SR 11-22-2016 3B Ci ty Council Report City Council M eeting : November 22, 2016 Agenda Item: 3.B 1 of 3 To: Mayor and City Council From: Bill Walker, Fire Chief , Fire Department Subject: Acceptance of 2015 State Homeland Security Grant Program (SHSGP) Grant Funds Recommended Action Staff recommends that the City Council: 1. Authorize the City Manager to a ccept a grant awarded in the amount of $200,000 from the 2015 State Homeland Security Grant Program (SHSGP) and execute the subrecipient agreement and related documents to purchase equipment that supports regional homeland security goals; and 2. Authorize budget changes as outlined in the Financial Impact and Budget Actions section of th e report. Executive Summary In 2015, $200,000 was awarded to the City of Santa Monica Fire Department as a part of the U.S. Department of Homeland Security, Federal Emergen cy Management Agency’s State Homeland Security Grant Program (SHSGP) grant. Funds were requested to purchase equipment that supports regional homeland security goals. Specifically the Fire Department requested funding in the amount of $200,000 to fund inte roperability radio components and two heart monitor defibrillators. Background The SHSGP program provides no -match grant funding for costs associated with updating and implementing the State's Homeland Security Strategy, and enhancing the capability of local agencies to prevent and respond to threats and/or incidents of terrorism. In 2015, $200,000 was awarded to the City of Santa Monica Fire Department as a part of the U.S. Department of Homeland Security, Federal Emergency Management Agency’s SHSGP gra nt. Funds were requested and granted to purchase equipment that supports regional homeland security goals; specifically , interoperability equipment to strengthen communication capabilities and the purchase of two heart monitor defibrillators to be utilized in support of surge capacity during response to emergency incidents. 2 of 3 As a result of the terrorist attacks of September 11, 2001, the U.S. Department of Homeland Security, through the Office for Domestic Preparedness, has provided financial assistance t o state and local governments through no -match grant programs. The SHSGP program focuses on enhancing regional preparedness in major metropolitan areas. The SHSGP program directly supports the national priority of expanding regional collaboration within th e national preparedness guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery from natural or man -made disasters. The grants are 100% federally funded f rom the Department of Homeland Security to the State of California. The County of Los Angeles administers the SHSGP grant program. Discussion The City of Santa Monica has directly received over $4.0 million of Department of Homeland Security no -match gr ant funds since 2001. These funds have purchased equipment, supplies, and training in direct support of overall regional goals to promote effective information gathering, sharing, and response to threats and/or acts of terrorism. The Fire Department wou ld use the $200,000 of the SHSGP 2015 grant to purchase two heart monitor defibrillators to be utilized in support of surge capacity for response to large -scale emergency incidents or planned events when additional equipment is required and the purchase of various interoperability equipment, including six first responder portable radios, radio remote microphones, radio batteries, and radio battery chargers. This equipment improves the Fire Department’s emergency medical response equipment cache and communi cations reliability. This equipment purchase also would strengthen response and communication capabilities throughout the region. 3 of 3 Financial Impacts and Budget Actions Award of a $200,000 grant from the U.S. Department of Homeland Security, Federal Eme rgency Management Agency requires the following FY 201 6 -17 budget changes: 1. Establish revenue budget at account 20312.406808 in the amount of $200,000 2. Appropriate the following expenditures to reflect receipt of the 2015 SHSGP grant: $200,000 at acc ount 20312.555366 .
