Subject: A Recommendation to Authorize an Energy Audit and Application for a
Grant for the Main Library
Introduction
This report recommends that the City authorize an energy audit at the Main Library
at a cost not to exceed $5,000, and authorize the submission of a grant application
to the California Energy Commission.
Background
The Main Library was built in 1965 at a time when the standard of architectural
practice was such that the air conditioning and heating system which was installed,
while adequate, has proven to be extremely energy intensive -- more so than any
other City building. None of the windows can be opened for fresh air and it is
necessary to operate the air conditioning system the year round to get fresh air.
There are significant opportunities for many low cost and no cost changes to be
made by the City. An audit will determine what these changes should be. In addition,
an audit performed by a California certified energy auditor is necessary to qualify
for a state grant of up to 50% of the cost of the changes necessary (if desired) to
achieve further savings over and above those resulting from the low cost, no cost
changes. The staff plans to submit for Council consideration in the Spring, a
grant application for assistance for other changes which are obviously necessary
at the library to reduce the annual energy bills which now are more than $120,000
and which are anticipated to be over $200,000 if nothing is done.

The staff has contacted two firms which specialize in energy audits to obtain
a proposal for submission for the California Energy Commission's program.
ANCO Engineers of Santa Monica and Total Energy Management Corp. of Tustin
can perform the audit within the time requirements at a cost not to exceed
$5,000. The staff has found that this cost is the approximate cost that other
consultants would charge for this work.
It should be emphasized that the audit will be beneficial to the staff even if
no grant is received, since detailed changes will be enumerated for implementation.
Recommendation
It is recommended that the Council authorize ANCO Engineers to perform an energy
audit for the Main Library not to exceed $5,000; that $5,000 be appropriated
from General Fund Reserves; and that staff be authorized to submit an application
for funds to implement energy conservation measures at the library.
