SUBJECT: A Recommendation to Engage Consultant for
Architectural /Engineering for a New Fire Station No. 5
Introduction
This report recommends that the City engage Donald L. Prochnow, of Santa Monica,
to provide complete architectural and engineering services for a new Fire
Station No. 5 for a lump sum fee of $20,000.
Background
Included in the 1979 -80 Fire Department Budget is an amount of $330,000 for
the construction of a New Fire Station No. 5, to be located in the general area
of Twenty -fifth Street and Ashland Avenue. The exact location is to be acted
upon by the City Council.
On November 6, 1979, staff sent out a Request for Proposals (RFP) to seven
architectural firms. Attached is a copy of this letter. Six proposals were
received as follows:

The staff has met with Mr. Prochnow and has determined that he will be able
to prepare the design documents in a timely manner, so that the project may
be advertised for construction this fiscal year. Mr. Prochnow is a member
of the Architectural Review Board but will not participate in review of the
proposed project when it is considered by the Board, and, therefore, in the
opinion of the City Attorney, will not have a conflict of interest.
Recommendation
After a careful review by the Fire Chief, City Engineer, and General Services
Director, it is recommended that the City Council approve a contract to engage
Donald L. Prochnow (copy of his proposal is attached) to provide professional
services at a cost of $20,000 and to authorize the City Manager to sign a
contract for the services.

REQUEST FOR PROPOSALS FOR ARCHITECTURAL SERVICES
FOR A NEW FIRE STATION
The City of Santa Monica is planning to build a new fire station during
the current fiscal year.
Proposals for the design of the fire station are being solicited from
several qualified architectural firms of which one will be selected for
the project. At this time, we envision the scope of the project to
include the following:
1. Thoroughly investigate the site for determining the most feasible
and economically sound method of providing a fire station structure.
The City will provide topography including all utility locations.
The City will engage a soils engineer and furnish a soils report
to the architect.
2. Prepare design drawings and specifications for the City's use in
soliciting formal bids to obtain a construction contractor.
3. Provide administration of the contract during the construction phase.
4, Provide all other architectural services which are generally provided
for in AIA document B131 "Standard Form of Agreement."
The project consists of design and construction of a single story fire
station with three bays, not to exceed 6,000 sq. ft. The project is to
be designed so that a future second story expansion may be added later.
The budget amount for design and construction is $330,000.
It is desirable that the architect furnish, as an alternative at an added
fee, a proposal to furnish an EIR if the City determines that an EIR is
necessary.
The selection of an architect will be based on the following criteria:
1. Previous experience in designing fire stations or other public buildings
of comparable size and function in the Southern California area.
2, Recommendations from previous clients,
3. Experience in meeting budgetary limitations on previous projects,
4, Estimated time of completion of the design package ready for bidding,
The architect should include a detailed time schedule for both the
design and construction phase.

The architect shall furnish the following information in the proposal:
1. Proposed project team, including functions and resumes of each
member who will be working on this project.
2. Proposed consultants to be used.
3. What services are included in the proposal.
4. Additional services which may be required but which are not included
in the proposal.
5. A list of several similar projects with the names and telephone
numbers of contact persons.
6. The lump sum fee requested for the architectural services.

recommendation of staff to engage on al Proc now for architectural
and engineering services for the new Fire Station No. 5, for a fee not
to exceed $20,.000.00. Second by Councilmember Rhoden. Contract No.
3436(CCS) was awarded'to Donald L. Prachnow.
Council Vote: Unanimously approved 6 -0
