SUBJECT: Recommendation to award bid for five reel mower.
Bid No. 1473.
Introduction
This report concerns award of bid to furnish and deliver one (1) five
(5) reel mower in the total amount of $20,193.00 including applicable
Tax. Funds for this purchase are available in account 46- 400 - 511 -000-
950, Recreation and Parks Department Equipment.
Background
In response to published Notice Inviting Bids to supply the five (5)
reel mower in accordance with City specifications, bids were received
and publicly opened and read July 31, 1979. Proposal packages were
mailed to nineteen (19) potential suppliers and Notices were advertised
in accordance with City Charter and Municipal Code provisions. Two (2)
bids were received. Pengro Machinery Company submitted a bid of $19,050.00
for the five (5) reel mower in full accordance with specifications. The
extended price is $19,050.00 plus $1,143.00 Sales Tax for a total of
$20,193.00. Terms are Net 30 Days.
B. Hayman Company submitted a bid of $9,400 for five (5) reel mower that
did not meet specifications. The Hayman bid of a Jacobsen F -133 is the
same product as currently in use by this City for the past five years.
During this period, one major overhaul was necessary at a material cost
of $3,000.00 and the machine was out of commission for more than one
hundred (100) days due to unavailability of necessary parts. The engine
on the recommended Pengro bid for a Ransome Motor 5/3 Mower is a Ford
Courier industrial type motor, as specified, with an expected life of
4 - 6 years, as opposed to the engine on the Jacobsen which is rated

Background continued:
at 2z - 4 year expected life. The life duration factor coupled with
the fact that the Ford engine is of mush heavier duty design and
construction, as specified, makes this the better buy for the City.
The Ransomes mower has, as a standard feature, the specified hydraulically
driven mowing reels with less moving parts and more power, Hydraulically
driven reels can be reversed for reel sharpening and as a aid in ejecting
objects lodged in the reels. The hydraulic drive to the reel also allows
for programming the cutting with a combination of reels making the mower
more versitile. The Jacobsen mower has none of these features.
Five years experience with the Jacobsen mower shows that parts availability
has been poor. The existing Jacobsen mower will not cut through certain
types of heavy turf found at various locations through our park system.
For these reasons, through research of the market, specifications were
drawn to better reflect the City's needs, The Ransome Mower with
hydraulic controls and industrial engine is the only bid of the two
received which meets these specifications.
Recommendation
It is recommended that the award be made to Pengro Machinery Company as
the lowest and best bidder meeting specifications, in the total amount
of $20,193.00, including tax.
