SR 03-07-2017 3C Ci ty Council Report City Council Meeting : March 7, 2017 Agenda Item: 3.C 1 of 2 To: Mayor and City Council From: Susan Cline, Director , Public Works, Civil Engineering Subject: Reject All Proposals for the Engineering Design Services for the Airport Avenue Project Recommended Action Staff rec ommends that the City Council r eject all proposals for RFP #SP2466, Engineering Design Services for the Airport Avenue Project . Executive Summary On January 9 , 2017 , an RFP was issued for Engineering Design Services for the Airport Avenue Project. The project consists of providing design servic es to implement the phase 2 recommendations of the Airport Non -Aviation Land Component Final Report entailing construction of sidewalk and bike path and upgrading the lighting system . Four proposals were received. After close of the RFP, staff determined that a procedural error was made. The RFP was reissued following the correct procedures. Due to the procedural error, staff recommends rejecting all proposals for RFP#SP2466. Discussion As part of the effort to implement phase 2 recommendations of the Airport Non -Aviation Land Component Final Report , an RFP for Engineering Design Services for the Airport Avenue Project was issued on January 9, 2017. The RFP was posted on the City’s online bidding site however the RFP was not formally advertised in the S anta Monica Daily Press as t he City Charter and Municipal Code requires. Staff received four proposals on February 16, 2016. After the RFP closed, and the proposals were opened, staff determined a procedural error was made and the proposals were not comp liant with the Municipal Code. Because the RFP closed, and the proposals were opened, the Municipal Code requires the City Council to reject all bids . The RFP was reissued on February 23, 2017 in an effort to move the project forward, but closing the RFP is contingent on City Council 2 of 2 approval.
