Fulton -W. Gayle Daniel, of Santa Monica, to provide complete architectural and engineering services for three budgeted Recreation and Parks Projects: (A) a Community Building at Virginia Avenue Park; (B) a Meeting Room at the Senior Recreation Center; and (C) a New Beach Restroom, for a fee of $36,562. Background Included in the 1979 -80 Budget is: (A) $270,000 for a Community Building at Virginia Avenue Park. Source of funds is the Santa Monica Recreation Unit Tax. (B) 75,000 for a Meeting Room at the Senior Recreation Center, 1450 Ocean Avenue. Source of funds is the CBDG funds. (C) 80,000 for a new Beach Restroom near Bay Street. Source of funds is the Beach Parking Lot Revenue. $425,000 Total Staff sent out a Request for Proposals (RFP) to five architectural firms. Attached is a copy of the RFP which was sent. Kappe Lotery Boccato . . . . . . . . . . . . . . . . $ 43,000 All three of the proposals exclude a topographical survey and soils testing. The City will provide the survey and will engage a soils engineer. Fulton- Daniel also excludes landscaping and sprinklers. This item can be accomplished by City staff. The staff believes that Fulton - Daniel proposal is the best of the three received. Weldon Fulton has designed Fire Station No. 3; Joslyn Senior Center, Senior Recreation Center; Fairview Branch Library; and the Montana Branch Library. In staff's opinion all of these facilities were well designed and have been used for many years with only ordinary repairs being required. It should be noted that Mr. Fulton believes that the budgeted amounts for two of the three projects is too low. The projects will be, during the prelimi- nary planning phase, scaled down to meet the budget, or Council will be requested to appropriate additional funds. Recommendation It is recommended that the City Council approve a contract to engage the firm of Weldon J. Fulton - W. Proposals for the design of these buildings are being solicited from several qualified architectural firms of which one will be selected for the project. At this time, we envision the scope of the project to include the following: 1. Thoroughly investigate the sites for determining the most feasible and . economically sound method of providing these structures. The City will make available all City records. 2. Provide topography including all utility locations. 3. Engage a soils engineer and furnish a soils report to the City. 4. Prepare design drawings and specifications for the City's use in soliciting formal bids to obtain a construction contractor. 5. Provide general administration of the contract during the construction phase. 6. Provide all other architectural services which are generally provided for in AIA document 8131 "Standard form of Agreement ". The projects consist of design and construction of the following: A. Community building at Virginia Avenue Park, 2200 Virginia Avenue. Approx- imately 5,500 square feet. Budgeted amount for design and construction $270,000. Source of funds Santa Monica Recreation Unit Tax, B. Meeting room at the Senior Recreation Center, 1450 Ocean Avenue. Approx- imately 1,500 square feet. Budgeted amount for design and construction $75,000. Source of funds Community Development Block Grant H.U.D. C. New beach restroom facility near Bay Street. U, It is desirable that the architect furnish, as an alternative, a separate fee for an EIR if the City determines that it is necessary. The selection of an architect will be! based on the following criteria: 1. Previous experience in designing public buildings of comparable size and function in the Southern California area. 2. Recommendations from previous clients. 3. Experience in meeting budgetary limitations on previous projects. 4. Estimated time of completion of the design package ready for bidding. The architect should include a detailed time schedule for both design and construction phases. The architect shall furnish the following information in the proposal: 1. Proposed project team, including functions and resumes of each member wh'o will be working on this project. 2. Proposed consultants to be used, if any. 3. What services are included in the proposal and a cost estimate for each building. 4. Additional services which may be required but which are not included in the proposal. 5. A list of several similar projects with the names and telephone numbers of contact persons. Please contact Donald T. Bay Street beach area - Public Restrooms Dear Mr. Scholl: In response to your request, we would like to submit our proposal to provide Architectural and En- gineering services for the three public buildings listed above. 1. Modifications to Project Scope Our proposal would require modifications to the project scope, as outlined in your Request for - Proposals, and are as follows: In order to determine both the architectural and structural design and to estimate construction cost, it will be necessary in all cases to provide a detailed program, defining space allocations and functional relationships. A. Community Building: The budgeted amount of $270,000.00 is inad- equate, based on current construction costs. In order to construct a one -story community building of 5,500 sq.ft.,, the estimated design and construction cost would be $354,750.00, exclusive of survey and soils engineering reports. B. Meeting Room: The budgeted amount of $75,000.00 is inadequate based on current construction costs. In order to construct a meeting room of 1,500 sq.ft., the estimated design and construction cost would be $99,000, exclusive of soils engineering and survey costs. ' 7 December, 1979 Proposal Page Two 1. Modifications to Project Scope (continued) C. Public Restrooms: The budgeted amount of $80,000.00 for both design and construction is adequate. We estimate. that this facility could be designed and built for $74,250.00, less survey and soils reports. 2. Fee for Architectural and Engineering Services Ovum proposed fee for all three buildings would be 7%% of the final construction cost, not to exceed $36,562.00. If the buildings are to be awarded as individual projects, then our fee would be based on a lump sum amount and are as follows: A. Community Building - $24,750.00. B. Meeting Room - $9,000.00. C. Public Restrooms - $6,750.00. In either case, the topographical survey and the soils engineering would be reimbursed at direct cost. 3. Description of Basic Services For the above amounts, we will provide the following services: a. Meetings with various City departments during preliminary design and periodical meeting thereafter. b. Production of Contract Documents: Architectural Structural, Mechanical, and Electrical Drawings; complete Specifications; and all necessary Calculations. c. Assistance to the City during Contractors' Bid period. d. Shop drawings check, reasonable job obser- vation, and verification of contractor's payment requests. -2- .7 December 1979 Proposal Page Three 3. Description of Basic Services (continued) e, Upon the completion of preliminary design, three (3) sets of preliminary plans will be furnished to the City for approval. Upon the completion of Contract Documents, three (3) sets of plans and specifications will be submitted to the Building Department for approval. 4. Services to be Provided by City or Others a, Tests and construction inspections. b. Utility lines and connections to the building's stub -outs . c. Landscaping and sprinkler system. d. Printing of Contract Documents for Bid pur- poses, including the insertion of all City and governmeht documents in Specifications. e. The City shall bear the cost of any extra printing or copying other than that provided for in the Description of Basic Services. f, Preliminary Environmental Impact Report (estimated cost of $2,500.00). 5. Estimated Time Schedule Preliminary Design: Thirty (30) days direct office time, less time loss from survey, soils reports, meetings with department and /or committees, programming and approval time. Contract Documents: Community Building - 120 days direct office time, Meeting Room - 90 days direct office time. Public Restrooms - 60 days direct office time. Note that all time estimates exclude City depart- ment review and /or checks. Bidding Period: Allow twenty (20) to thirty (30) days for each -3- 7 December 1979 Proposal Page Four 5.
