SUBJECT: Recommendation to waive competitive bid procedure and to
authorize direct negotiation for specialized transit bus
service equipment,
Introduction
This report concerns waiving competitive bid procedure and authorizing
the City Manager to negotiate directly for specialized transit bus
service equipment. It is estimated that the total purchase will be in
the area of $5,200.00, including tax. Funds have been budgeted in job
account number 00171 -000.
Background
The equipment under consideration is required to service the forty -two
(42) new Flxible transit busses scheduled to be delivered this summer.
These stands, jacks, brackets and cradles are necessary both for safety
and for expeditious exchange of major power train components. Gruuman-
Flxible, the bus manufacturer, is the only known supplier of these items.
Alternatives
1. To issue a formal call for bids in accordance with existing City
Charter and Municipal Code provisions. This would entail delay and
expense which, in the absence of competition, would result in no
tangible benefit to the City.
2. To waive formal bid procedure and to authorize the City Manager to
negotiate directly for this equipment. This will eliminate delay
and expense and will expedite receipt of these items.
Recommendation
It is recommended that competitive bid procedure be waived and that the
City Manager be authorized to negotiate for specialized transit bus
service equipment by adoption of the attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA WAIVING COMPETITIVE
BID PROCEDURE AND AUTHORIZING DIRECT
NEGOTIATION FOR SPECIALIZED TRANSIT BUS
SERVICE EQUIPMENT
WHEREAS, the scheduled delivery of forty -two (42)transit busses
has created the need for specialized equipment to safely and expeditiously
service these vehicles; and
WHEREAS, only one (1) manufacturer is known to supply this
equipment; and
WHEREAS, a call for bids would entail expense and delay with no
assurance of benefit to the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the need exists for
specialized transit bus service equipment.
SECTION 2. That, in the absence of known competition, a call
for bids would entail expense and delay with no assurance of benefit.
SECTION 3. That formal bid procedure for acquisition of this
equipment is waived.
SECTION 4. That the City Manager, City of Santa Monica, is
authorized to negotiate directly for this purchase.
