Authorization to Engage Consultant Engineering Firm for
Design and for Engineering Services for the Construction of
Water Mains on the Municipal Pier
This report describes the requirements for upgrading the Municipal Pier water
supply system and recommends the selection of a consultant firm for the design
and inspection of the project.
Background
The single water main runs the length of the northernmost side of the Pier and
supplies fire protection and potable water to all structures thereon. Fire
suppression capabilities of the main were re- tested on October 7, 1978, and the
results indicated that substantial upgrading of the main is required, including
the replacement of 550 linear feet of existing 4" main at the Westerly end of
the Pier and installation of 1,500 linear feet of new water main along the southern-
most side of the Pier. These improvements will provide adequate fire protection
for the currently planned new developments on the Pier and for any foreseeable
future developments.
On April 24, 1979, City Council approved the expenditure of $40,000 for a portion
of the Pier water system improvements and the funds are encumbered in Work Order
79200 -000. An additional $9,900 was budgeted in the 1978 -79 main replacement
program for the above- mentioned 4" water line replacement.
Requests for proposals were sent to three qualified engineering firms, The three
proposals submitted have been evaluated and it is the conclusion of the staff that

the best interests of the City will be served and that the most comprehensive
and applicable efforts will be performed by Brockmeier Consulting Engineers.
Recommendation
It is recommended that the Council authorize the City Manager to engage the firm
of Brockmeier Consulting Engineers per proposal in the amount of $11,000.
