SUBJECT: Recommendation to waive formal bid procedure and to contract
Vicente Bowles to rebuild Transfer Station Loading Hopper
Introduction
This report concerns waiver of the competitive requirement for rebuild-
ing of the Transfer Station Loading Hopper. Monies for this project
will be funded out of account number 27- 500 - 441 - 000 -950 with $30,000,00
available for this project.
Background
The City contracted Vicente Bowles to build the Transfer Station 16
years ago. They have had the maintenance agreement to repair and ser-
vice the station to date. The City Staff feels Vicente Bowles would be
the most qualified to rebuild the Loading Hopper, as they originally
installed and have serviced this machine. The Staff feels they would
be the least expensive. To our knowledge Vicente Bowles is the only con-
tractor capable of rebuilding this transfer station.
Recommendation
It is requested that formal bidding procedures be waived and that the
City Manager be authorized to execute an agreement with the Vicente
Bowles firm to rebuild the hopper. To formally bid this item would
cause unnecessary expense and delay.

CITY COUNCIL SERIES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FORMAL BID PROCEDURE AND
AUTHORIZING DIRECT NEGOTIATION FOR REBUILDING
TRANSFER STATION LOADING HOPPER
WHEREAS, The City of Santa Monica Sanitation Division has
a requirement for rebuilding the transfer station loading hopper; and
WHEREAS, the loading hopper was orignially installed by
Vicente Bowles; and
WHEREAS, the service for 16 years has been maintained by
Vicente Bowles; and
WHEREAS, to the best of the Staff's knowledge Vicente Bowles
would be the best qualified for this project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to rebuild the transfer station loading hopper.
SECTION 2. That bid solicitation would cause unnecessary
expense and delay.
SECTION 3. That the City Manager is hereby authorized to
execute a contract with Vicente Bowles to rebuild the transfer station
loading hopper.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be in
full force and effect.

brief discussion Councilmember Reed moved to adopt Resolution No.

Contract No. 3424(CCS) to Vicente Bowles by issuance of P. 0. No. 42544
in the amoun _-of $30,000. Second by Councilmember Scott. Mayor Pro
Tempore Yannatta Goldway asked that the record show that the City Council
expressed their concern over the waiving of the formal bid procedure
