R10935City Council Meeting: February 23, 2016 Santa Monica, California RESOLUTION NUMBER /033 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADOPTING A PEDESTRIAN ACTION PLAN FOR THE CITY OF SANTA MONICA WHEREAS, the City of Santa Monica has adopted a general plan, including the Land Use and Circulation Element ("LUCE") for the physical development of the city, a plan which constitutes the City's constitution governing land use; and WHEREAS the LUCE includes a comprehensive land use and circulation strategy, emphasizing livability and supporting all types of transportation, including walking; and WHEREAS, the Circulation Element specifically identifies walking related goals, policies, and actions, including: 0 Goal T6 Enable everyone to walk comfortably everywhere in Santa Monica, 0 Goal T7 Ensure that walking is safe for everyone, everywhere in Santa Monica; ® Goal T8 Provide a beautiful and attractive pedestrian environment throughout the City; and WHEREAS, the Pedestrian Action Plan is a direct implementation of the LUCE and was developed in concert with other LUCE efforts: creating a companion piece to the 2011 Bike Action Plan, incorporating physical improvements identified in the 2013 Bergamot Area Plan, and maintaining consistency with the 2014 Draft Downtown Specific Plan; and WHEREAS, the Pedestrian Action Plan recognizes that walking is a core part of the City's identity and character and lays out a specific vision of the future of walking in the City and priority projects, and programs designed to guide improvements to the walking environment over the next 15 years; and WHEREAS, the recommendations in the Pedestrian Action Plan are based on detailed spatial analysis of where pedestrian demand is highest, where pedestrian facilities could be improved and where pedestrian collisions have occurred; and WHEREAS, the Pedestrian Action Plan includes goals and policies that set citywide direction in key areas related to walking and identifies a coordinated set of practices, programs, and projects that will improve the City's walking environment over the next fifteen years;. and WHEREAS, the Pedestrian Action Plan was the result of an extensive public process with over 600 in-person surveys completed at community events, an online forum which hosted over 1400 visitors, and three community meetings, including two Planning Commission meetings; and WHEREAS, City staff also presented this plan to the Commission on the Senior Community, the Recreation and Parks Commission, the Disabilities Commission, the Chamber of Commerce, Downtown Santa Monica Inc., and the Task Force on the Environment; and 2 WHEREAS, the Planning Commission reviewed the Pedestrian Action Plan on December 2, 2015 and recommended that the City Council adopt the plan; and WHEREAS, the Initial Study and Negative Declaration ("IS/ND") has been prepared in accordance with State and City CEQA guidelines to address the potential environmental effects of the policies, programs and projects identified in the plan; and WHEREAS, based on the analysis provided within the IS/ND, the adoption of the Pedestrian Plan will not result in significant impacts on the environment and no mitigation measures were identified in the IS/ND and none were needed to reduce the severity of an identified impact, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The February 2016 Pedestrian Action Plan, attached hereto as Exhibit A and incorporated herein by this reference, is hereby adopted and certified as the official Pedestrian Action Plan for the City of Santa Monica. SECTION 2. The City Clerk shall certify to the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect.
