A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
REVISING PORTIONS OF THE CITY'S SCHEDULE OF VARIOUS PERMIT AND
USER FEES AND CHARGES IN THE PLANNING AND COMMUNITY
DEVELOPMENT, PUBLIC WORKS, FIRE, FINANCE, AND COMMUNITY AND
CULTURAL SERVICES DEPARTMENTS AND IN THE SANTA MONICA PUBLIC
LIBRARY, AND ESTABLISHING CERTAIN PERMIT AND USER FEES AND
CHARGES IN THE FIRE AND COMMUNITY AND CULTURAL SERVICES
DEPARTMENT AND THE CITY MANAGER'S OFFICE
WHEREAS, it is the policy of the City of Santa Monica (the "City") to charge for the
full costs of services provided by City Staff when such services benefit individual users,
rather than members of the community as a whole, and
WHEREAS, Ordinance Number 1754 (CCS) (the "Ordinance"), adopted July 12,
1994, governs the setting of the amount of user fees or fees for services provided to or
for the benefit of particular individuals rather than the general public and allows such user
fees or fees for services to be set by ordinance, by a resolution adopted by the City
Council, or by any other means authorized by law; and
WHEREAS, in accordance with the Ordinance, the City has previously adopted
various resolutions setting the amount of user fees or fees for services provided by
various City departments to or for the benefit of particular individuals rather than the
general public; and

WHEREAS, although it is the City's policy to charge for the full costs of
services provided by City Staff when such services benefit individual users rather than
members of the community as a whole, the City has calculated the cost of providing
various recreational services and opportunities to individuals and has discounted
those costs to ensure that individuals will be able to utilize these services and
opportunities; and
WHEREAS, it is the policy of the City to charge for the use of City facilities when
such use benefits individuals rather than the community as a whole; and
WHEREAS, the Santa Monica Municipal Code authorizes the City to establish
charges for commercial and other uses of public property by individuals and groups, and
further authorizes setting the amount of such charges by resolution; and
WHEREAS, the City has calculated the cost of making various facilities available
for use by individuals and groups; and
WHEREAS, the City further makes various recreational facilities, fields, courts,
parking lots, swimming pools, rooms, auditoriums, and patios, which are sited in City
parks, Santa Monica beach and other locations available for recreational activities and
events pursuant to City guidelines; and
WHEREAS, it is the policy of the City to establish user charges for those locations
so as to promote use of its Limited facilities by this community and by groups working to
promote this community's welfare; and

WHEREAS, the City is charged with the operation and maintenance of 415 Pacific
Coast Highway (Annenberg Community Beach House at Santa Monica State Beach,
"Beach House") pursuant to a 2005 Operating Agreement with the State of California,
Department of Parks and Recreation; and
WHEREAS, pursuant to the Operating Agreement, the City may adopt rules and
regulations for the use and enjoyment of the Beach House by the public; and
WHEREAS, the City also has the authority to charge market rates for private use
of public resources, including the Beach House; and
WHEREAS, the Re -Use Plan for the Beach House, approved by City Council in
1998, recommended that operating costs be covered through a variety of revenues
including fees and charges for parking, community use of facilities, and private rental of
facilities; and
WHEREAS, pursuant to Section 2.72.010 of the Santa Monica Municipal Code,
the City has the authority to establish and set the amount of fees or charges for the private
commercial use of public property; and
WHEREAS, the City has the authority to charge market rates for private use of
public resources; and
WHEREAS, the City desires to encourage the continued existence of print media,
as it is an vital means of disseminating information to the public; and
WHEREAS, Section 5.112.040(f) of the Santa Monica Municipal Code allows for
the establishment of filing fees for obtaining an Annual Performance Permit; and

WHEREAS, Section 6.112.040(h) of the Santa Monica Municipal Code allows for
the establishment of filing fees for obtaining a Replacement Performance Permit; and
WHEREAS, on October 7, 1997, the City Council adopted Resolution Number
9207 (CCS) ("Resolution 9207") establishing fees for obtaining an Annual Performance
Permit and a Replacement Performance Permit; and
WHEREAS, the fees established by Resolution 9207 are no more than necessary
to recover the cost of obtaining a performance permit; and
WHEREAS, historic preservation is a defining community value for the City of
Santa Monica which reflects the community's consensus that the City's unique identity
and character springs from its long and rich history; and
WHEREAS, the community's present and future welfare depend, in part, upon
understanding the City's history and evolution as a unique community; and
WHEREAS, retention and preservation of historic resources also promotes the
public health, safety and welfare by revitalizing neighborhoods and business districts,
enhancing the City's economy, improving local aesthetics, and enriching the City's culture
and aesthetic standing; and
WHEREAS, in the past, the City has charged for the use of City TV facilities,
production and airing of programming on City TV on a case-by-case basis; and
WHEREAS, the City desires to provide a more effective and consistent process
for production and airing of content on City TV pertinent to the residents of Santa Monica;
and
WHEREAS, the City further desires to provide a consistent approach across City
departments for reimbursement of City TV costs; and

WHEREAS, on June 25, 2013, after having completed a study of existing and
proposed fees for various permits and for providing various services in the various City
departments, the City Council adopted Resolution 10753 (CCS) ("Resolution 10753")
which revised and established permit and user fees charged by various City departments
in order to preserve public resources for the benefit of the community as a whole and
avoid diverting these resources to the benefit of individuals; and
WHEREAS, Resolution 10753 further consolidated fee resolutions previously
adopted by the City Council in order to streamline the process for adopting and charging
City permit and user fees and to allow the public to more easily gather information about
such fees; and
WHEREAS, on October 22, 2013, the City Council adopted Resolution Number
10778 (CCS) ("Resolution 10778") in order to: include previously -omitted fees, repeal a
fee previously adopted pursuant to Resolution 10753, establish two new fees, and correct
minor irregularities found within the fee schedule adopted by Resolution 10753; and
WHEREAS, on February 11, 2014, the City Council adopted Resolution Number
10800 (CCS) ("Resolution 10800"), in order to revise portions of the fee schedule adopted
pursuant to Resolution 10753 and revised by Resolution 10778 for purposes of amending
certain fees to be consistent with amounts set forth in the fee study, and correct minor
irregularities in certain fee descriptions; and
WHEREAS, on June 5, 2014, the Library Board, pursuant.to the authority granted
under Section 1010 of the City's Charter, adopted a resolution setting certain fees for
facility and meeting room use; and

WHEREAS, on June 24, 2014, the City Council adopted Resolution Number 10816
(CCS) ("Resolution 10816"), in order to: remove a waiver for plan check fees for seismic
retrofitting activities; repeal certain police permitting fees and making other revisions as
required by Ordinance Number 2458 (CCS); establish two new fees and revise another;
increase certain fees set by and passed through to the County of Los Angeles and the
State of California; incorporate the fees adopted by the Library Board and Resolution
Number 10779 (CCS) into the City's comprehensive fee schedule; exempt certain fees
from the annual administrative revision and increase; and make other minor corrections
as necessary; and
WHEREAS, certain fees for facility and meeting room use adopted by the Library
Board on June 5, 2014 were inadvertently omitted from the revisions to the City's
comprehensive fee schedule as implemented by Resolution 10816; and
WHEREAS, on June 23, 2015, the City Council adopted Ordinance Number 2468
(CCS) repealing the existing Zoning Ordinance, Chapter 9.04 of Article 9 of the Santa
Monica Municipal Code, and adding a new Zoning Ordinance, Chapter 9.01 through
Chapter 9.52, to Article 9 of the Santa Monica Municipal Code to adopt a comprehensive
Zoning Ordinance; Repealing Chapters 9.08 through 9.72 of Article 9 of the Santa Monica
Municipal Code and adding new Chapters 9.53 through 9.68 to Article 9 of the Santa
Monica Municipal Code to establish land use and zoning -related provisions, and
implementing the new Zoning Ordinance by repealing the existing official districting map
and adopting the new final official districting map (the °2015 Zoning Ordinance"); and

WHEREAS, on June 23, 2015, the City Council adopted Resolution Number 10887
(CCS) ("Resolution 10887") in order to: incorporate the fees adopted by Resolutions
9951, 10845 and 10879 and the Library Board into the City's comprehensive fee
schedule; establish certain fees for the Santa Monica Municipal Airport, Woodlawn
Cemetery, Mausoleum and Mortuary and in the Planning and Community Development
and Community and Cultural Services Departments; revise fees in the Public Works and
Finance Departments; repeal fees in the Police, Public Works and Community and
Cultural Services Departments; clarify exemptions from the annual administrative
increase provided for herein; and make other minor revisions and corrections and
administrative changes as necessary; and
WHEREAS, on August 25, 2015, in order to encourage participation in the City's
historic preservation program, the City Council adopted Resolution Number 10909 (CCS)
("Resolution 10909") establishing a revised fee schedule for certain Landmark Permit
Application Fees and services in the Planning and Community Development Department;
and
WHEREAS, the City desires to further encourage participation in the City's historic
preservation program by providing a waiver of certain application fees for Commissioners
and nonprofit organizations; and
WHEREAS, on December 10, 2015, the Library Board, pursuant to the authority
granted under Section 1010 of the City's Charger, adopted a resolution repealing non-
resident library fees; and

WHEREAS, on January 26, 2016, the City Council authorized the discontinuance
of non-resident library fees consistent with Library Board action until such time as the
City's comprehensive fee schedule could be updated to reflect the Library Board's action;
and
WHEREAS, the 2015 Zoning Ordinance implemented certain changes to Santa
Monica Municipal Code Chapter 9.53, Transportation Demand Management, which
became effective on January 1, 2016; and
WHEREAS, all fees and charges set forth in Resolutions 9207, 10753, 10778,
10800, 10816, 10887 and 10909 are now in full force and effect; and
WHEREAS, the City desires to incorporate changes made by this resolution into
the fee schedule adopted by Resolution 10753 and revised by Resolutions 10778, 10800,
10816 and 10887 for purposes of: establishing a fee for Annual Commercial Inspections:
individual suite or unit, 0-500 sf; establishing fees for the CREST childcare program;
establishing senior rates for use of the Memorial Park fitness room; establishing fees and
rates for City TV; incorporating fees for incorporating application fees for Historic District
Designation, Landmark Designation, and Structure of Merit set by Resolution 10909;
incorporating fees for Annual Performance Permit and Replacement Performance Permit;
incorporating certain fees for library facility and room use; establishing a fee waiver for
Landmarks Commissioners and nonprofit organizations filing applications for Landmark
Designation and Structure of Merit; revising fees for Newsrack Permit: Annual Renewal
and Canopy Rental at the Annenberg Community Beach House; repealing fees for Bulky
Item Collection, CREST Childcare Program -- Full-time (school year only — no breaks),
CREST Childcare Program -- Part-time Childcare After School, CREST Childcare

Program – Part-time Childcare Before School, CREST Childcare Program – Single Full -
Day Care (year-round, as needed) Bulk Purchase Student Non -Resident Library Cards,
annual and Library card for non-residents, annual; clarifying exemptions from the annual
administrative increase provided for herein; and making other minor revisions and
corrections and administrative changes as necessary.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The fee for Annual Commercial Inspections: individual suite or unit,
0-500 sf is hereby established as set forth in Exhibit 1, Fire.
SECTION 2. The fees for: CREST Club, AM Care with CREST Club Registration,
AM Care, Late Start Day AM Care, PM Extended Care, Single Full Day Care, Memorial
Park Fitness Room ----Seniors – per entry (resident), Memorial Park Fitness Room—
Seniors -- per entry (non-resident), Memorial Park Fitness Room—Seniors –4 -week pass
(resident) and Memorial Park Fitness Room—Seniors – 4 -week pass (non-resident) are
hereby established as set forth in Exhibit O, Community and Cultural Services Program
Fees.
SECTION 3. The rates for City TV Production Services are hereby established
as set forth in Exhibit Y, City TV Production Services.
SECTION 4. The Fees for Historic District Designation, Landmark Designation,
and Structure of Merit are hereby incorporated into the City's comprehensive fee schedule
as set forth in Exhibit A, Planning.

SECTION 5. The fees for Annual Performance Permit and Replacement
Performance Permit are hereby incorporated into the City's comprehensive fee schedule
as set forth in Exhibit K, Miscellaneous.
SECTION G. The fees for Kitchen Use (Main Library, Martin Luther King, Jr.
Auditorium), Kitchen Use (Main Library, Multipurpose Room), and Security Staffing Fee
(Montana Avenue Branch Community Room) as established by the Library Board and set
forth in Exhibit T, Library, are hereby incorporated into the City's comprehensive fee
schedule.
SECTION 7. The fees for Landmark Designation and Structure of Merit are hereby
revised to establish a waiver for Landmarks Commissioners and Nonprofit Organizations
as set forth in Exhibit A, Planning.
SECTION 8. The fee for Newsrack Permit: Annual Renewal, is hereby revised as
set forth in Exhibit E1, Public Works—Civil Engineering.
SECTION 9. The fee for Canopy Rental is hereby revised as set forth in Exhibit Q,
Beach House.
SECTION 10. The fees for Bulky Item Collection, CREST Childcare Program --
Full-time (school year, plus winter (8 days) and spring (10 days) breaks), CREST
Childcare Program – Full-time (school year only – no breaks), CREST Childcare Program
– Part-time Childcare After School, CREST Childcare Program – Part-time Childcare
Before School, CREST Childcare Program – Single Full -Day Care (year-round, as
needed), Bulk Purchase Student Non -Resident Library Cards, annual and Library card
for non-residents, annual, are hereby repealed.

SECTION 11. Minor clarifications and revisions are hereby incorporated to the
City's comprehensive fee schedules as follows:
1. The attached Exhibit B, Building and Safety, is hereby revised to
include an explanation of certain fee waivers previously established but unintentionally
omitted during a previous update.
2. The fee descriptions for Employee Annual Transportation Fee,
Employers with 10-29 employees filing a Workplace Transportation Plan, and Employee
Annual Transportation Fee, Employers with 30+ employees filing either an Employee Trip
Reduction Plan or Mobile Source Emissions Reduction Credit Plan as set forth in Exhibit
C, Mobility and Traffic Management, are hereby revised to reflect changes made to Santa
Monica Municipal Code section 9.53.050 that were adopted with the 2015 Zoning
Ordinance and which became effective on January 1, 2016.
3. The fee description for Annual Commercial Inspections: 0-2,000 sf,
as set forth in Exhibit I, Fire, has been revised to reflect establishment of the fee far Annual
Commercial Inspections: 0-500 sf.
4. The descriptions for Community Gardens as set forth in Exhibit P6,
Miscellaneous Facilities, have been revised to reflect an administrative change.
5. The description for Rental, Ocean Park Branch Community Room,
as set forth in Exhibit T, Library, has been revised to clarify the three hour minimum
requirement.
8. Exhibit W, Public Works -- Airport, is revised to clarify that charges
for tie -downs, the annual charge for Light Aircraft Covers and 22T hangars, and fuel
flowage fees are not subject to the City's annual administrative revision and increase set

forth in Section 17, below, but may increase based on lease agreements and/or periodic
appraisals, as applicable.
SECTION 12. Charges for the use of community and recreational facilities which
are not listed in the attached fee schedule shall be determined by the Community and
Cultural Services Director and shall be based upon the costs incurred in providing the
facility or program.
SECTION 13. Organizations using City recreational facilities may be charged
additional costs beyond those listed in the attached fee schedule when:
1. Use of the facility by any organization requires facility coverage or
maintenance beyond that normally provided.
2. Use of the facility results in damage to the facility interior, exterior or
its furnishings.
SECTION 14. The fees previously established and now in full force and effect,
and fees established by this resolution, and as set forth in Exhibit P5, Santa Monica Swim
Center — Rental Charges; Exhibit P7, Miles Memorial Playhouse — Rental Charges;
Exhibit Q, Beach House; Exhibit S, Surf Instruction and Youth Group Beach/Water Activity
Fees and Charges; Exhibit T, Library; and Exhibit X, Pier Carousel, are hereby exempt
from the annual administrative revision and increase set forth in Section 17, below.
SECTION 15. The fees previously established and now in full force and effect,
and fees established by this resolution, and set forth in the attached Exhibit A, Planning;
Exhibit C, Mobility and Traffic Management; Exhibit E1, Public Works — Civil Engineering;
Exhibit E4, Public Works -- Water Resources; Exhibit I, Fire; Exhibit H1, Police; Exhibit J,
Records and Elections Services, Exhibit K, Miscellaneous; Exhibit M, Planning and

Community Development - Taxis; Exhibit O, Community and Cultural Services Program
Fees; Exhibit P1, Park Building and Rental Charges; Exhibit P2, Ken Edwards Center
Rental Charges; Exhibit Pia, Sports Facilities Rental Charges; Exhibit P6, Miscellaneous
Facilities; Exhibit R, Community Event Fees; Exhibit U, Commercial Fitness of Athletic
Instruction, Classes or Camps at City Parks and at the Santa Monica Beach, Exhibit W,
Public Works—Airport; and Exhibit Y, City TV Production Services, are hereby exempt
from the annual administrative revision and increase set forth in Section 17, below, where
indicated.
SECTION 16. Unless otherwise provided, for accounts that are not paid by the
due date, a late fee of ten percent (10%) shall be charged on any unpaid balance, and an
additional late fee of ten percent (10%) shall be charged on any unpaid balance each
month thereafter. The Director of Finance shall have the authority to settle disputes by
reducing or waiving amounts due for penalties and interest on delinquent fees if such
reduction or waiver serves to promote the City's fiscal welfare by expeditious payment,
enhancing revenue or otherwise.
SECTION 17.. Commencing on July 1, 2016 and on July 1 of each fiscal year
thereafter, all fees established and/or revised by Resolutions 10753, 10778, 10800,
10816, 10887 and this resolution, unless noted otherwise, shall be administratively
revised and increased annually by a factor equal to the net change in City salaries and
benefits costs for that fiscal year. Such net change is measured by comparing the total
budgeted City salary and benefit costs for the fiscal year in which the change is to become
effective to the total budgeted City salary and benefit costs for the prior fiscal year.
Notwithstanding the foregoing, in no event shall the annual administrative revision set

forth in this Section 15 be less than zero percent (0%). Notwithstanding the foregoing, in
no event shall the annual administrative revision described in this Section 15 apply to any
fees and charges established by other agencies or as otherwise may be prohibited by
applicable law.
SECTION 18. Charges and fees set by Resolutions 9207, 10753, 10778, 10779,
10845, 10880, 10816, 10887, 10909 and as established by the Library Board as set forth
in Exhibit T, Library, are currently and shall remain in full force and effect following the
effectiveness of this Resolution, excepting therefrom the fee for Newsrack Permit: Annual
Renewal, as set forth in Exhibit E1, Public Works—Civil Engineering; and charge for
Canopy Rental as set forth in Exhibit W, Beach House, which are revised as indicated by
this Resolution.
SECTION 19. The fee for Annual Commercial Inspections: individual suite or unit,
0-500 sf as set forth in Exhibit 1, Fire; charges for CREST Club, AM Care with CREST
Club Registration, AM Care, Late Start Day AM Care, PM Extended Care, Single Full Day
Care, Memorial Park Fitness Room --Seniors – per entry (resident), Memorial Park
Fitness Room—Seniors – per entry (non-resident), Memorial Park Fitness Room—

SECTION 20. Resolutions 9207 and 10909 are hereby repealed in their entirety.
SECTION 21. If there are any conflicts between the fees adopted in this resolution
and fees adopted by any prior resolution or fee schedule, the fees adopted pursuant to
this resolution shall take control, If there are any conflicts between the portions of the fee
schedule set forth in this resolution and any prior fee schedule, the portion of the fee
schedule attached to this resolution shall control.
SECTION 22. The City Clerk shall certify to the adoption of this resolution and
thenceforth and thereafter the same shall be in full force and effect.

NOTES:
1. Planning fees are waived for Large Family Daycare and Child Care Center.
2. "Affordable Housing Projects" as defined by Zoning Ordinances are exempt.
3. In the case of projects requiring multiple permit applications that may be approved by the same entity, the fee for the
highest permit shall be charged, plus a multiple permit application for any additional concurrently processed applications. If
multiple permits are required which cannot be approved by the same entity, or if an environmental review is required, the full
fee for such applications shall be charged.
4. Non -administrative permit extensions shall be charged 50% of the full application fee for the permit to be extended.
5. Applications for ARB review of buildings, which include proposed signage and/or landscaping, shall be charged for the
building review fee only. Should a sign adjustment be required, a multiple application fee shall be charged in addition to the
building review fee; separate applications for signage and/or landscaping shall be charged the sign/landscaping review fee.
6. A re -submittal for ARB approval of a design change shall be processed with no fee charged unless a building permit has
been issued for the project, in which case the standard fee amounts shall be charged. A re -submittal, which includes
signage changes that would trigger a requirement for a sign adjustment, shall be charged the sign adjustment fee.
7. Application fee refunds for withdrawn projects shall be processed as follows:
application not yet deemed complete - 90% refund
application deemed complete -75% refund
determination or Planning Commission or other board report drafted - 50% refund;
determination issued, ZA hearing conducted, Planning Commission or other board report issued -
25% refund.
8. All planning fees for Administrative Approval applications shall be waived for designated landmark structures and
structures identified as contributing to designated historic districts.
9. All Certificate of Appropriateness fees for any alteration, restoration, or construction, in whole or in part, to a designated
landmark or to structures identified as contributing to a designated historic district shall be waived.
10. Antenna Use Permits for television reception only (TYRO) and ham radio antennas - $26.13. All other antennas are
charged the full Use Permit Fee.

BEACH HOUSE
Beach {-louse Programs and Classes
(1) When instruction and other services are provided by a contract instructor, the fees charged for recreation and community programs at
the Beach House shall be based on the cost of the contract plus administration and shall be no more than is reasonably necessary to
cover the cost of the goods and services provided, plus administration.
(2) When provided by the City, fees charged for recreation and community programs shall be determined by the Director of Community
and Cultural Services ("Director") and shall be based on the costs incurred in providing the program, plus administration.
(3) A registration and/or materials fee may be assessed for programs, classes and services offered at the Beach House,
Beach House Facility Rental and Use Charges
(1) The Director shall establish and update from time to time Facility Rental and Use Charges for private events or commercial filming
that are commensurate with current market rates for comparable venues.
(2) To maximize facility use by the public and revenue return to the City, the Director may fix any given rental rate at his or her discretion
provided that such rate is commensurate with market rate for such rentals.
(3) Charges for up to 25% of certain classes of private rentals may be reduced by up to 50% for non-profit 501(c)3 organizations. The
Director shall establish and update from time to time the eligibility standards for this discount. The standards shall ensure that such
discount opportunities are allocated fairly and without bias, shall specify the type of uses permitted, and shall list the facilities available.
(4) Charges for certain private rentals may be reduced by up to 50% for governmental agencies. The Director shall establish and update

(6) The Director may establish additional charges for goods and services associated with facility rentals at market rates, including but not
limited to:
a. Security staffing and services

(7) In accordance with industry standard practice, the Director may charge to the renter a percentage of gross receipts for all outside
vendor contracts for services provided on-site during the facility rental.
(8) The Director may require a deposit or other security prior to issuance of a Facility Rental Agreement or Commercial Filming Permit.
The policy regarding the amount of deposit and deposit return shall be established by the Director and revised from time to time in
accordance with standard industry practices.
(9) With Council approval, the City Manager may prepare a contract for facility rental management services in accordance with all
applicable City, state, and federal laws. Any such contract shall be let. Such Contractor shall adhere to the fees and charges established
in this Resolution. Additional fees or charges to cover the cost of services provided by the Contractor may be assessed upon written
authorization by the City Manager.
NOTES:
Fees and charges imposed for the use of Beach House facilities and services but not listed in this resolution shall be determined by the
Director. Fees shall be based on the costs incurred in providing the facility or service, and charges shall be based on market conditions.

(VOTES:
1. Staffing costs vary dependent upon the position and number of staff assigned. Only City staff may use
City equipment. The staff assigned is dependent upon the type of services provided, type of equipment
used, and staff availability.
Z. Hourly rates include benefits and are to increase by COLA each July 1. Hours worked above normal
business hours will be charged at time and a half.
3. A $50.00 flat rate Administration Fee will be charged for administrative services associated with each
production.
4. Studio Rental includes lighting, use of green room, and use of two small parking spaces.
5. The following costs will be waived, but tracked for reporting purposes for City Departments, government
entities, SMMUSD, SMC, and Santa Monica based non-profit organizations: City Equipment and Studio
Costs, Administrative Fee, Producer Time.
6. Staffing costs will be waived for CityTV budgeted productions. For other City productions, costs for staff
time are charged to the requesting department/division when the work requires overtime or is performed
by as -needed employees.
7. Costs for DVDs will be waived far City Departments, but tracked for reporting purposes.
S. Direct costs for rental and delivery non -City equipment, if any, will be charged, i.e, scaffolding,
9. Services provided by contractors will be charged based on the contracted rate, i.e.: Script Writer, Make -
Up Artist, Advanced Motion Graphics Designer, Advanced Editing, On -Air Talent.
10. Charges for use of City TV equipment or facilities not listed shall be determined by the City Manager.
Rates shall be based on the costs incurred in providing the facility or equipment, and shall be based on
market conditions.
