R10923City Council Meeting; November 10, 2015 RESOLUTION NUMBER Santa Monica, California J C' g 7- 3 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REVISING WATER RATES TO REDUCE WATER RATES FOR QUALIFIED LOW INCOME MULTI -FAMILY RESIDENTIAL UNITS WHEREAS, the City Council may establish, amend or revise from time to time, by resolution, the rates and service charges to be charged for supplying water service to any customer pursuant to Santa Monica Municipal Code (SMMC) section 7.12.010; and WHEREAS, the City desires to eliminate the exemption from separate water metering for new construction of affordable housing projects to encourage water conservation; and WHEREAS, to off -set the adverse cost impacts of eliminating the exemption from separate metering for new construction of affordable housing projects, the City desires to reduce water rates for affordable housing projects that meet the definition of 100% Affordable Housing Projects, as defined in SMMC 9.52.020.0050, as amended from time to time; and WHEREAS, the City intends to fund the water rate reduction from its general fund revenues. 1 NOW, THEREFORE, THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. As of January 1, 2016, or as soon thereafter practical, the multi- family water commodity charge, as adopted and/or amended by City Council from time to time, for existing and future multi -family residential projects that meet the definition of 100% Affordable Housing Projects, as defined in SMMC 9.52.020.0050, as amended from time to time, shall be reduced as follows: Tier 1 Discounted by $1.00 off of Tier 1 rates in effect. SECTION 2. The reduction in water rates shall be funded by a transfer of general fund revenues to the Water Fund in the amount of the difference between the water rates in effect for each of the above referenced tiers and the reduced rate charged to each 100% Affordable Housing Project. SECTION 3 The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
