Subject: Airport Park Expansion Modification to the Design Agreement
Recommended Action
Staff recommends that the City Council:
1. Approve the conceptual directi on for the Airport Park Expansion Project based
upon the Phase 1 -feasibilit y analysis , public input and proposed concept design;
and direct staff to proceed with design and construction documents.
2. Authorize the City Manager to negotiate and execute a se cond modification to
the Professional Services Agreement No. 10238 (CCS) in the amount of
$1,113,561 (includes a 10% contingency) with Rios Clementi Hale Studios
(RCHS), a California -based company, to provide Phase 2 - d esign services for
the Airport Park Expansion P roject. This will result in an amended agreement
with a new total amount not to exceed $1,324,761 , with future year funding
continge nt on Council budget approval.
3. Authorize the Director of Public Works to issue any necessary change orders t o
complete additiona l work within contract authority.
Executive Summary
The City is committed to an expansion of Airport Park that will more than double the
available park acreage. The design of the expansion is focused on adding amenities,
including nee ded additional playfields, in the context of a much larger and more varied
mix of active and natural park uses anticipated with the future closure of Santa Monica
Airport.
As part of this phase of Airport Park expansion, a community design process has be en
completed for th e new park space. Three concept schemes were presented to the
community online and at the site as well as to the Recreation and Parks and Airport
Commissions for public review and input. Based on that feedback , the proposed hybrid
concep t offers expanded outdoor leisure and recreational opportunities for the
community, including sports fields, pickleball courts, Community Gardens, native
meadow habitat, pathways and children’s play and picnic areas. Staff recommends that

Council provide i nput and approve the recommended hybrid concept and authorize
modification of the agreement to Rios Clementi Hale Studios (RCHS) for Phase 2
design services in the amount $1,113,561 (includes a 10% contingency) for a total not
to exceed amount of $1,324,76 1.
Background
On March 24, 2015 (Attachment A), the City Council heard a presentation by staff
regarding the Santa Monica Airport and future options regarding its operations and the
City's use of the land now occupied by the Airport. Reflecting Santa Mon ica’s
commitment to parks and open space, as part of a larger Council action, the City
Council unanimously voted to provide direction to staff to develop recreational uses
(primarily sports fields) on the twelve -acre non -aviation parcels at the Santa Monic a
Airport and to do so within three (3) years.
Following a competitive process, on January 26, 2016 (Attachment B), the City Council
authorized the City Manager to negotiate and execute a contract with RCHS in an
amount not to exceed $211,200 (includes a 10% contingency) for the feasibility study
and design of the Airport Park Expansion Project. Execution of the first modification to
include reimbursables to the contract is complete and within the Council approved
contract amount.
On August 9, 2016 (Atta chment C), the City Council authorized the City Manager to
negotiate and execute a contract with AMEC Environment & Infrastructure, Inc., a
California -based company, in an amount not to exceed $257,933 (includes a 10%
contingency) to provide environmental consulting services to comply with the California
Environmental Quality Act (CEQA) in regards to land use at the Santa Monica Airport.
Discussion
Based on a thorough examination of the site opportunities (2 relatively flat six acres
parcels) and constrain ts (limited access and bifurcation by Donald Douglas Loop) with
the directive to maximize sports fields on the site, the design team developed three
concept schemes (Attachment D/Exhibit 1).

Option 1, Runway : Major features of Option 1 include four synth etic turf fields comprised
of the existing FIFA regulation size field, one new FIFA regulation size field and two
small, multi -purpose fields; retention of Donald Douglas Loop in its current location,
resulting in bifurcation of the park; 60 community gard en plots in a slightly isolated
location between a new 250 space north parking lot and broad recreational path;
modification of the existing south parking lot resulting in a new drop -off area and
reduction in the size of both the existing children’s playgr ound and dog park.
Option 2, Landing Strips : Major features of Option 2 include four synthetic turf fields,
unlike the previous scheme, in addition to the existing FIFA regulation size field, two
new FIFA regulation size fields are proposed with one small , multi -purpose field;
realignment of Donald Douglas Loop to the western boundary of the park resulting in
continuity of the park space and greater safety for users of the park: placement of 60
community garden plots in a very isolated location between th e flight runway and a new
218 space north parking lot; and similar to Option 1, modification of the existing south
parking lot resulting in a new drop -off area and reduction in the size of both the existing
children’s playground and dog park.
Option 3, Fl ight Path : Major features include three synthetic turf fields, two new FIFA
regulation size fields, in addition to the existing FIFA regulation size field; realignment
of Donald Douglas Loop is extended to include the northern park edge allowing visitors
to the Airport Administration Building, as well as, users of a newly incorporated northern
drop -off to proceed without circulating through a new 60 space north parking lot; 60
community garden plots are centrally located within the park adjacent to othe r new park
amenities; and unlike the previous schemes, in addition to the south parking lot
remaining unchanged, the size of the existing children’s playground and dog area are
retained.
Vendor Selection
RCHS’ clear understanding of the project and knowle dge of the project site, combined
with the firm’s collaborative abilities, professionalism and performance record during
Phase 1 of the Airport Park Expansion project demonstrate their qualification to provide

Phase 2 design services. Execution of a second modification to the contract with RCHS
would facilitate the momentum of the project and prevent a delay to the overall project
schedule.
The agreement modification to be awarded to RCHS for Phase 2 design services
including schematic design, design develo pment, construction documentation and
reimbursable expenses is $1,113,561. The amount includes a 10% contingency and
results in an amended agreement total not to exceed $1,324.761.
Public Outreach
On June 18, 2016, a community event was held at Airport Pa rk and was attended by
approximately 106 people. Prior to the event, staff sent email announcements and
reminders to the City's parks interest list that includes several thousand community
members and all neighborhood organizations. The event was also mark eted on the
City's social media accounts and City TV, through a press release to local newspapers,
advertisements in the Santa Monica Daily Press and with fliers distributed to local
businesses and at the COAST event.
At the community event, Mark Rios, p rincipal at RCHS, presented the three concept
schemes and invited participants to offer commentary on the amenities and sports field
options provided. The entire consultant team was available to meet with interested
community members and answer questions. Written input was gathered at the event on
“passports” (Attachment E/Exhibit 2). In order to gain a more comprehensive sampling
of public opinion, the presentation and a survey were offered online until July 10, 2016,
with an additional 583 respondents par ticipating. Full results of public input gathered at
the community event and online are attached as Attachment F/Exhibit 3.
Public surveys solicited demographic information including respondent age,
neighborhood of residency and park specific feedback con sisting of favored Santa
Monica parks and preferred amenities. Surveys from the public event also invited
respondents to identify the mode of transportation utilized to attend the event.
Noteworthy, 75% of all respondents who participated at the workshop o r took the survey
are residents of Santa Monica; approximately 73% reported being either field sports

athletes or responsible for care of an athlete, and the desirability to open the park to a
pedestrian and cyclist access point on Centinela Avenue average d 44% for “absolutely”
and 37% for “maybe.” Also, of significance, the top five favorite amenities selected at
the park were (in descending order of importance): sports fields, gardens or
landscapes, wildlife habitat, children’s playground and a walking/cycling promenade.
Concept Option 2 was the preferred design scheme, selected by 60% of all respondents
as their first choice.
Commission Actions
Recreation and Parks Commission: On July 21, 2016, the three concept schemes were
presented to the Recreati on and Parks Commission, along with the data collected from
the community on their preferences for park amenities. The Commission adopted a
unanimous motion in favor of Option 3, Flight Path , and recommended the addition of a
“loop” pathway to surround the combined park areas ; provision of a pedestrian entry at
Centinela Avenue; placement of the Community Gardens away from the runway and
within close proximity to other new amenities; retention of the size of both the existing
children's playground and dog p ark, and that consideration be given to add
concessions, a water feature and pickleball courts.
Airport Commission: On July 25, 2016, the three concept schemes were presented to
the Airport Commission, along with the data collected from the community on t heir
preferences for the park. The Commissioners did not have a preference for any
particular concept option, preferring to defer to public input and the recommendations of
the Recreation and Parks Commission.
Recommended Hybrid Concept
Based on the Cou ncil directive to maximize sports fields, community input , and the
recommendations of the Recreation and Parks Commission, the design team re -
examined the initial concept schemes and developed a new hybrid concept balancing
active recreation amenities incl uding fields and play spaces, with landscaped less
formal areas and organized to facilitate further expansion of the park in the future.

RECOMMENDED HYBRID CONCEPT
Like the three concept schemes, the proposed hybrid concept intersperses garden and
gre en space among fenced synthetic turf sports fields and similar to Option 3, relocates
Donald Douglas Loop to the south and west preventing bifurcation of the park by the
roadway. To further maintain continuity of the park and in response to community input
from gardeners and Commissioners, the hybrid concept places 60 new community
garden plots away from park edges to a more central location within the park, making
them readily accessible to other park amenities including a generously sized, natural
turf mu lti -purpose area for gathering and informal play use. As proposed, the gardens
are still in close proximity to parking since gardeners routinely bring supplies to their
plots. Naturally landscaped areas interspersed throughout the design incorporate
vegeta tion selections offering shade, seasonal variation and bird and butterfly habitat,
and serve as high -performance ecological counterpoints to the athletic spaces. Diverse
programs and the varied topography provides interest by inspiring play and contrasting
with the minimal slope required of the fields. The hybrid concept supports spaces for
sports viewing, children’s play spaces, native meadow habitat to capture and treat site
storm water, shaded picnic areas, and strolling gardens.
Comparable to Option 3 , in addition to the existing regulation -sized FIFA field , the hybrid
concept incorporates two new regulation -sized FIFA fields, each suitable for lacrosse
and capable of division to accommodate three simultaneous soccer matches on each
field. The hybrid concept locates shaded spectator areas overlooking the FIFA fields in

close proximity to sun -screened children's play spaces, retains the size of the existing
children’s playground and dog park areas, and, at the request of Recreation and Park
Commission, integrates a maximum of six pickle ball courts.
The broad multi -purpose recreational path as shown in all three concept schemes is
retained in the hybrid scheme and traverses the length of the park towards a large
flexible -use green space adjacent to Don ald Douglas Loop and the Barker Hanger.
Additionally, the hybrid scheme incorporates an extensive loop path as suggested by
public input and recommended by the Recreation and Parks Commission. The loop and
multi -purpose paths provide access to two new res troom facilities that augment the
existing restroom building located at the park's midpoint and serve the play fields,
pedestrian entry and the new north parking lot. Accessed by Donald Douglas Loop, the
new north parking lot accommodates approximately 12 8 vehicles, 70 more than
currently available, and together with the existing and unchanged 58 -stall south parking
lot, provides parking for approximately 186 vehicles.
Staff believes that the proposed hybrid scheme meets the goals for providing additional
athletic fields and other park amenities to serve a broad range of users. Additionally,
staff finds that the hybrid scheme is designed to allow for further park expansion in the
future.
Next Steps
Upon Council approval of the recommended conceptual dire ction for the design of the
Airport Park Expansion Project, staff anticipates the following next steps:
Preparation of an EIR and CEQA approval.
Staff to return to Council by December 2016 with proposed guidelines and
regulations for the east six acres parcel to facilitate interim public use of this
space until the park expansion is constructed.
Staff to return to City Council in early 2018 for approval of the final design and
award of a contract for construction commencement in Spring 2018.

Financ ial Impacts and Budget Actions
The agreement modification to be awarded to RCHS for Phase 2 design services
including schematic design, design development, construction documentation and
reimbursable expenses is $1,113,561 (includes a 10% contingency), for an amended
agreement total not to exceed $1,324,761. Funds are available in the FY 2016 -17
Capital Improvement Program budget in accounts:

While General funds have been identified to support the design phase for the Airport
Park Expansion Project, alternative financing will be required for the construction phase.
Estimated construction phase costs total approximately $39.3 million, which is more
than the General Fund CIP annual alloca tion will be able to support. Alternative
financing could come from a variety of sources including parks and recreation
development impact fees, bond proceeds from a potential future County parks bond
measure, and proceeds from a potential future local gen eral obligation bond. Staff will
continue to explore alternate financing options and provide recommendations to Council
for the construction contract and also to add money for RCHS to complete final design
services in the construction phases related to bid ding and construction administration
work.

The expansion of Airport Park is very exciting for ou r community. I want to congratulate you all for your
leadership in expanding open space and adding much n eeded playing fields in our city. The work that
you, the Recreation and Parks Commission and sta ff have done on moving this forward is to be
commended. As you move forward on creating additional recreational space at the airport I would like to
address some concerns I have in ensuring that the cult ural campus existing on the south side is able to
continue to thrive, grow, and wo rk in concert with the park.
Per the City’s Creative Capital plan, the airport vi sioning process, and measure LC, the community has
overwhelmingly supported arts uses on the south side of the airport. Not only has there been support to
retain these uses but also a call to expand them. In or der for these uses to continue to thrive I encourage
you to continue tenant outreach with the existing tenant s. The parking survey has yet to be completed and
many of the arts tenants were alarmed at the parki ng replacement plan that they see in the item before
you.
The aircraft tie-down area east of Barker Hangar, which will turn into an additional sports field, currently
parks about 200 cars when Barker Hangar has an event. Even with these 200 spaces, and the use of
parking at Bundy Campus there is ve ry little parking for all the arts tenants when the arts tenants at the
airport are entertaining the public. If we add the public parking required on the 2 nd and 4 th Sundays for the
popular Antique Market, the elimination of this parkin g will be very detrimental to arts and cultural uses
at the airport.
The good news is that the Santa Monica Arts Studios, Barker Hangar, Ruskin Theatre, and the artists all
reach out to each other to try and make the scarce pa rking work. But the completed plan before you does
not acknowledge that the loss of aircraft tie down is al so the loss of parking for arts, cultural, and even
sports field users. I hope that we can remedy this as the plan moves forward.
The Los Angeles region has seen artists fleeing in exp onential numbers due to the rising cost of real
estate. Per our Cultural Plan we have identified Be rgamot, the airport, and the Civic as places where the
city can help offset the exodus of artists. The arts community recognizes the comp lexities that exist due to
the city’s ongoing litigation with the FAA. At the same time, we would like to remind you all that there
has always been overwhelming support for the arts at the airport, and while we absolutely support the
expansion of the park we would like arts uses to be considered in the design of neighboring additions that
will have an impact on theses uses, potentially to their detriment.

Subject: More Field Space at Airport Park and a rink too!
Dear Council Members,
As a parent of a Santa Monica Vikings Youth Lacrosse player, who utili zes the Airport Park facilities, I
wanted to express my sincere thanks for your cooper ation in giving the much needed Airport Park Field
Expansion your attention, your priority and your enthusiasm for moving this project forward.
I would also love to see an Ice Rink go into the park as well. This city lacks a skating rink for youth
hockey, figure skating, and a place of residents to gather year round to enjoy ice skating. It would also be
a significant revenue generator for the city as it can host tournament s and other events that will bring
more people to the cory.
My child has benefitted enormously from participa ting in the Santa Monica Vi kings Youth Lacrosse club
and we know that his/her ability to do so is entire ly due to the support the City Council gives to youth
sports and to maintaining and expanding the facilities. It would be grea t to start and similar ice hockey
club in Santa Monica.
As a parent and a resident I wa nt to thank you for your support and your continued efforts to provide
Santa Monica youth sports with the best facilities in Los Angeles.

I am writing to you as an enthusiastic parent of two (2)! Santa Monica Vikings Youth Girls Lacrosse players who
practice at the Santa Monica Airport Park facilities with fantastic volunteer parents and coaches who give their time
with very little pay beca use of their dedication an d passion for the sport.
I wanted to convey my sincere thanks and gratitude to th e City Council members for your cooperation in giving the
much needed Airport Park Field Expansion your attention to prioritize this project in moving it forward. I appreciate
the enthusiasm surrounding this proj ect and am looking forward to the schematic plans that the City Council
adopts to make the Airport Field an expansive recreational field to support one of the fasting growing sports,
particularly for girls lacrosse.
My twin daughters have benefited enormously from participating in the Santa Monica Vikings Youth Lacrosse club
and we know that their access to practice fields is entirely due to the support the City Council gives to youth sports
in maintaining and expanding the facilities. Not only have our daughters found a sport that they love to play, they
have learned sportsmanship and made friendships with fe llow team members in a very nurturing and encouraging
environment. We are thankful that we found the Sant a Monica Vikings Youth Lacro sse and cannot say enough
wonderful things about the its board me mbers, especially its president, Step hen Fossati, who works tirelessly to
develop and grow a lacrosse league that offers a fun and co mpetitive sport for its boys and girls players.
We are so glad to see the City Council give its attent ion to expand and enhance the number of much needed
practice fields that will help foster the growth of this sport for our youth. As a parent, I want to express my sincere

On behalf of the Coalition for Police Reform, I present this Move On petition urging the City of Santa Monica not to appeal t he
unanimous verdict that found the City and one of its officers liable for police use of excessive force.

Over 250 people, many from Santa Monica, signed this petition that we launched a few days ago. Among the signatories are two
former mayors, Paul Rosenstein and Jim Conn; a member of the SMRR steering committee, Michael Tarbet; the Co-Founder of
California Climate Exchange, Katherine King; a school board member , Oscar de la Torre; a member of the city's Architectural Rev iew
Board, Craig Hamilton; the reverend of the UU Church, Rev. Rebeca Bijur, and the minist er of the Church in Ocean Park, Minister
Janet McKeithen.
We think Justin Palmer, the plaintiff, has suffered enough with multiple injuries and daily pain, and should not be further b urdened
fighting an appeal.
Beyond that, we believe that to appeal such a verdict or to argue over the $1.1 million judgement would be to inadvertently
encourage a lack of restraint on the part of our city's police, in other words a repeat of what happened at Virginia Park last April, 2015.
There must be both consequences for those at fault, as well as consideration for the many offi cers who take great pride in thei r work,
who do not deserve to be judged by others' misbehavior, and who would also not want to see the Palmer scenario repeated or the city
incur any future liability due to lack of consequences in this case.

Rather than spending time and money challenging any part of this verdict or judgement, we would prefer to see an exhaustive
investigation and debrief of what went wrong, not only during the time Palmer was swept to the ground and then pepper sprayed w hile
already on the ground, but also in the aftermath of the incident, in the protocol governing compilation of reports and assignme nt of
officers to patrol Justin Palmer's neighborhood.
An appeal of this particular verdict carries not only the financial cost but also the psychic cost to those of us who want to proceed to
seriously address racial profiling and excessive use of force. We want to move beyond denial to a place of understanding and re spect
for diverse members of our community, and anticipate that our ongoing dialogue with the City will be productive.

I am excited that the Airport Park Expansion project is moving forward with alacrity.
After reviewing the Staff report for Item 8-A , it is apparent that Mr. Rios and City Staff have done a fantastic job
of integrating the public comment received on the three concept plans and recommendations by the Parks
Commission to create the “hybrid” plan.
I support the proposed hybrid plan.
Thank you to the council for continuing to support the expansion of recreational facilities on the Airport
property. I am looking forward to having a more “green” neighbor in Sunset Park.

As the current president of the Santa Monica Viki ngs Youth Lacrosse organization, I wanted to express my sincere thanks to
you all for your support of, attention to, and willingness to move along the proposed Airport Park field expansion.
Ours is an entirely volunteer-run, not-for-profit, 501c3 organization, that has been privileged to use the Santa Monica City fi elds
since our inception nearly ten years ago. We know how important the support of the Santa Monica City Council is to all youth
