SUBJECT: Recommendation to waive further formal bidding and to
authorize direct negotiation for lease of four (4)
automobiles.
Introduction
This report concerns the recommendation to waive further formal bid
procedure and to authorize the City Manager to negotiate directly
for lease of four (4) automobiles during the period November 30, 1979
through October 31, 1980. The vehicles will be used by the Police
Department for surveillance operations.
Background
The City solicited bids for four (4) automobiles for the Police
Department in the Invitation. Notices Inviting Bid and proposal forms
for this lease were mailed to twenty -five (25) leasing companies and
notices were advertised in accordance with city charter and municipal
code provisions. No bids were received at the scheduled November 29,
1979 opening.
Alternatives
1. To re- advertise formally for bids. This would entail additional
expense and delay with no assurance of more productive results.
2. To waive further formal bid procedure and to authorize direct
negotiation for this lease. This will enable timely acquistion
at the lowest possible cost.
Recommendation
It is recommended that further formal bid procedure be waived and the
City Manager be authorized to negotiate directly for lease of four (4)
automobiles. th

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FURTHER FORMAL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR LEASE OF AUTOMOBILES
WHEREAS, the City of Santa Monica has the requirement to
furnish leased automobiles to be used in surveillance operations by
the Police Department; and
WHEREAS, the City has formally advertised for bids to supply
the automobiles and has received no bids; and
WHEREAS, to re- advertise formally for bids would result in
unnecessary expense and delay.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists to lease the automobiles.
SECTION 2. That the initial bid solicitation has satisfied
the city charter and municipal code provisions for competitive bidding.
SECTION 3. That to re- advertise formally for bids would
entail unnecessary expense and delay.
SECTION 4. That further formal bid procedure is hereby
waived for leasing the automobiles.
SECTION 5. That the City Manager is hereby authorized to
negotiate directly for leasing of these automobiles.
SECTION 6. The City Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the same shall be in
full force and effect.
