SR-08-14-1979-11ASanta Monica, California August 2, 1979 TO: Mayor and City Council AUG 1 4 1979 FROM: City Staff SUBJECT: Traffic Signal Installation and Street Work at Ocean Park Blvd. and Sixth St. -- Award of Contract Introduction This report recommends that the City Council award a contract to the lowest responsible bidder for the subject work. A supplemental report recommending the lowest responsible bidder will follow. Background This is one of the projects approved by the City Council to be financed by 1979 -80 Community Development Block Grant Funds in the estimated amount of $65,000. Property owners in the area submitted a petition to have a traffic signal installed at the subject intersection. This project will reduce the hazards to children crossing Ocean Park Blvd. to attend the adjacent nursery school and Los Amigos playground. In addition to the traffic signal installa- tion, Sixth St. at the intersection will be narrowed in both directions from Ocean Park Blvd. This will further reduce the hazards to children by reducing the distance that pedestrians must travel when crossing Sixth St. An application has been submitted to the Coastal Commission for permit and is expected to be received shortly. Bids for this project will be opened on Monday, August 13. Recommendation It is recommended that the contract be awarded to the lowest responsible bidder as presented by staff, subject to the receipt of a Coastal Commission permit and approval of the Contractor by HUD. Background This is one of the projects approved by the City Council to be financed by 1979 -80 Community Development Block Grant Funds in the estimated amount of $65,000 encumbered in W.O. 79770 -000. Property owners in the area submitted a petition to have this traffic signal installed. This project will reduce the hazards to children crossing Ocean Park Blvd. to attend the adjacent nursery school and Los Amigos playground. In addition to the traffic signal installation, Sixth St. will be narrowed and realigned in both directions. This will further reduce the hazards to children by reducing the distance that they must travel when crossing Sixth St. An application has been submitted to the Coastal Commission for a permit and is scheduled for a hearing on August 27, 1979. Bids for this project were opened in the City Council Chambers after 3 p.m. Monday, August 13, 1979, and read publicly by the Assistant City Clerk. Plans and specifications were issued to seven general contractors. Service Co., Inc., the lowest responsible bidder,in the amount of $52,990 contingent upon the approval of the Contractor by HUD and a Coastal Commission permit. It is also recommended that the expenditures be approved as listed above. Mayor Pro Tempore Reed moved the staff recommendation, i.e., to award Contract No. SSSSICCS) -to Phoenix Electric Services, Inc., in the amount of $52,990.00 and contingency and engineer- ing funding in the amount of $12,010.00, contingent upon the approval of a contractor by HUD and a Coastal Commission permit.
