SUBJECT: Recommendation to waive formal bid procedure and to
authorize direct negotiation for procurement for an
Atomic Absorption Spectro Photometer
Introduction
This report concerns waiver of the competitive bid requirement and to
authorize direct negotiation for an Atomic Absorption Spectro Photo-
meter.
Background
The City has informally advertised for bids to supply this instrument.
Only one bid was received and to the best of the staff's knowledge this
is the only company that can supply this instrument.
The machine will provide the City of Santa Monica Water Laboratory with
a greatly expanded capability for analysis of metals in water to assure
compliance with Federal and State regulations regarding drinking water.
To re -bid this instrument would entail needless expense and delay since
only one source is known.
Recommendation
It is recommended that the Council waive the bid procedure requirement
in this instance and authorize the City Manager to negotiate directly
for the purchase of the Atomic Absorption Spectro Photometer.

CITY COUNCIL SERIES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FORMAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF AN ATOMIC ABSORPTION SPECTRO-
PHOTOMETER.
WHEREAS, the City of Santa Monica Water Division has
a requirement for an atomic absorption spectrophotometer; and
WHEREAS, the Model IL -551 Atomic Absorption Spectro-
photometer is a state -of- the -art instrument that provides a
greatly expanded capability for analyzing metals in water; and
WHEREAS, this analysis is necessary to insure compliance
with Federal and State regulations regarding drinking water; and
,411EREAS, both the Los Angeles County and City Sanitation
Districts are presently using this instrument; and
WHEREAS, the City has informally advertised for bids to
supply this instrument; and
WHEREAS, to the best of Staff's knowledge only one
company can supply this instrument.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the
requirement exists to purchase the Model IL -551 Atomic Absorption
Spectrophotometer.
SECTION 2. That the informal bid solicitation is
sufficient search of the market and further bid solicitation would
cause unnecessary expense and delay.

SECTION 3. That the City Manager is hereby authorized
to execute a purchase agreement for this instrument.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
