R10990City Council Meeting: September 13, 2016 Santa Monica, California RESOLUTION NUMBER "cA o (CCS) City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA RECOGNIZING HUMAN TRAFFICKING AS A LOCAL CONCERN AND DIRECTING THE CITY ATTORNEY'S OFFICE TO IMPLEMENT A HUMAN TRAFFICKING AWARENESS AND ENFORCEMENT PROJECT WHEREAS, human trafficking is one of the fastest-growing criminal enterprises in the United States as a nine -billion -dollar industry; and WHEREAS, up to 17,500 victims are trafficked into the United States every year and California is one of the top four trafficking destinations; and WHEREAS, Los Angeles County is one of the top three points of entry into this country for victims of slavery and trafficking; and WHEREAS, Los Angeles County's diverse communities make it easier to hide and move victims from place to place, making it difficult for law enforcement to locate and help potential victims; and WHEREAS, for victims facing fear and isolation, a poster with information on human trafficking and hotline resources can be a lifeline; and WHEREAS, businesses and establishments specified by research and experience to be points of travel or work in human trafficking include the following: on -sale general 0 public premises license under the Alcoholic Beverage Control Act; adult or sexually oriented business; primary airport; intercity passenger rail station or light rail station; bus station; truck stop; emergency room within a general acute care hospital; urgent care center; privately operated job recruitment center; business or establishment offering massage or bodywork services for compensation; and WHEREAS, in April 2013, California Senate Bill 1193 added Section 52.6 to the Civil Code, requiring the above specified businesses and other establishments to post a notice of human trafficking telephone hotline numbers to seek help or report unlawful activity; and WHEREAS, one effect of the hotline posters is a 250 per cent increase in calls to a local human trafficking hotline; and WHEREAS, there are numerous businesses and establishments in the City of Santa Monica that are targeted by Section 52.6; and WHEREAS, the National Council of Jewish WomenlLos Angeles launched and has managed the Human Trafficking Outreach Project since 2014, training nearly 500 volunteers who conduct outreach to businesses and establishments mandated to display the hotline poster throughout Los Angeles County, and the City Attorney's Office is partnering with NCJWILA to increase volunteer outreach and support for SB 1193 implementation in the City of Santa Monica; and 2 WHEREAS, the City Attorney's Office has worked with NCJW/LA and the City of Santa Monica's Commission on the Status of Women to develop an awareness and enforcement plan for Section 52.6; and WHEREAS, staff proposes that the City Attorney's Office use Section 52.6's requirements to implement a new citywide Human Trafficking Outreach Project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The issue of human trafficking is a serious one for Los Angeles County and the City. The City Attorney's Office shall implement a new Human Trafficking Outreach Project that promotes and enforces California Civil Code Section 52.6's notice requirements. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
