitions requesting to install preferential parking regulations. Residents of Strand Street
between Fifth Street and Sixth Street currently located in Preferential Parking Zone U
submitted a petition to change their current parking regulations from “2 hour parking
7AM -6PM Monday -Friday, except by permit” to “2 hour parking 7AM -6PM daily, except
by permit”. The surrounding area includes:
to the east Preferential Parking Zone U “2 hour parking 7AM -6PM Monday -
Friday, except by permit”,
to the west Zone M “No parking 10PM -2AM, 2 hour parking 9AM -10PM daily,
except by permit”, and
also to t he west Zone I “No parking 6PM -2AM, 2 hour parking 9AM -6PM daily,
except by permit”.
The existing area regulations and petition blocks are shown in Attachment B.
Parking demand in the area is high due to its dense residential nature as well as its
proxi mity to the successful business district on Main Street. A summary of peak parking
occupancies is included as Attachment C. The summary is based on a parking survey
conducted in August and September 2015 for both weekend and weekday time periods
from 7 A.M . to 10 P.M., to capture both summer and Santa Monica High operations.
For both August and September for both the weekend and weekday parking
occupancies on Fourth Street, Bay Street, and Pacific Street are near or above
85% occupancy between 7 A.M. and 1 0 P.M.
For both August and September for both the weekend and weekday Strand
Street between Third Street and Sixth Street parking occupancies are near or
above 85% occupancy except for the block between Fifth and Sixth Streets
which has still high but lo wer parking occupancy during the morning.
The data indicates street parking is in high demand throughout the day and most
residents may be required to circle the block to find a parking space near their
residence.
Community Input
Residents, businesses, property owners, the neighborhood organization, and business
districts of the area were notified of the proposed preferential parking zone by mail and
invited to a June 23, 2016 community meeting to discuss preferential parking. A listing
4 of 7
of the comments r eceived at the meeting and in writing is included as Attachment D. A
summary of the major issues stated at the meeting are listed below:
residents expressed a preference for regulations limiting overnight parking to
residents and limited time parking for t hose without permits during the day;
residents expressed concern regarding employees working on Main Street
parking all day on Fourth Street;
some residents preferred more restrictive all day regulations; and
some residents were opposed to any preferential parking regulations and voiced
concerns regarding inconvenience, cost of parking permits, and difficultly for
visitors to park.
Recommended Preferential Parking Regulations
Based on the parking occupancy study which showed high usage of str eet parking
throughout the day and the community comments stating the difficulty of finding street
parking and a desire for preferential parking, staff recommends approving the following
preferential parking regulations for the following blocks:
Fourth Str eet between Pico Boulevard and Ocean Park Boulevard, and Strand
Street, Pacific Street, and Bay Street between Third Street and Fourth Street with
the regulation “No parking 10 P.M. to 7 A.M., 2 hour parking 7 A.M. to 10 P.M.,
daily, except by permit”, and
Strand Street between Sixth Street and Fourth Street with the regulation “2 hour
parking 7 A.M. to 6 P.M. daily, except by permit”.
As the intention of preferential parking is to improve access to street parking for block
residents and as the parking loc ated on the Fourth Street median is adjacent to and
frequently used by residents of Fourth Street staff recommends the proposed
preferential parking regulations be applied to the parking located in the Fourth Street
center medians. Hotchkiss Park is a comm unity park that borders Strand Street and
Fourth Street. Street parking along the curb immediately adjacent to the park would not
be changed to maintain public parking access to the park. The Community and Cultural
Services staff communicated they are not concerned about the proposed preferential
parking regulations.
Coastal Zone
5 of 7
The preferential parking area is located within the Coastal Zone. Staff does not believe
that the approval of the preferential parking area would require a Coastal Development
Pe rmit, as the City has made significant infrastructure investments to improve beach
access. The City provides thousands of public parking spaces at the beach and has
made significant investments to improve transit, pedestrian, and bicycle access to the
beac h. Thus, staff does not believe the establishment of preferential parking Zone RR
or modification of Zone U would adversely impact public access to the beach. However,
a Coastal Development Permit will be obtained if required by law. .
. Staff will inf orm Council if the Coastal Commission believes that a Coastal
Development permit is required.
Alternatives
The Council could maintain the existing conditions or adopt different hours and types of
restrictions than recommended. The Council could also direc t staff to pursue a Coastal
Development permit prior to implementation of the regulation.
Environmental Analysis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pu rsuant to Article 19,
Section 15301 (c) which defines Class 1 exempt projects in the following way: “Class 1
consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing public or private structures, facil ities, mechanical equipment, or
topographical features, involving negligible or no expansion of use beyond that existing
at the time of the lead agency’s determination.” The exemption includes: “Existing
highways and streets, sidewalks, gutters, bicycle an d pedestrian trails, and similar
facilities.” Preferential parking zones involve only the issuance of permits for the use of
an existing public street and include negligible or no expansion of the existing use.
Next Steps
6 of 7
If preferential parking regulatio ns are approved and there is no action pursued with the
California Coastal Commission, regulations would be implemented on the 2300, 2400,
and 2500 block of Fourth Street, and 500 block of Strand Street within eight weeks. This
allows time for: residents t o apply for permits, staff to process applications, signs to be
ordered, manufactured, and installed, and a grace period between the installation of
signs and the enforcement of preferential parking regulations. Additional blocks within
the zone would have preferential parking implemented approximately eight weeks after
receipt of a petition signed by residents representing two -thirds of the residential units of
that block.
Financial Impacts and Budget Actions
If an agreement is reached with the Califor nia Coastal Commission , the approval of
Preferential Parking Zone RR would generate $11,000 in ongoing revenues beginning
FY 2017 -18 from the sale of an estimated 395 new resident and visitor permits. Funds
for the one -time cost related to the purchase of new signage for Preferential Parking
Zone RR totaling $1,200 are included in the FY 2017 -18 Proposed Biennial Budget in
the Planning and Community Development Department.

PREFERENTIAL PARKING COMMUNITY MEETING NOTES – 4 TH STREET 2400/2500 BLK
Santa Monica Library Ocean Park Branch - June 23, 2016 - Approximately 45 attendees
Would like to ‘age in place’ but that means people need to be able to park near their homes to
provide services or have convenient parking for themselves
Main Street e mployee lot parking - $1/day program is a failure - access to lot @ night is necessary
Influx of vans, motorhomes in / around park s creates uneasy and unsafe feeling , would like parkin g
for residents only between 6P M and 6A M
Lot s by beach should be OPEN to ALL at night to help with neighborhood parking issues
Commercial vehicles are being parked along residential street s too much
Police / Parking Enforcement need to be able to enforce
P refer 24/7 Pref erential Park reg ulations
Consistent r eg ulation s in area is important
Consistent regulations in area is not important
Access to areas by beach are blocked – driving visitors northeast of main destinations
Presence of bus p arking / s treet c l eaning restricts parking to one side at times
Nowhere to do drop -off or loading when someone need s to stop for a short period
Urth Café / Main St. e mployees p ark a ll -d ay
If you su rvey area in the future – should ask about EX PO and its impact on parking in the
neighborhood
Working f amilies need to be able to bring children and belongings to and from their parking spaces
and homes
Employees – is there a way to give area employees reduced parking rate s or incentives? (ex:
Yogaworks is a big issue )
P ermits for employers requires going to the parking office in -person monthly which is not realistic
Would like to be able to get more than one construction permit for the beach, now never allowed to
get more than one (1+)
Would like parking enforcement to more easil y tow vehicles
Suggestion of regulation time for the area of: 2HR 9am -6pm, NP 6pm -9am, except by permit

Subject:Preferential Parking Zone U & RR
Regarding this item before the council on May 9,2017.
I urge you to approve the preferential parking requests before you as
defined.
I live on 4th between Hollister and Ocean Park, there is rarely a spot to be
had. We are the parking lot for the workers on Main Street, and have been
for years. It isn't just during the day, it is at night as well, as many
establishments are open late and have many employees. What I think is
the best solution, and I hope you implement it, is to extend the beach
p arking lots to the employees for a very nominal sum. $100 dollar a month
is a lot of money for most retail workers. Something like $20 dollars is
fair. It's unrealistic to expect workers to take public transit, many just
cannot or won't.
I strongly support the new parking to be as requested. No parking
overnight from 6 PM to 7 AM, and two hour parking from 7 AM to 6 PM.
I do hope, however that you consider the employees and make provisions
for them to park at the beach lots for something they can afford.
Thank you,
Danielle Charney
Resident Since 1982

I have lived at 320 Pacific St., unit six, for 38 years. The block on which I live is one of the few in the neighborhood with
unrestricted parking. Consequently guests visiting our building generally have difficulty parking close by because Main
Street visitors park on our block.
Friends have become reluctant to visit du e to the sho rtage of nearby parking. Preferential parking would greatly
alleviate this situation.

(The mailing I received indicated messages sent to this addre ss prior to 3 pm would be given to council members, relates
to item 11.A on tonight's agenda. Also Cc'ing address found on agenda website.)
Greetings. I am a longtime resident of 4th St., on the nor thernmost block of the prop osed zone RR, between Pico &
Bay. My building is on the eastern side of the street, which has a red painted curb for the entire block. All five parking
spaces on our block are across the street, which is a bu sy one, with a landscaped m edian to discourage pedestrians
crossing mid-block. Not an ideal place for to park if there are groceries to unload, for instance. I'd much rather park
around the corner on Bay St., between 4th and 6th. This is where my back alley le ts out actually. It falls under Zone
U. When I tried to purchase a residents parking pass for use there, I was turned away, since my address around the
corner is technically not in the zone.
Is it possible to file a petition to initiate a preferential pa rking zone that is specific to one side of the street, rather th an the
whole block? Is a petition even really even necessary, for blocks that don't have any parking to begin with? (If our side of
the street was designated part of the zone, there would be no need for expenditures for new signage.)
I would be so pleased if you could just add the odd numbered addresses on the 1900 block of 4th street to the parking
office's database, so I would have the privileged of purchasing a pass for use within 2 blocks of my home. And without
having to stir up controversy regarding the spaces across the street!
Thank you.

Dear City Council and Planning Department,
We live on Sixth Street and Hollister. We are very concerned by the proposal to add a new preferential parking zone on
4th street between Pico and Ocean Park.
Our neighborhood has already been very impacted by the preferential parking around San ta Mo nica High School that
was implemented a few years ago. This pushed student parking south into our neighborhood.
We also have the Los Amigos Park baseball field, which fills nearly all of our available street parking nearly every day of
the week.
If you make 4th Street also preferential parking it w ill push the ma ny Main Street workers to walk a few blocks further
and they will be parking in the precious few spaces that are left on 6th Street and Hollister.
We urge you to strongly consider the decision to make 4th Street preferential. This is just kicking the probl e m "literally"
down the road and is not solving the real issue.
Some ideas for consideration might be to force all baseball parking users to use the Muir Elementary school parking lot
at the south end of the block on the school premesis.
Another idea would be to require Main Street busi n ess owners to provide parking for their employees. As a point of
reference, many Main Street ‐ Urth Cafe workers are currently parking on 4th Street and walking down the hill to work.

Has anyone looked into the Conditional Use Permit for the Urth restaurant to see if the owners are supposed to be
providing employee parking?
Please consider all the ramifications before making this important decision.

Dear members of the City Council,
I have been a resident of 4 th Street for over twenty years. I am writing this
letter of support for preferential parking along 4 th Street. Over the years,
parking has become scarcer for residents. This is due to a number of factors.
Many employees working on Main Street park on 4 th Street to avoid paying
for parking. In addition, many beachgoers also park on 4 th Street to avoid
paying for the public parking lots along Ocean Blvd. To make matters even
worse, three days a week we have street sweeping on 4 th Street. This
eliminates one third of our available parking spaces. Lastly, now that the
city bus runs along 4 th Street, even more parking spaces have been
eliminated.
I support two hour parking along 4 th Street except for residents with a
permit. I also support no parking from 7:00 p.m. to 10:00 p.m. except for
residents with a parking permit. This will significantly improve the quality
of life for Santa Monica residents living on 4 th Street.
Thank you for your consideration.

I am working that evening and will be unable to a ttend but I would like to voice my opinion on the matter.
My neighbors and I have been trying to get preferenti al parking on our portion of 4th street for about three
years.
4th Street where I live is f illed with cars day and night all year round. Most of these cars belong to people who
work on Main Street's many restaurants and shops. A dditionally, construction pick up trucks, limousines and
many others who simply store their vehicles on the st reet year round, moving them on street cleaning days
because that is the only parki ng restrictions placed on 4th St.
Many of the streets around 4th Street ha ve preferential park ing so all of these out of the area vehicles park on
4Th Street around the clock.
Residents here are tired of this. Ther e are elderly people living here who are unable to pa rk close to where they
live because waiters, busboys, and ot hers tie up the parking for hours wh ile they are working on Main St.
The time has come to respect the residents who live a nd pay taxes in Santa Monica and allow us to have
preferential parking on 4th Street be tween Ocean Park Blvd and Pico Blvd.

Hello City Council,
I will not be able to attend the upcoming mee ting regarding a very important issue (parking on
4th St) due to upcoming hip surg ery. But I, along with my neighbor s, have very strong feelings
about this.
I am a senior living at 319 Ocean Park Blvd. I wa sn't a senior 36 years ago when I moved in:)
There is no parking allowed on OP Blvd, so 4th St near Ocean Park is where we park. Over the
years it has become virtually impossible during the week to find parking on 4th. And we have 3
rows of parking (one on either side of 4th and a middle partition). What I see EVERY SINGLE
DAY are the employees working at various busine sses on Main Street lining up to park from
morning until night. All of the na il salons come in groups of cars at 8:30 or 9am and don't leave
until after 8pm. Restaurant employees park all day until after 11pm and Bar employees until after
2am. I am handicapped and cannot walk that fa r and on numerous occasions have gotten street
cleaning tickets because there was no place to pa rk. I usually go all the way north to the mini
market or south of the bridge. I've spoken to so me of the people who use 4th Street for business
parking explaining I cannot walk far and they ba sically walk away. We as residents of this
neighborhood do not have attached parking with our homes (just so me of the larg er apartment
complexes do). It seems ridicul ously unfair for residents to co ntort themselves, park several
blocks away from their home or....on weekends...c ircle around and around aimlessly for over an
hour to squeeze into a spot. We love the Main St Farmers Market and the Beach, but it seems fair
to limit parking to 2 hours for vi sitors errands. Permit Parking would bring some income, sanity,
and civility to a very chaotic situation. The stress is high around here and there is no reason for
this. The parking signs have NOT kept up with th e growth and crowding in terms of parking. Try
buying groceries, parking blocks away and walk ing home with a cane. On the odd time I've
pulled up in front of my house w ith my handicap placard and flas hing lights, I've been ticketed
for no parking (for 5 minutes), my neighbor's car was hit when she did the same and we are
chastised and penalized because we don't know what to do with our cars.
I understand that employees need parking too but th ere are the metered lots off Main Street with
all day parking. We shouldn't have to resort to that. Not only is parking like winning the lottery,
so many people take up more than what they ne ed to park creating too many empty spots where
we can't park. It also does not feel safe when coming home at night.
Please course correct on this issue.
Thank you
Barbara Quelet

No parking
overnight from 6 PM to 7 AM, and two hour parking from 7 AM to 6
PM. I do hope, however that you consider the employees and make
provisions for them to park at the beach lots for something they can afford.
Thank you,

Hello Scott Johnson, AICP.
The parking on 4th street is a mess. Not only do we have all the workers from Main St all day, we also
have all the folks on 3rd St who have guests and extra cars. THEIR permit parking STARTS at 6 PM, and thus
their guests,
and all the visitors on Main St use 4th St. We HAVE NO GUEST PARKING IN OUR BUILDING. Why are they
different?
You are giving all the preferences to 3rd street, and forcing us to put up with their extra cars and visitors.
We MUST have the open parking STOP AT 6 PM so we can get into our own homes after work, the SAME as
3rd St.
. Their permit says "Permit 3" Why are they being treated special, while we have no parking until 10 pm?
Please see the attached permit photo, and explain WHY the 3rd street residents are getting extra service?
I do not think I can attend the meeting but this city MUST be fair to everyone in the same neighborhood.
Thank you,
Greta Couper, Ph.D.
It would hel p if you explain what the 3 permits mean, U, RR, and #3?
Let the beach and Main St people use the nearby parking lots and meters.
They are keeping us out of our own homes, as are the 3rd street residents.

Dear Council Members,
I urge you to approve the establishment of Preferential Parking Zone RR.
I have lived on Fourth Street for 32 y ears in an historic courtyard that ha s no parking on site. I’ve experienced
the street parking go from difficult to near impossibl e in our neighborhood. The staff report outlines many of
the reasons for this, including Main Street employees and shoppers, beach goers a nd bicycle riders who park
their cars and ride their bike s to the beach or elsewhere. Commercial vehicles used by Main Street businesses
are also parked here during the day and overnight. Fourth Street is the first non-perm itted street with access to
the beach an Main Street, so we are th e first choice for all-day street parking.
As I get older, and hope to remain in my current reside nce, I’m becoming concerned a bout arriving home late at
night - I attend classe s three nights a week arriving home at 11:00 pm, and about the difficulty of unloading
groceries and other things and carryi ng them from several blocks away.
We have worked hard to get this proposal this far, and I hope you will complete the process so that finding a
parking spot will no longer be a major concern in our lives.
Thanks for all you do for the city.

Dear Mr. Johnson:
Thank you for the email informing us of the proposed parking changes. We think the zoning on the one block
on Pacific between 3rd & 4th should be left the way it is to allow for a no permit necessary area. We would
rather make 3rd St. Permit Only . As it is, we get gipped out of parking entirely on one of our parallel streets as
it is Main St. metered parking. 4th St. is not much help as it is primarily red zone s or entrances into carport
parking for apartment buildings. Making 3rd St. Permit only would alleviate the Yoga and Beach visitors who
don't want to pay for metered parking from taking the spot s in front of our homes. Changing these other streets
to the same zone as 3rd will not benefit home owners as much as making 3rd St. permit only. Thank you for
your time.

Hello SM City Council,
We are in dire need of preferential parking in this neighborhood. I have lived here for 30 years. I am not opposed to
change or development but I stand with my neighbors in asking for fairness.
I live at 319 Ocean Park Blvd. No parking is permitted on Ocean Park Blvd. Our hou s e does not have parking. It's a free
standing bungalow. We need to park on 4th Street. Over the past years, 4th Street is being used as a free parking lot to
anyone who works on Main St or spends a day at the beach or doe s constru ction in the surrounding blocks. I moved my
psychotherapy practice from Beverly Hills to Santa Monica over 6 years ago and have seen and felt the difficulty in
finding a parking spot for my VW Beetle at almost anytime: day, night, weekday or weekends. I used to feel the pin ch on
weekends only due to the proximity to the beac h or the Farmers Mkt. I now experience a serious shortage of parking for
those of us who live here at ALL times. Everyday on my way to work, I see cars lining up for the day through the evening.
Employees from th e Nail/Hair shops, restaurants offices quickly take the parking and do not move their cars until late in
the evening. I have found myself walking 5 ‐6 blocks without much lighting around me and feeling a little vulnerable
walking home as a woman. By the time I reach 4th street by foot, someone whose job ende d for the night is leaving. I've
had "words" with people working on Main who take up more than 1 spot or "save" spots for their friends. It's
frustrating. It's unfair too.
I hope that you can hear/listen to our concerns as a community in ne ed and that we are turning to you for help.
I wanted to be th ere in person tomorrow night but I'm working until 8:30pm.
Thank you for your consideration,

rows of parking (one on either side of 4th and a middle partition).

No parking
overnight from 6 PM to 7 AM, and two hour parking from 7 AM to 6

Subject:4th Street Permit Parking

Thank you for
your time.

Subject:Preferential Parking for 4th St

Subject:Preferential Parking on Bay Street and 4th Street
PLEASE, PLEASE, PLEASE approve the preferential parking on these streets. We have been trying to get Bay
Street designated preferential for 5 years. We have very limited parking in this section due to being so close
to Pico and having no parking from Bay Street north. The amount of parking that we have with our permits is
about half of what is norm ally designated. When you add that reduction to the people with no permits that
park on 4th Street and Bay between 3rd and 4th and leave their cars there all week and so many of the taxis
that park overnight on these streets ‐‐ those of us that work find it impossible to find parking in the evening
when we get home. I have driven around for over an hour many times within the "designated area" that I can
park. IF anything it would be even better if the 2 hour parking stopped at 6:00 p.m. uns tead of 10:00 p.m.
Thank you for considering these issues for those of us that live here.

Dear Santa Monica Ci ty Council Members,
I am writing to seek your support of the “Establishment of Preferential Parking Zone RR and Amendment of
Zone U and adopt a Resolution establishing Preferen tial Parking Regulations” which is on the May 09, 2017
City Council Meeting Agenda, item #11, Resolutions.
As a resident of 4 th Street for over twenty years, I would like to share with you my pers onal experiences with
trying to find a parking spot. The challenge to find an open parking sp ace has grown increasing difficult over
the years. As surrounding blocks are granted parking restrictions, 4 th Street has become the area for the
“overflow” parking.
I thought it would be beneficial to share my personal observations of non-resident parking:
Workers from nail salons and restaurants pa rk their cars and walk to Main Street
Commercial vehicle from a Main Street business park on 4 th Street
Beach goers park their cars for extended periods of time
People living in their vehicl es that are parked on 4 th Street
Main Street customers and beach goers have multiple transportation options today that range from the Expo
line, Breeze Bike Program, Uber and Lyft. The City ma intains a website outlining Main Street parking options
(https://www.smgov.net/Departments/PCD/Transpor tation/Motorists-Parking/Where-to-Park/) for business
customers and visitors who wish to drive their vehicles.
I encourage you to accept the proposal so that 4 th Street residents can enjoy wh at is a “luxury”, and that is,
parking on the block on which they resi de and not having to gauge their trip s to and from home by the parking
situation.

Subject:4th Street Preferential Parking
Hello,
As tenants of a rental property on the corner of 4th and Strand, we are writi ng in support of making 4th Street
bw Pico and Ocean Park preferential permit parking. We find it extremely difficult to find parking when we
return home at night and especially on summer weekends . Also, given our very close proximity to Hotchkiss
Park, we have noticed that many of the vehicles parked along our stretch of 4th Stre et are actually homes for the
increasing transient population and therefore, very rarely move their vehicles.
It is a somewhat frustrating daily or deal that is made worse by facing s kyrocketing rent, when we cannot even
park near our homes (and sometimes ]fear for our safety having to walk several blocks at night knowing the
crime is also increasing in the area) yet we pay $3200/m onth for a 1 BR. That should hopefully entitle us to a
better chance of a parking spot in our own neighborhood, no? That said, w e would very much appreciate
your granting this collective request.
Thank you for your consideration,

I reside at 2506 4th street in Sant a Monica. We all know that parking is an issue here in Santa Monica.
Especially in the warmer months and event filled even ings. Most of the streets in our neighborhood have permit
parking. 4 th street does not. Why?
Are the residents on 4 th street not pa rt of the city? It is insane. Some nights I drive around for 10 minutes and
park blocks from my house. We the residents on 4 th street should be given the same consideration as the
residents on surrounding streets that have permit parking. Thank you for understanding.

Greetings. I am a longtime resident of 4t h St., on the northernmost block of the prop osed zone RR, between Pico & Bay. My
building is on the eastern side of the street, which has a red painted curb for the enti re block. All five parking spaces on o ur
block are across the street, which is a busy one, with a landscape d median to discourage pedestrians crossing mid-block. Not
an ideal place for to park if there are groceries to unload, fo r instance. I'd much rather park around the corner on Bay St.,
between 4th and 6th. This is where my back alley lets out actu ally. It falls under Zone U. When I tried to purchase a reside nts
parking pass for use there, I was turned away, since my address around the corn er is technically not in the zone.
Is it possible to file a petition to initiate a preferential pa rking zone that is specific to on e side of the street, rather than the whole
block? Is a petition even really even n ecessary, for blocks that don't have any park ing to begin with? (If our side of the str eet
was designated part of the zone, there would be no need for expenditures for new signage.)
I would be so pleased if you could just a dd the odd numbered addresses on the 1900 block of 4th street to the parking office's
database, so I would have the privileged of purchasing a pass for use within 2 blocks of my home. And without having to stir u p
controversy regarding the spaces across the street!
Thank you.

Subject:Public Comment about Preferential Parking on Fourth Street Between Pico and Ocean
Park
Dear City Council and Planning Department,
We live on Sixth Street and Hollister. We are very concerned by the proposal to add a new preferential parking zone on
4th street between Pico and Ocean Park.
Our neighborhood has already been very impacted by the preferential parking around Santa Monica High School that
was i m plemented a few years ago. This pushed student parking south into our neighborhood.
We also have the Los Amigos Park baseball field, which fills nearly all of our available street parking nearly every day of
the week.
If you make 4th Street also preferential parking it will push the ma ny Mai n Street workers to walk a few blocks further
and they will be parking in the precious few spaces that are left on 6th Street and Hollister.
We urge you to strongly consider the decision to make 4th Street preferential. This is just kicking the problem "literally"
down the roa d and is not solving the real issue.
Some ideas for consideration might be to force all baseball parking users to use the Muir Elementary school parking lot
at the south end of the block on the school premesis.
Another idea would be to require Main Street business owners to provide parki n g for their employees. As a point of
reference, many Main Street ‐ Urth Cafe workers are currently parking on 4th Street and walking down the hill to work.
Has anyone looked into the Conditional Use Permit for the Urth restaurant to see if the owners are supposed to be
providing emp l oyee parking?
Please consider all the ramifications before making this important decision.
Thanks so much,
