SR-12-11-1979-6H/ f) Santa Monica, California, November 28, 1979 TO: Mayor and City Council FROM: City Staff ►J 1 1 1879 1. SUBJECT: Recommendation to waive formal bid procedure and to authorize direct negotiation for procurement for an Atomic Absorption Spectro Photometer Introduction This report concerns waiver of the competitive bid requirement and to authorize direct negotiation for an Atomic Absorption Spectro Photo- meter. Background The City has informally advertised for bids to supply this instrument. Only one bid was received and to the best of the staff's knowledge this is the only company that can supply this instrument. The machine will provide the City of Santa Monica Water Laboratory with a greatly expanded capability for analysis of metals in water to assure compliance with Federal and State regulations regarding drinking water. To re -bid this instrument would entail needless expense and delay since only one source is known. Recommendation It is recommended that the Council waive the bid procedure requirement in this instance and authorize the City Manager to negotiate directly for the purchase of the Atomic Absorption Spectro Photometer.
