SUBJECT: Approval of a Joint Proposal for Major Service Coordination
with the Southern California Rapid Transit District
Introduction
As a result of meetings between the staffs of the Transportation Department and
the Southern California Rapid Transit District ( SCRTD), the attached document
entitled "Revision of Joint Proposals for Major Service Coordination" was drawn
up and signed by the General Manager of the SCRTD and the City's Director of
Transportation. The original document was considered by the City Council
(Item 11B) at its meeting of October 23, 1979. This report requests that the
City Council approve the revised proposal and direct staff to proceed toward
implementation.
Background
For the reasons detailed in City staff's report of October 11, 1979, staff sub-
mitted a document entitled "Joint Proposals for Major Service Coordination" for
City Council consideration at the Council meeting of October 23, 1979. This
memorandum was the result of the meetings between the staffs of the Transpor-
tation Department and the SCRTD and was signed both by the General Manager of
the District and the City's Director of Transportation.
At its meeting of October 11, 1979, the SCRTD Board approved the original
memorandum, but "subject to detailed arrangements to satisfy major travel
demands for direct service from the East Los Angeles area to west of downtown
Los Angeles along Pico Boulevard." This condition substantially altered the
key accord in the document which would have permitted Santa Monica to become
the sole operator along Pico Boulevard in return for the similar privilege

being granted to SCRTD along Olympic Boulevard. In response to this change,
the Santa Monica City Council, at its meeting of October 23, 1979, directed
staff to negotiate further.
Both the City and SCRTD staffs now agree that, due to the RTD Board's action,
the service changes earlier proposed for Olympic Boulevard and Pico Boule-
vard would be best deferred for the present. Therefore, the attached revised
memorandum was prepared excising the Pico /Olympic agreement from the document,
and also making a minor operational change in one of SCRTD's Beverly Hills
routes. The SCRTD Board approved the attached agreement at its November 29,
1979 meeting.
At the present time, we estimate that extension of Blue Bus service to the Los
Angeles International Airport will require the addition of three buses and
seven employees to the Transportation Department staff. If the City Council
approves the proposed changes, staff will proceed to define the specific de-
tails of routing and scheduling, with implementation targeted to coincide with
the initiation of SCRTD's 1980 Sector Improvement Program in the Fall of 1980.
The additional funding required will be sought through the Los Angeles County
Transportation Commission (LACTC), which allocates State and Federal transpor-
tation funds in Los Angeles County.
Alternatives
1. The City Council could reject the memorandum in its entirety.
2. The City Council could delay action and direct staff to continue
negotiations with the SCRTD.
3. The City Council could adopt the attached "Revision of Joint Proposals
for Major Service Coordination," and direct staff to proceed toward
implementation, subject to the availability of adequate funding from
the LACTC.

Recommendation
City staff recommends that the City Council adopt the attached "Revision of
Joint Proposals for Major Service Coordination," and direct staff to proceed
toward implementation subject to the availability of adequate funding from
the Los Angeles County Transportation Commission.
