SR-12-11-1979-6DSanta Monica, California, November 29, 1979 60 TO: Mayor and City Council DECD 1 1979 FROM: City Staff SUBJECT: Recommendation to waive bid procedure and to authorize direct negotiation for rebuilding of swimming pool filters Introduction This report concerns the rebuilding of swimming pool filters. The expenditure during Fiscal Year 1979 -80 for this requirement is estimated to be $15,000.00. Funds will be withdrawn from account 05040 -000. Background The filter beds on the swimming pool were built in 1950. They have never been repacked. Generally, filters of this type are good for ten years without major service. Within the last 30 - 60 days minor problems with water clarity have been developing. Excessive backwashing of the filter was done to maintain clarity and treatment. The pool will be shut down during the holidays (December 14, 1979 through January 3, 1980) for normal annual maintenance. It would be possible to repair the filters at this time, however, sufficient time is not available to go out to formal bid. Informal bids were solicited from seventeen (17) swimming pool companies. We received a single response from the Sprague Company. The bid from this company to rebuild the filters was $15,000.00. Recommendation It is recommended that the Council waive the bid procedure requirement in this instance and authorize the City Manager to negotiate directly for the rebuilding of the swimming pool filters with the Sprague Company. WHEREAS, sufficient time is not available to go out to formal NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Manager is authorized to negotiate for the rebuilding of the swimming pool filters. SECTION 2. The City Council finds that the contract of said repairs is of necessity to the City and that formal bid solicitation would cause unnecessary expense and delay. SECTION 3. The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
