Recommended Action
Staff recommends that the City Council adopt the Resol ution approving Final Parcel
Map No. 73541 for a 2 -Unit Condominium Project at 723 Pier Avenue .
Executive Summary
This report transmits for City Council approval a Final Parcel Map for the following
condominium project. The Vesting Tentative Parcel Map w as approved by the Planning
Commission on August 19, 2015.

Discussion
A Vesting Tentative Map application was submitted to the City Planning Division on
April 28 2015, to crea te two residential condominium air parcels on one land lot as part
of an attached two -story multi -family development in the OP -2 (Ocean Park Low Density
Residential District). After a public hearing and careful review of the record and staff
recommendatio ns, the Planning Commission approved the Tentative Parcel Map for the
above project on August 19, 2015. The action of the Planning Commission was based
on its findings that the proposed subdivision will have no significant environmental
impact and is in c onformance with all state and local laws and regulations, and
applicable General Plan Elements. The Final Map conforms to the Tentative Map
approved by the Planning Commission. The developer will be required to show proof of
payment of the condominium fac ilities tax of $2,000 prior to issuance of the building
permit. Additionally, the developer has chosen to pay an in -lieu fee to satisfy the

requirements of the Affordable Housing Production Program (AHPP). The current
AHPP rate for condominiums is of $37 .82/sf for a total fee of $158,238.88 for a 4,184
square foot project to be paid prior to issuance of a Certificate of Occupancy.
The Final Map has been approved by the Los Angeles County Engineer’s office and
certified by the City Engineer for conforma nce with the Tentative Map and conditions
thereon, the Subdivision Map Act and local ordinances. The City Engineer’s office
indicates that there are no required off -site public improvements assessed for this map.
Lastly, the City Attorney's office has app roved the Covenants, Conditions and
Restrictions for the Final Map as complying with the conditions of the Tentative Map and
applicable laws.
Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a resul t of the
recommended action.
