SR 01-24-2017 3H Ci ty Council Report City Council Meeting : January 24, 2017 Agenda Item: 3.H 1 of 3 To: Mayor and City Council From: Gigi Decavalles -Hughes, Director , Finance Department Subject: Innovative Resources Consultant Group Agreement Recommended Action Staff recommends that the City Council authorize the City Man ager to negotiate and execute an agreement in the amount of $120,000 with Innovative Resources Consultant Group (IRCG), for staff development, teambuilding and coaching services. Th e agreement would be for three years , with future year funding contingent on Council budget approval. E xecutive Summary On October 25, 2016, Council approved a Fourth Modification to an agreement previously entered into with Innovative Resources Consulting Group, Inc., a California - based company, in February 2014. Staff subsequently learned that IRCG, Inc. dissolved in August 2013. The principals of IRCG, Inc. now operate as a sole proprietorship. To ensure that the City has entered into an agreement with the proper part y , staff recommends that Council approve a five -year agreement with Innovative Resource s Consulting Group (IRCG) for a total of $120,000 for staff development, team building and coaching services . Background On October 26, 2016 (Attachment A), staff presented Council with a Fourth Modification to a contra ct previously entered into with IRC G, Inc.in February 2014 (the “Original Agreement”). The intent of the Fourth Modification was to extend contract terms and increase the amount of compensation. Staff further intended to create a citywide agreement for better track ing and report ing , and t o ensure personnel data confidentiality. Council approved the proposed Fourth Modification of $120,000, for a five year and four month amended agreement not to exceed $199,000. Discussion Following Council approval of the contract modification, staff le arned that in August 2013 IRCG , Inc. was dissolved. IRCG, Inc., therefor e , no longer exist ed as an entity at 2 of 3 the time the City entered into the Original Agreement. The principals of IRCG, Inc. now operate as a sole proprietorship under the name IRCG. To ensure that the City has entered into an agreement with the proper part y , staff recommends that Council authorize the City Manager to enter into an agreement with IRCG for three years, with a total budget of $120,000, to provide staff development, teambui lding, and coaching services . Vendor/Consultant Selection IRCG uses the Personalysis® methodology to gather information on staff’s style strengths that is then used to improve team dynamics and communication through workshops and smaller sessions, assis t individuals in improving their leadership and management skills, and facilitate strategic planning. Staff has determined that IRCG is exclusively qualified to perform this work because of the ir use and knowledge of the proprietary methodology and IRCG’s experience with the City’s professional culture and staff relationships. Financial Impacts and Budget Actions The agreement to be awarded to IRCG is $120,000. C ontract amounts would be charged to various accounts as departments identify a need for ser vices. Funds are available in the FY 2016 -17 budget within the department operating budgets and would be encumbered as needed.
