Subject: Bid Award for the Purchase of up to Five Compressed Natural Gas Side Load
Refuse Packer Vehicles
Recommended Action
Staff recommends that the City Cou ncil:
1. Award Bid #4257 to Los Angeles Freightliner, a California -based company, for
the purchase and delivery of three Compressed Natural Gas Side Load Refuse
Packer Vehicles with the option to purchase up to two additional Compressed
Natural Gas Side Lo ad Refuse Packer Vehicles over a two -year period; and
2. Authorize the City Manager to negotiate and execute a contract with Los Angeles
Freightliner, in an amount not to exceed $1,146,2 61 (including a 10%
contingency) for one year with one additional one -year renewal option in the
amount of $763,828 for a total amount not to exceed $1,910,089 over a two -year
period, with future year funding contingent on Council budget approval.
Executive Summary
The Resource Recovery and Recycling Division (RRR) is respo nsible for residential and
commercial refuse and recycling collection for the City of Santa Monica. This purchase
would replace up to five RRR collection vehicles that have reached the end of their cost -
effective useful lives through the Vehicle Replacemen t Program. In November 2016,
the City solicited bids for the purchase of three Compressed Natural Gas (CNG) Side
Load Refuse Packer Vehicles (Side Loaders) with the option to purchase up to two
additional vehicles at the same price, terms, and conditions . Staff recommends Los
Angeles Freightliner as the best bidder for the purchase and delivery of up to 5 CNG
Side Loaders with Autocar ACX64 chassis and Dadee Scorpion bodies for a total
amount not to exceed $1,910,089 (including a 10% contingency). This pu rchase meets
the goals of the City’s Reduced -Emissions Fuels Policy by utilizing vehicles equipped
with the Cummins ISL -G Near Zero Engine and powered by compressed natural gas.
Discussion
The City replaces vehicles that have reached the end of their cost -effective useful life
based on age, mileage, and repair history in accordance with the Vehicle Replacement
Program. This purchase would replace up to five vehicles in the Resource Recovery

and Recycling (RRR) Division. The existing vehicles have a cost -e ffective useful life
span of seven years based on industry standards as well as utilization and the
environment in which they are operated. The existing vehicles to be replaced were
purchased between 2007 and 2010 and are between seven and 10 years old. In
addition, the total maintenance cost over the life of the vehicle to -date is nearing or has
exceeded the original value as shown in the table below.

Side Loaders are in operation for 7 hours per day, up to 5 days per week. Each vehicle
is used to collect approximately 11 to 15 tons (22,000 to 30,000lbs) of refuse, organics,
or recycling on average per day.

Staff recommends entering into a contract with Los Angeles Freightliner to guarantee
the pricing as proposed, with the understanding that a modification would be obtained

separately through the term of the contract to authorize the purchase of addi tional
vehicle quantities and configurations to be specified, in conformance with the contract
documents. A maximum of five CNG Side Loaders would be purchased under this
contract contingent on funding availability.
This purchase meets the goals of the C ity’s Reduced -Emissions Fuels Policy by utilizing
vehicles equipped with the Cummins ISL -G Near Zero engine, powered compressed
natural gas, which reduces emissions.
Vendor Selection
In November 2016, the City published Notices Inviting Bids to furnish an d deliver three
CNG Side Load Refuse Packer Vehicles with the option to purchase up to two more
vehicles at the same price, terms, and conditions, in accordance with City
specifications. The bid was posted on the City’s on -line bidding site, and notices w ere
advertised in the Santa Monica Daily Press in accordance with City Charter and
Municipal Code provisions. A total of 555 vendors were notified and 15 vendors
downloaded the bid. Nine bids were received and publicly opened on November 23,
2016 , per At tachment A.
Staff recommend Los Angeles Freightliner’s Autocar ACX64 chassis and Dadee
Scorpion body bid submittal as the best bid for the purchase and delivery of three new
and unused CNG Side Loaders as required by Fleet Management with the option to
pu rchase two additional vehicles for up to five vehicles .
In addition to the above bid, the City received bids for a vehicle with an Autocar chassis
and an AMREP body and for a vehicle with a Crane C arrier chassis with a Dadee body.
The overall length of t he vehicle with the Autocar chassis and Dadee body is 22” shorter
than the vehicle with the Autocar chassis and AMREP body and 6” shorter than the
vehicle with the Crane Carrier chassis and a Dadee body. The shorter body length is
essential for RRR operat ions as these vehicles are driven in tight alleys and must
maneuver the many constraints of th e Santa Monica operating area.

The Dadee Scorpion body has no cylinders inside the body. This eliminates the need for
Fleet Management to conduct routine mainte nance work inside the body. There is also
no clean out area which eliminates the potential for a confined space hazard. RRR has
been pleased with the performance of the vehicle s in its fleet with Dadee Scorpion
bodies and is moving to make its vehicle Flee t more uniform by utilizing one style of
body for Side Loaders, further reducing maintenance costs and parts inventory.
Bids were evaluated based on the criteria in SMMC 2.24.072, including price, ability to
deliver, quality of product, and compliance wit h City specifications. Of the nine bids
received, Los Angeles Freightliner bid eight different chassis and body configurations as
separate bid submittals and RWC Group bid one, for a total of nine bids as shown in the
table below. Los Angeles Freightliner submitted the only bid for the Autocar chassis and
Dadee body configuration .

Based upon the se criteria, Los Angeles Freightliner is recommended as the best bidder
to provide three CNG Side Loaders with the option to purchase up to five CNG Side
Loaders over a five -year option period in accordance with City specifications.
Financial Impacts and Budget Actions
The contract to be awarded to Los Angeles Freightliner is for an amount not to exceed
$1,910,089 . Funds of $1,146,261 for three CNG Side Loaders are available in the FY
2016 -17 Capital Improvement Program budget in account C540167.589200. Fu ture
year funding for the additional two CNG Side Loaders is contingent upon Council

budget approval.

CITY OF SANTA MONICA
NOTICE TO APPLICANTS, BIDDERS, PROPOSERS
AND OTHERS SEEKING DISCRETIONARY PERMITS, CONTRACTS, OR OTHER
BENEFITS FROM THE CITY OF SANTA MONICA
Santa Monica’s voters adopted a City Charter amendment commonly known as
the Oaks Initiative. It prohibits a public official from receiving specif ied personal benefits
from a person or entity a fter the official votes, or otherwis e takes official action, to award
a “public benefit” to that perso n or entity. Examples of a “public benefit” include public
contracts to provide goods or services worth more than $25,000 or a land use approval
worth more than $25,000.
The Oaks Initiative requires the City to provide this note and information about
the Initiative’s requirements. An information sheet on the Oaks Initiative is attached.
You may obtain a full copy of the Initiative’s text from the City Clerk.
In order to facilitate compliance with the requirements of the Oaks Initiative, the
City compiles and maintains ce rtain information. That info rmation includes the name of
any person who is seeking a “public benefit.” If the “public benef it” is sought by an
entity, rather than an individua l person, the information includes the name of every: (a)
trustee, (b) director, (c) partner, (d) officers, or (e) ten percent interest in the entity.
Therefore, if you are seeki ng a “public benefit” covered by the Oaks Initiative, you must
supply that information on the attached form (Attachment A).

All persons or entities receiving public benefits defined below from the City of Santa Monica
shall provide the names of trus tees, directors, partners and o fficers and names of those with
more than a 10% equity, participation or revenue inte rest. This information is required by City
Charter Article XXII—Taxpayer Protection.
