Gentlemen:
I just read that the Airport has $13,000,000 of Debt. How did the Airport incur such a large amount when they collect
rents and fees?
Do all of the fees and rents collected from the Airport go to pay Airport expenses or is some siphoned off to pay other City
departments?
Does all of the tenants pay their fair share?
How much does Santa Monica City College pay for their land use?
Who authorized that amount of borrowing and was it voted on by the city residents?

Dear City Council Members:
I applaud the action of the City Council that facilitated the departure of Gunnell from SMO. Next, I strongly urge you all
to refuse a renewal of its lease to Atlantic Aviation. The people of Santa Monica spoke in no uncertain fashion when
they voted 60/40 in support of LC and 40/60 in “support” of D in the last elections. As politicians of all parties are fond
of saying: “elections have consequences.” The consequences for Aviation is termination of their lease. The
consequences for politicians who refuse to bow to the overwhelming will of the people is termination of office in the
next election.
Very truly yours,

I would like to add my voice to those of other concerned citizens in reminding council to remember Measure LC that we
fought long and hard to pass. Pass the leasing policy and eliminate all obnoxious and offensive tenants at SMO. As a 20‐
year resident of Santa Monica, I think we have been waiting long enough for the airport property to begin the shift
toward a use that better serves the city’s citizens.
Many concerned citizens are pushing to convert the land into a park. While I think this is a good option, I would also like
council to consider a better long term plan of moving SMC to the property and developing the current SMC location into
a green civic development. This would help alleviate traffic along Pico during the school year and could offer great civic
amenities to those living in the Ocean Park and Pico neighborhoods. (Food for thought.)
Thank you for your service.

Dear Friends,
I would like to express my strong support for the passage of the leasing policy for the airport, which I
understand is being presented to the Council on Tuesday, March 22nd.
I am a longtime resident of Santa Monica, and I believe that restricting jets immediately — and closing the
airport as soon as possible — is vital to the health and quality of life in the Sunset Park area of Santa Monica . .
. and therefore beneficial to Santa Monica’s standing as a truly exceptional community. The airport is a relic of
our aviation industry past, and it no longer serves the community at large — in fact, its pollution and noise have
been proven to be detrimental to residents.
This alone should be enough to warrant closure. It’s even worse because tenants are paying under-market rents
and the airport is deeply in debt.
The leasing policy (“Airport Item 8A”) is a step in the right direction.
Thank you.

It isn't only Santa Monica, we here in West Los Angeles have to hold our
ears IN OUR HOMES when obnoxiously loud airplanes scream by. They fly
over, disturbing us from first light until almost midnight. If you want to
spend any time outside with your family or friends, prepare to cover your
ears every 20 minutes.
My home, which had no cracks in the ceiling or walls for many, many years,
now needs repair every year for yard-long ceiling and wall cracks. I blame
the planes. Deafening noise has consequences. Sound waves disturb.
Thanks for what you've done. Now, please, more to do!

Dear City Council,
I wanted to make sure that you supported our city’s voters by following through with when we supported
Measure LC. It is seldom in this world we live in that the people can stand up and protect their health and
safety in such a way as we can with your support. I realize that there are powerful aircraft financial interests
lobbying you to maintain the status quo but you must realize you were elected to put the welfare of the people
you represent first.
I have never before campaigned for anything prior to Measure LC, but I gave my time, effort, money and
energy because we need to take a stand to do what is right for now and the future.
Please makes sure that any airport tenant must be “harmonious with the nearby built environment by protecting
the health and safety of airport neighbors.” We need to make sure our air and neighborhoods are safe and
eliminating the jet ownerships at the airport is a huge step in the right direction.
It is time for a change that will be something our children and those after will look at with deep appreciation
and gratitude.
Please do the right thing and do it now.
Thanks!

You have promised to work toward building an environment that protects the health and safety of airport neighbors.
You are sworn to uphold Measure LC. We are no longer interested in subsidizing the large jets, turboprops, helicopters,
small planes and flight schools. Those properties will be much better served as a clean and healthy park.
It is time to direct staff to eliminate offensive tenants, beginning with Atlantic Aviation, the largest polluter and noise

PLEASE PASS THE LEASING POLICY and ELIMINATE OBNOXIOUS AND OFFENSIVE TENANTS AT SMO!
You can do this! ENOUGH!

Dear Council,
I am a resident living right under the airport flight path. I have lived her for 21 years. The jets and
plane are getting bigger and louder over the years. They pollute the air all around my home. Many of
my neighbors have developed cancer. I would be so grateful if we put a stop to the airport. It would
be so peaceful to have it turned into a park. I would be able to have a bar b q in my back yard without
having to tell my guest wait until the plane passes so we can hear each other talk. It is concerning
every two years or so to have a plane crash right next to my home.

We strongly support the following proposed Airport Leasing Policies:

Subject:March 22 Council Meeting-- Agenda Item 8A
Re: Agenda Item 8A-- Airport Leasing Policy
To the City Council:
I have lived at 1019 Pier Avenue for thirty-five years, under the flight path of SMO. Closing the
airport or greatly toning it down would be the best thing you can do for the City and its residents,
and passing the airport leasing policy is the necessary first step.
On March 11 in Pasadena, the 9th Circuit Court of Appeals heard our appeal in Santa Monica v.
US. The federal government leased the airport during World War II and returned it with a “reverter
clause.” Most of the oral argument in Pasadena concerned what that clause actually means. We
say that title to the real property never left the City, and it cannot “revert” to the US. The City also
argued that the 1984 settlement agreement has now run its twenty-year term, and the use of the
land is now governed by local land-use policy.
Judge Paez and Judge Pregerson both made comments indicating that the Instrument of Transfer
created some covenants, restrictions, and clouds on title that make a straightforward quiet title
declaration unlikely, at least for now. The Court is concerned that it lacks jurisdiction over the
dispute unless and until the City actually decides to close the airport. The District Court below said,
“the City admits . . . that it has not yet decided, or declared its intention, to cease
operating SMO as an airport in 2015. Indeed, the City has not passed any additional
resolutions, since its resolution in June 1981 . . . Accordingly, the City’s claims rest upon
contingent future events that may not occur as anticipated, or indeed may not occur at
all.” Both Judge Nguyen and Judge Paez mentioned this apparent lack of jurisdiction. Judge Paez
said that “if the City decided that, look, we’re through with this airport,” and the US
government tries to keep the airport open, the City can then raise all its arguments about the
defective “reverter clause” and the 1984 settlement agreement. But until the City takes action, it’s
all hypothetical. There is no actual dispute, and the Court has no jurisdiction to render an
opinion. The Judge was giving the City a blueprint on how to handle this case. The first step is for
the City Council to stop pussy-footing around and take a firm stand.
The proposed leasing policy is an important first step. There are already substantial efforts underway
to clean up the airport , and the City Manager and the City Attorney’s Office need a leasing policy
now. If the Council rejects the leasing policy or delays its consideration, it might as well hand the
keys to the airport and title to the real property the federal government.
At one point at the hearing in Pasadena, Judge Pregerson served our attorney from Morrison Foerster
attorney a beautiful softball, asking her to tell the court what is really going on here. This was an
obvious invitation to mention the unsafe, unhealthy, overused, and overbuilt operation at SMO, in

one of the densest residential areas in the Country. Judge Pregerson even asked her to show him a
map of the area. At another point he asked if the airport is still in operation. Judge Paez, too,
seemed to be under the impression that SMO was abandoned at the end of the war and is now an
empty lot. After our attorney’s inarticulate reply, Judge Paez continued to describe it as a “low-level
airport.” Morrison Foerster’s attorney was unprepared and uninformed and wasted these valuable
opportunities to educate the Court on the real-world impact of the airport. She misused the word
“revert” every time she uttered it, which substantially blunted the argument. Morrison Foerster
misframed the case in the first place so that it was thrown out before it even got off the ground, and
I think the City should stop paying them immediately.
Very truly yours,
Robert N. Rigdon

Dear Santa Monica City Council,
I currently reside just across the street from where the jets at Santa Monica Airport blast off. To be in the vicinity of a jet idling on the
runway or taking off is to be subjected to jet fuel fumes for more than just the time the jet is present. It takes several minutes for the
smell to disperse and then another jet is there waiting to take it’s turn. I understand they use leaded gas too! For the convenience of the
1% who need to get somewhere and can pay for it, a whole community suffers air and noise pollution in ever-increasing amounts.
I could not vote for Measure LC, but I campaigned for it; put signs in my neighbor’s yards after informing them of the vote and getting
their support. I’m so glad it passed, but now it seems the FAA can just walk all over it. They can stall and litigate and obstruct our right
to be the 99% that need to breathe unpolluted air and not be bombarded by loud explosions of leaded jet fuel every 10 minutes.
I am asking you to please consider the community that does not want to have this airport increasing business as usual any more, and
eliminate these offensive, awful jet companies wanting to lease space. Atlantic Aviation is requesting a 3 year lease- JUST SAY NO!

Dear Mayor Vasquez, City Council Members,
The leasing policy proposed by staff is well-crafted to solve the pressing leasing issues
at Santa Monica Airport without creating unintended consequences. It embodies the
voters’ mandate to curtail SMO operations and change the City Charter. Please adopt
this policy, unchanged, now.
The proposed policy is workable and advances City goals for SMO; it will:
a) Finally, ensure the City receives market rates for our billion-dollar asset and help
reduce the 13 million dollars General Obligation fund deficit.
b) Provide an orderly transition to create new leases for aviation and non-aviation
tenants that: 1) comports with present legal obligations, and 2) limits lease durations to
the minimum time-periods consistent with prudent City efforts to curtain SMO
operations.
c) Give our City Manager the tools and flexibility to act on residents behalf, in ways
consistent with City Council direction and City residents welfare.
The proposed policy’s simplicity, generality, and transparency are vital attributes:
a) It is unlikely trigger additional law suits.
b) It implements appropriate environmental and land use protections for residents.
c) It provides a viable leasing polity now. The generality permits the City Manager to
more freely (but equitably) advance residents’ interests.
d) It properly avoids regulating aircraft operations or specifying emissions.
Conclusion:
This proposed leasing policy represents an iterative, responsive, and sophisticated
policy-making process that: 1) draws from residents’ expertise, 2) conforms to legal
City obligations, and 3) provides workable guidance for City staff to act on behalf of
residents’ LC mandate.
Please adopt the Santa Monica Leasing and Licensing Policy now.

The Community’s Position and Demanded Actions
Related to Santa Monica Airport Leasing Policy and Proprietor Rights
March 2016
Position Statement
The City of Santa Monica must establish “local control” of the Santa Monica Airport to bring immediate
relief to residents of Santa Monica and the entire Westside of Los Angeles as mandated by voters in the
2014 election. It must assert its proprietor rights as the undisputed owner of the airport land and take
lawful measures to terminate tenancies that are inconsistent with the health, safety, and welfare of the
community. The residents demand action from our elected officials and City staff to reduce flight
operations over homes and schools, even without closing the airport or runway to aviation use at this
time. Meanwhile, the remaining legal issues with the FAA related to the Western Parcel and the
Instrument of Transfer Parcel should be resolved as quickly as possible.
Current Situation
Beginning July 2015, existing aviation tenants at the Airport (including Atlantic Aviation, American Flyers,
Justice Aviation, and Krueger Aviation) have had no rights to continued leases. Their leases are now
expired, but their month-to-month holdover tenancies are perpetuating harmful impacts on the
community. No laws, agreements, or federal obligations require the City to continue any leasing to these
holdover aviation tenants. To bring relief to the community, the City must order and organize use of the
land and buildings at the Airport pursuant to written Airport Leasing Policy, lease agreements, and other
land use rights.
Demanded Actions
1. The City must lawfully act on its proprietor rights and immediately: (a) give Notice to Vacate to any
tenant who does not have a written lease agreement as of April 1, 2016; (b) refuse future rent
payments from such tenants for any occupancy after March 31, 2016; (c) establish a non-
discriminatory Airport Leasing Policy that prohibits any future leases for tenant uses that are
incompatible with the neighborhood community; (d) invite all tenants in writing to apply for a lease at
Santa Monica market rates that are the same for both aviation and non-aviation uses pursuant to the
Airport Leasing Policy. These actions should begin with Atlantic Aviation, the largest Fixed Base
Operator and worst polluter at the Airport. These actions will maintain proper and legal order at the
Airport and are well within the proprietor rights of the City. Tenants who remain without a current
lease are not in lawful possession of the property and should be the subject of immediate legal action.
2. The City Manager should issue a written Airport Policy Memo to make clear that: (a) consistent with
the FAA’s 2000 Director’s Determination and 2003 Final Agency Decision (Docket Number 16-99-21),
both the continued operations and potential future closure of the airport are a “local land use
matter”; ( b) the airport runway and FAA tower presently remain open for aviation; (c) FAA safety and
access regulations presently govern the runway; (d) tie-downs and hangar spaces are presently
available to support operations by transient aircraft; (e) no guarantee of future availability is made nor
implied.
3. The City should engage outside counsel who shall report directly to the City Manager to begin work
now on: (a) tenant evictions and (b) anticipated filing for a federal injunction against the City by
aviation interests. Community representatives request an opportunity to review and provide input on
both the Airport Leasing Policy and Airport Policy Memo.

Dear Council Members:
I urge you to pass the leasing policy and eliminate obnoxious and offensive tenants at the SMO. Please also direct City
staff to eliminate offensive tenants, beginning with Atlantic Aviation, the largest polluter and
noise generator. Atlantic is a master tenant and is responsible for most of the jet and large
turboprops that fly out of SMO, as well as jet fuel sales.
Also I understand that the leasing policy states the City will be taking over all master tenant leases and
profiting from this action. This profit will be used to pay down the over unjustified $13,000,000 debt the airport
has incurred. There is no rationale for continuing to subsidize jet operations and ultra wealthy airport users at
the expense of the residents that you are elected to represent.
Thank you for taking actions to protect the health and safety of the residents to whom you are responsible.

Re: Agenda item 8A " Leasing Policy for Santa Monica Airport"SM City Council meeting Tuesday 3/22/16
The community is against any extension of leases that will allow for the toxic clouds of air pollution to continue.
Mayor Vazquez, Council Members, and City Staff,
I am encouraged by the Staff's Report. In my opinion, with twenty years experience, there is a noticeable change in the
credibility of the report that I can only assume the new City Manager Rick Cole has brought out.
There have been several studies that have shown irrefutably the incredible negative environmental impacts that SMO
aircraft operations have on the surrounding neighborhoods. In particular, the Los Angeles neighborhood of North
Westdale that is adjacent to the east end of SMO.
It is right for the City of Santa Monica to fight the FAA and break the ties of involuntary servitude that has been imposed
on Santa Monica (and Los Angeles) since the end of World War 2.
The community is not only standing strongly behind you as you know, they are pushing you forward (sometimes rather
rudely). Please know that it is because the community is very concerned about their health and safety, and for very
good reason.
The community is not willing to endure more of the same until 2023, and they should not be asked to do so. The
community is against any extension of leases that will allow for the toxic clouds of air pollution to continue.
The community will not rest and neither should the City. Please, do not kick this critical issue down the road. The time is
ripe to put an end to it.
Please see my one criticism on the next page, regarding the wording of item 5-b of the SANTA MONICA CITY COUNCIL
AIRPORT LEASING AND LICENSING POLICY.

Dear Santa Monica City Council:
I am writing once again in reference to the March 22, 2016 Agenda Item 8A -- Leasing Policy for
Santa Monica Airport — an issue near and dear to my heart, and the hearts of literally dozens of my
immediate neighbors here on 27th St, almost all of whom had yards signs reading YES ON LC/NO
ON D in the last election cycle. A pretty amazing unanimity among an otherwise politically
diverse — though admittedly and proudly left-leaning — block.
On my own behalf, and that of my family, please consider the following:
1. Review the attached document entitled, “The Community’s Position and Demanded Actions
Related to Santa Monica Airport Leasing Policy and Proprietor Rights” final draft version #39

Over three dozen community members contributed their input to the community document above.
You might also hear from some of them directly. I applaud the efforts of Mr. Nelson Hernandez
and Mr. Rick Cole and the opportunity to provide input on matters related to the Airport.
I also remind the Council, again, that elections have consequences, and the last election left no
doubt — NONE WHATSOEVER — of the desire and intent of the VAST MAJORITY of voting
members of the SM Community. In OVERWHELMING numbers, the voters of SM supported LC
and rejected D. If the same margin of victory had been in place in a presidential election — i.e., a
60/40 spilt — it would have been the largest margin of victory in the history of that office.
And the voters who cast their ballots in that election will see and remember who votes and how in
the matter before the City Council.

Subject: Airport Leasing Policy ‐ March 22nd Item 8A
Dear Mayor and City Council Members,
Once again it is time for a March Council meeting and an associated major decision point on SMO policy. Once again
there has been considerable positive progress since the last meeting (thank you to Council and staff, for that!), so once
again let me offer my 5 cents worth as far as the issues before you.
Like virtually all that oppose SMO’s continued aviation use, I strongly support the leasing policy prepared by staff and
urge you to adopt it. The fact that the policy has brought most radical anti‐aviation activists back into alignment with
moderates, and with the City and staff, is a testament to the diplomatic skills of Nelson Hernandez (the policy’s principal
architect), and to the wisdom of both the City Manager and Council in appointing him. For the first time since 2014, only
a small and rapidly shrinking intransigent fringe element remains opposed. This in itself is an accomplishment.
At the recent Airport Commission meeting, the leasing debate ended in what was recorded as a 2:2 draw (one
commissioner being absent). In fact, by my reckoning it was a 2:1 victory for the policy with one abstention because
commissioner Mark’s response during the roll call vote was “I’d better stay out of this” which I take to be an abstention,
not a no vote. Either way, the required 3 vote level was not achieved. I believe that a large part of the reason for the
Commissioner’s concerns was due to the speed with which the policy was created (by virtue of the critical need to deal
with Gunnel’s subtenants who are effectively squatting at this time).
A compounding factor at the A/C was the commissioner’s desire to define exactly what is, and what is not, “compatible”
uses. Unfortunately to explicitly define this would likely require many months (if not longer), and ultimately such a tome
would likely provide increased opportunities for frivolous litigation by aviation supporters in furtherance of their clear
strategy of piling on lawsuits over every subject other than the key matters of the 1948 agreement and the term or the
1994 grant assurances. I believe you will be discussing a total of 5 SMO legal proceedings in closed session prior to this
meeting, so aviation advocate policy goals are clear and undeniable: keep the fight about everything except the key
issues so we can wear ‘em down and delay as long as possible. For these reasons I believe Council should proceed with
the policy regardless of the A/C deadlock.
The leasing policy is scrupulously impartial, and nowhere does it explicitly discriminate against aviation uses, indeed
aviation is barely mentioned, appearing only where absolutely necessary. At the same time the policy creates the
Add to 8-A

8
necessary backdrop and lays the ground rules required to allow Council and staff to continue the gradual and orderly
mitigation of the negative impacts of SMO aviation, while simultaneously ensuring economic viability of the airport, and
attracting more desirable tenants into a space that in its present state many such tenants would find less than desirable.
To that end the allowance of longer leases up to June 2018 (consistent with what would have been a 3‐year term had
that issue not inexplicably blown out of control) is critical to ensuring that alternate tenants are motivated to make the
significant tenant improvements that will be necessary in many of the spaces offered.
Lastly, and perhaps most importantly, because the policy does not explicitly mention or discriminate against aviation
uses, this means that for aviation advocates to allege overt anti‐aviation discrimination, they must rely on the final
clause in Section A.1 namely: “and b) uses required by law”. In other words they must prove that aviation uses are
required by law, and to do so they have no choice but to prove that either or both of the 1948 agreement or the grant
assurances require the City to retain them. This of course is exactly where we want the matter to be decided, and the
faster we get to a resolution of these basic issues the better. Furthermore, it occurs to me that though doubtless
unintended; since aviation tenants seeking to prove they must be retained requires them to accelerate the resolution of
the key issues, this puts their tactical interests in directly opposition to those of the NBAA and FAA who seek to avoid
these issue for as long as possible. I have no idea what discord these divergent tactics might lead to, but it seems to me
this can only be to our benefit, particularly since I suspect NBAA and others may be directly or indirectly funding aviation
tenants to fight the City.
In summary, I urge Council to approve the leasing policy essentially as written.
On another matter before you in the same meeting, as a board member of Airport2Park I concur with staff’s
recommendation not to slow down progress on park development of the 12 acres by creating “a multi‐use recreational
facility there with two ice rinks” as advocated by the Parks Commission. By now you have no doubt received A2P’s
official response to this idea, but the key point is that making such a tie will likely bring forward momentum of park
development to a grinding halt for at least 5 years as all the issues of such a development are debated and resolved. Far
better to place such a development in the context of the larger park development at SMO where it properly belongs, not
on the very first visible step towards LC compliance.
Sincerely,
John Fairweather

From: Board of Directors, Friends of Sunset Park
RE: 3‐22‐16 agenda item 8‐A: Leasing Policy for Santa Monica Airport
The FOSP Board of Directors urges the City Council to adopt the proposed Santa Monica Airport Leasing Policy.
In addition to the safety, noise, and air pollution impacts of the Airport on nearby residents, one of the
concerns that our FOSP members list most often on their membership forms is traffic/traffic congestion.
Therefore, one of the FOSP Board's concerns is that the leasing policy ensure that the activity of future tenants
at Santa Monica Airport not increase traffic congestion on the streets around the Airport.
We hope that the language in the following sections of the policy will provide the protection we're looking for:
Section A: Uses
3. Prohibited uses: "High intensity uses that are incompatible with the surrounding residential uses.”
Section C: Performance Standards:
1. Compatible and Harmonious: "All lessees shall use the airport and any airport property in a manner that is
compatible with City policies and with the adjacent residential uses...."

RE: Santa Monica Airport
Dear Mayor Vazquez:
I write on behalf of the National Business Aviation Association (“NBAA”). As you know, NBAA represents over
10,000 member companies which own and operate over 11,000 general aviation aircraft to facilitate the
conduct of their businesses or which are otherwise involved with business aviation. Those members include
numerous tenants and users of the Santa Monica Municipal Airport (“SMO” or “Airport”), who continue to be
strongly interested in the Airport’s future accessibility and viability.
On March 15, 2016, a draft leasing policy for SMO was presented at a meeting of the City’s Airport
Commission – a policy which the Commission declined to endorse. Among other issues, in the course of the
meeting it became clear to all in attendance that the the proponents of that policy were unfortunately
misinformed about the Airport and its federal obligations.
In particular, the presentation conveyed to the members of the Commission and the public that the FAA
prohibition on “discrimination” at an airport such as SMO implicated only discrimination based on factors such
as race and gender. In fact, as your City Attorney, Marsha Moutrie, repeatedly has informed the Council, the
FAA’s grant assurances (as well as the 1948 federal Instrument of Transfer (“IOT”)) applicable to SMO
specifically prohibit economic discrimination – i.e., SMO must be accessible on reasonable terms to all types of
aeronautical users, irrespective of factors such as the size of aircraft, frequency of operation, etc.
This misunderstanding of the City’s legal obligations fundamentally taints the draft leasing policy. Specifically,
the policy’s delegation to the City Manager of unbridled discretion to remove or deny access to aeronautical
tenants without any standards or criteria, or on an undefined and equally impermissible notion of “compatibility”
with the surrounding community would, if implemented, be a per se violation of grant assurance no. 22 and the
equivalent language of the IOT. Proceeding with a policy that fails to comply with federal requirements will
inevitably result in expensive and lengthy litigation, and will not serve the interests of the Airport, its tenants, or
the citizens of Santa Monica.
I would also like to emphasize the importance of offering leases on appropriate terms to all current tenants that
are engaged in aeronautical businesses – e.g., at fair market rents (consistent with the appraisal recently
conducted by the City), multi-year terms rather than month-to-month and without restrictive terms on their
activities (e.g., on business hours, types and numbers of operations, or irrelevant insurance mandates).
Add to 8-A
03/22/2016
Finally, I urge you to understand that non-compliance with the federal obligations that continue to require the
operation of the Airport (at a minimum through 2023, based on the FAA’s December 4, 2015 ruling) may lead
the federal government to impose severe sanctions, such as the termination of all federal transportation grants
to the City. NBAA does not desire that outcome – many of its members are, or employ, City residents who
utilize the City’s transportation infrastructure. However, that consequence may occur if the City continues to
make poor choices, such as the open defiance of legal obligations that it voluntarily assumed – and drafting
airport policy with the apparent intent of evicting airport tenants in good standing. That outcome can easily be
avoided by the City instead acting as a good steward of its Airport in compliance with long-standing and widely
understood federal requirements.
Sincerely,
Steve Brown

Dear City Council,
Thank you for taking time to address the cities dire need for more green space. As mentioned in the report,
"Santa Monica has 134 park acres with a resident population of more than 92,000, which equates to
approximately 1.4 park acres per 1,000 residents. The County average is 3.3 acres [of parkland] per
1,000 residents”
Furthermore, I suspect this metric only takes into account residents and not the influx of visitors, so the
disparity might be even higher.
For your priorities, please consider remember the needs map on Study Area report page 18. (I attached a screen
shot below)
Please allocate the LA county 10 points
TOP PRIORITY
1) Badly needed new park in the red zones (3 points) <= if possible, spend extra points here
2) Build a sports field at the Civic Center (2 points)
3) Build a park at the 4th/5th Streets and Arizona Ave. site (using part of the site and/or all of the site) (2 points)
4) Replace existing or add new drinking fountains to parks (with bottle fillers and/or dog bowls) (1 point)
Of note, I am very supportive of the Airport Park, but I agree with Staff recommendation that LA funds not be
used as it may muck up and slow down the airport process.
On behalf of my friends and neighbors,
thank you again!
