This report requests that the City Council take these actions and also authorize the City Manager to sign the ensuing standard UMTA contract. Background 's Trans ortation Department is eligible to receive federal operating P The City p p assistance under the Urban mass Transportation Act of 1964, as amended. In order to obtain such funds, an application must be filed with the federal Urban Mass Transportation Administration (UMTA). Attached is the standard file the application and UMTA resolution authorizing the City Manager to also sign the ensuing grant contract. Local Share of Grant non - Operating assistance made available by UMTA must be matched equally by farebox revenue. However, the amount may be less, based upon actual operating results for FY 1979/80. By authorizing the City Manager to file the application, and after completion of the public hearing, the Manager can officially submit it to UMTA, through the Southern California Association of Governments, for their approval. Alternatives 1. The City Council may choose not to authorize the filing of the application. The City would then lose the benefit of a possible $2,445,000 in federal transportation funds. 2. The City Council can authorize the City Manager to file the application and sign the ensuing standard grant contract with the federal Urban Mass Trans- portation Administration by approving the attached resolution. This would also require the Council to set a date for a public hearing on the application. Recommendations City staff recommends that the City Council authorize the City Manager to file the application and sign the ensuing grant contract with the federal Urban Mass Transportation Administration by adopting the attached resolution. Staff also recommends that the City Council set a public hearing date of September 27, 1979. It is further recommended that the City Council appoint the following people to the public hearing board: Submitted by JFH /RAD /cb Attachments cc: Personnel John Jalili, Assistant City Manager Susan McCarthy, Human Resources Administrator Jack Hutchison, Director of Transportation Jack Hutchison Bob Durant lt� RESOLUTION NO. 5370 (CCS) RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF TRANSPORTATION, UNITED STATES OF AMERICA, FOR AN OPERATING GRANT UNDER SECTION S OF THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED WHEREAS, the Secretary of Transportation is authorized to make grants for mass transportation projects; WHEREAS, the contract for financial assistance will impose certain obliga- tions upon the applicant, including the provision by it of the local share of project costs; WHEREAS, it is required by the U. S. Department of Transportation in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance under the Urban Mass Transportation Act of 1964, as amended, the applicant give an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the U. S. Department of Transportation requirements thereunder; and WHEREAS, it is the goal of the Applicant that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definite procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment contracts, or consultant and other services: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Monica as follows: SECTION 1. That the City Manager is authorized to execute and file an application on behalf of the Santa Monica Municipal Bus Lines with the U. S. Department of Transportation, to aid in the financing of the transit operations for the 1980 fiscal year. SECTION 2. That the City Manager is authorized to execute and file with such application an assurance or any other document required by the U. S. Department of Transportation effectuating the purposes of Title VI of the Civil Rights Act of 1964. SECTION 3. That the City Manager is authorized to furnish such additional information as the U. S. Department of Transportation may require in connection with the application or the project. SECTION 4. That the City Manager is authorized to set forth and execute affirmative minority business policies in connection with any of the project's procurement needs. SECTION S. That the City Manager is authorized to execute grant contract agreements on behalf of the Santa Monica Municipal Bus Lines with the U. S. Department of Transportation for aid in the financing of the operating assistance projects. ADOPTED AND APPROVED THIS 14th .
