A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
SETTING DIGITAL INCLUSION BROADBAND PILOT PROGRAM
SUBSCRIPTION RATES
WHEREAS, the City of Santa Monica has adopted a Telecommunications Master
Plan in 1998 to enhance quality of life, economic vitality, and delivery of governmental
services through use of telecommunications technologies and infrastructure; and
WHEREAS, in accordance with the Telecommunications Master Plan, the City has
built a Municipal Fiber Network ("CityNet") that includes, in part, delivery of voice, video
and data communications to City facilities, dark and lit fiber services to businesses, and
free public Wi-Fi in over 36 City Wi-Fi hot zones located in public open places throughout
the City; and
WHEREAS, on October 27 2015, the Council approved construction funding in the
amount of $175,000 for a proof of concept Digital Inclusion Broadband Pilot Program
("Broadband Pilot Program") to provide fiber optic services to ten Santa Monica affordable
housing properties to address the digital divide for low income housing residents; and
WHEREAS, the City seeks to establish subscription rates for delivery of fiber optic
services to residential buildings in the Broadband Pilot Program in order to recover the

costs of providing the service, and to obtain service data for individual housing units to be
used for a future feasibility analysis.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The following residential subscription rates for delivery of fiber optic
services as part of the Digital Inclusion Broadband Pilot Program are hereby adopted:

SECTION 2. Residential applicants who qualify and participate in any California
Utility Public Assistance Program shall be provided with a thirty percent (30%) discount
of the general residential subscription rates as part of the Digital Inclusion Broadband
Pilot Program. The discounted subscription rates are as follows:

SECTION 3. In order to facilitate the use of broadband services in designated
community rooms of Affordable Housing Providers, the residential subscription rates and
installation fee shall be waived for community room use. The City's Public Housing
Agency shall be responsible for maintaining a list of approved community rooms of
Affordable Housing Providers in Santa Monica with no less than 25% of its total units
restricted for affordable housing that qualify for a waiver under this provision.

SECTION 4. If there are any conflicts between the fees and rates adopted in this
Resolution and any prior adopted resolution or schedule, the fees and rates adopted
through this Resolution shall take precedence.
SECTION 5. This Resolution shall certify the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
