SUBJECT: Recommendation to waive competitive bidding and to authorize
opportune purchase of cast iron water fittings.
Introduction
This report concerns waiver of competitive bid procedure and author-
ization to execute the opportune purchase of cast iron water pipe
fittings in the estimated amount of $9,109.87. These fittings will
be charged initially to account number 38- 955 - 200 - 000 -000, Water
Department Revolving Inventory, and will be charged to specific work
orders when issued.

Pacific Pipeline Construction Company, the contractor for the Water
main replacement program in the Pico - Cloverfield area has offered to
sell to the City sixteen (16) types of cast iron fittings which are
surplus to its needs. In order to avoid the cost of transporting to
their warehouse and restocking and holding costs, this company has
offered to sell these items at reduced prices. The attached Price
Comparison lists Pacific Pipeline's price for each item, the City's
costs at the time of last purchase, and the quotation furnished by a
major supplier July 13, 1979. This supplier received the major share
of the City's last formal bid award in December, 1978.
These items are issued regularly for replacement purposes in the
municipal water system hence obsolescence is not a consideration.
This opportune purchase, if approved, will effect an estimated total
saving of $2,233.19 over the City's historical cost and $2,803.93
over currently- quoted costs.

Recommendation
It is recommended that competitive bid procedure be waived and that
the City Manager be authorized to purchase these cast iron water
fittings by adoption of the attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA WAIVING COMPETITIVE
BID PROCEDURE AND AUTHORIZING PURCHASE OF
CAST IRON WATER FITTINGS.
WHEREAS, the City of Santa Monica has continuing need for
cast iron fittings for replacement purposes in the Municipal Water
distribution system; and
WHEREAS, the City has been offered the option to purchase one
lot of surplus fittings at a total price substantially lower than the
current open- market price; and
WHEREAS, this purchase will avoid the expense and delay of
competitive bid procedure.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the purchase of this lot of water fittings
would be advantageous to the City.
SECTION 2. That this purchase would result in item costs lower
than those that reasonably could be obtained through competitive bidding
and would eliminate the cost and delay of competitive bid procedure.
SECTION 3. That competitive bid procedure for this lot of
water fittings is waived.
SECTION 4. That the City Manager is authorized to effect the
purchase of this material.
