Dear Mayor Vaz quez, Mayor Pro Tempore Winterer, and Councilmembers Davis, Himmelrich,
McKeown, O'Connor, and O'Day,
I am pleased to transmit this unanimously approved resolution from the Social Services
Commission regarding the proposed Los Ange les County Plan to Prevent and Combat
Homelessness:
Whereas the City of Santa Monica's progress on its strategic goal to prevent and combat
homelessness depends on the investment of sufficient resources in proven, successful
and replicable service models and practices by other jurisdictions, including the County
of Los Angeles, the Social Services Commission recommends that the Santa Monica City
Council endorse the proposed Los Angeles County Plan to Prevent and Combat
Homelessness, a 1/4 cent special sale s tax to fund mental health, substance abuse
treatment, health care, education, job training, rental subsidies, emergency and
affordable housing, transportation, outreach, prevention, and supportive services for
homeless children, families, foster youth, v eterans, battered women, seniors, disabled
individuals and other homeless adults, to be placed before the voters on March 7, 2017,
and that the City actively inform Santa Monica residents, employees, and students
about the ballot measure.
If the City Coun cil endorses the ballot measure, the Commission intends to plan an
informational presentation on the proposed ballot measure at a Commission meeting or
Commission -sponsored briefing to be held prior to the election .
