A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA SUPPORTING
THE CONVENTION ON THE ELIMINATION OF ALL FORMS
OF DISCRIMINATION AGAINST WOMEN (CEDAW)
AND RECEIVING THE 2015 REPORT ON WOMEN AND GIRLS
IN SANTA MONICA FROM THE COMMISSION ON
THE STATUS OF WOMEN
WHEREAS, the Convention on the Elimination of All Forms of Discrimination
Against Women (CEDAW), an international human rights treaty, provides a universal
definition of discrimination against women and brings attention to a whole range of
issues concerning women's human rights. Countries that ratify CEDAW commit to
condemn all forms of discrimination against women and girls, and to ensure equality for
women and girls in the civil, political, economic, social, and cultural areas. The United
States General Assembly adopted CEDAW in 1979 and President Carter signed the
treaty on behalf of the United States in 1980, but the United States Senate has not yet
ratified CEDAW, and
WHEREAS, at the 2014 US Conference of Mayors, a campaign called Cities for
CEDAW was adopted to support the principles of CEDAW locally through the
completion of a gender analysis, creation of an oversight body to monitor

implementation of programming and policies, and provision of funding to implement
program and policy reforms as outlined by CEDAW; and
WHEREAS, women and girls make up 52% of the Santa Monica's population,
and by adopting a resolution in support of CEDAW, Santa Monica demonstrates its
commitment to and awareness of the goals of CEDAW to eliminate discrimination
against women and achieve gender equity in the following areas: political participation
and representation, income and earnings, and public and personal safety.
WHEREAS, since 1981, the Santa Monica Commission on the Status of Women
(COSW), as outlined in its charter, embraces many of the principles of CEDAW to
enhance the status of women and girls in Santa Monica. The COSW "Report on the
Status of Women and Girls in Santa Monica 2015" includes a gender analysis of elected
officials and residents in Santa Monica, and fulfills one of the principles of CEDAW.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City of Santa Monica hereby joins with other cities to support
the local implementation of the principles of CEDAW to improve the lives of girls and
women in Santa Monica.
SECTION 2. The City hereby receives the COSW's "Report on the Status of
Women and Girls in Santa Monica 2015."

SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
