SR 02-14-2017 3G Ci ty Council Report City Council Meeting : February 14, 2017 Agenda Item: 3.G 1 of 4 To: Mayor and City Council From: Susan Cline, Director , Public Works, Architecture Services Subject: Award of Construction Contract for Reed Park Playground Improvements Recommended Action Staff recommends that the City Council: 1. Award Bid #SP2468 to Cinbad Industry, Inc., a California -based company, to provide construction services for the R eed Park Playground Improvements project; 2. Authorize the City Manager to negotiate and execute a contract with Cinbad Industry, Inc., in an amount not to exceed $366,300 (including a 10% contingency); 3. Authorize budget changes as outlined in the Financial Impacts & Budget Actions section of the report; and 4 . Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority. Executive Summary The Christine Emerson Reed Park offers a fenced children’s playground for ages 2 -5 and 5 -12. The rubber surface material at the playground is in an unsafe condition and needs to be replaced . The Reed Park Play ground Improvement s p roject would replace the existing rubber surface material , remove a portion of the sand play area, repaint play equipment, and replace tables and benches in the playground area at Christine Emerson Reed Park. S taff recommends Cinbad In dustry, Inc. for the Reed Park Playground Improvement Project in an amount not to exceed $366,300. Background In August 2016 , the City issued a Letter of Intent with SWA G roup Los Angeles to provide l andscape architecture and design services for the Reed Park Playground Improvements project for an amount not to exceed $9,575. The design work is complete. Separately, t he City is currently completing construction on i mprovements to the Northeast quadrant of Reed Park. The current construction will be complet e in February 2017. The re -opening of the newly renovated quadrant of Reed Park will not be affected by the playground improvements. 2 of 4 Discussion The Christine Emerson Reed Park offers a fenced children’s playground for ages 2 -5 and 5 -12. The rubber surfa ce material at both playground areas is in an unsafe condition and needs to be replaced . The rubber surface in the area for ages 2 -5 was installed in 2011 and has disintegrated in several areas exposing the black rubber sub - base. The rubber surface in the area for ages 5 -12 was installed in 1995 and has separated at several seams, creating trip hazards and has hardened to a point beyond meeting todays fall height requirements. Newly installed rubberized surface is expected to last for approximately 10 -15 ye ars when properly maintained. The R eed Park Playground Improvements Project would remove and replace the existing rubber surface material throughout both playground areas. The project would also remove the existing sand beneath the play equipment at the 5 -12 playground area and replace it with rubber surface. Additional scope includes the refurbishment of existing playground equipment and site furniture , as well as the replacemen t of existing table tops and bench tops throughout the play area and the repla cement of the bamboo post in the 2 -5 playground area. Construction would be completed in 2 phases, allowing one of the two areas of playground to remain open to the public during construction. The designed improvements would meet all fall safety st andards and code requirements. Vendor Selection On November 10, 2016, the City published Notices Inviting Bids for construction services of the Reed Park Playground Improvement s Project in accordance with City specifications. The bid was posted on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. A total of 1 ,748 vendors were notified, and 63 vendors downloaded the bid. Five bids were received and publicly o pened on December 14, 2016 . Bidder Bid Amount Aghapy Group Inc. $355,200 Cinbad Industry, Inc. $333,000 Custom Design Construction $362,000 NR Development, Inc. $367,500 3 of 4 Salix Development $369,600 Bids were evaluated based on the criteria in SMMC 2.24.072, including price, previous experience, ability to deliver, quality of product, and compliance with City specifications. Cinbad Industry , Inc. has construction experience with similar park improvement projects for other Southern California municipalities and also has experience refurbishing playground equipment. Staff contacted r eferences provided by Cinbad Industry, Inc. and all respondents reported that the contractor completed projects in a timely and cost -efficient manner. The Californi a Contractors State License Board verified that the contractor’s license is current and in good standing. Based on these criteria, Cinbad Industry, Inc., the lowest bidder, is recommended as the best bidder. Construction Schedule Construction is anticipat ed to begin in late March 2017 and be completed by the end of May 2017 (Memorial Day). Financial Impacts and Budget Actions The contract to be awarded to Cinbad Industry, Inc. is for an amount not to exceed $366,300. Funds in the amount of $333,000 are a vailable in the FY 2016 -17 Capital Improvement Program (CIP) budget in account C019058.589000 . Award of contract requires the following budget actions: 1. Appropriate $33,300 to account C539058.589000 (Reed Park Improvements); and 2.
