Background The City Council approved the site plan for Clover Park at the March 27, 1979 meeting (item 11C). Discussion was held concerning the lighting of the sports fields for night use by the various youth- serving and sports - serving agencies and organizations in town. Staff had recommended that these fields be lighted to extend their use and to more nearly meet the needs of the organizations involved appropriated funds to include lights. Council approved the project and r! Staff has, through engineering studies of this project, determined that there are some problems associated with the installation of lights. Since this portion of Clover Park is within the side slope area governed by F.A.A. rules and regulations concerning the airport, there are height restrictions placed upon construction. These restrictions, requiring lower poles and more lights, will increase the cost of installation. As field lighting was not a part of the oritinal E.I.R. for Clover Park, staff believes it would be in the best interests of the City to have an analysis of the affects of lighting included in the E.I.R. 6 JAN 8 1980 T0: Mayor and Cii., Council December 28, 1979 -2- Previous estimates of the lighting installation costs were between $175,000 - $185,000. It is now estimated that the minimum expenditure would be approximately $200,000. The funds in the amount of $185,000 for lighting were approved by the Council on March 27, 1979 (item 11C). Additional funds in the amount of $15,000 will need to be appropriated. The installation of lights will not be part of the present construction contract because of the aforementioned problems. A public hearing concerning these lights was conducted by the Recreation and Parks Commission. All those who attended previous study sessions concerning the design and development of Clover Park were notified. This hearing was poorly attended. Three people representing Little League spoke in favor of the lights. No neighborhood residents appeared. Attached is the letter of notification and a list of the residents who were contacted. The Recreation and Parks Commission voted to recommend the installation of lights at the park. Staff is bringing this to Council's attention because of the potential environmental considerations and the increase in installation costs. Alternatives 1. Council may authorize the City Manager to have an Environmental Impact Report prepared concerning lighting impact. 2. Council may desire to eliminate lighting of the fields and instruct staff not to install lights in these sports fields. T0: Mayor and Citi, council December 28, 1979 _3_ Recommendation Staff recommends that Council authorize the City Manager to seek proposals to have an Environmental Impact Report concerning the lighting impact prepared and appropriate $5,000 from the Recreation Unit Tax unappropriated reserve for the preparation -of the E.I.R.,and appropriate $15,000 from the Recreation Unit Tax unappropriated reserve to install the lights. At this meeting a public hearing was held to discuss the lighting of sports fields at Clover Park. Following discussion Mr. Naylor moved to recommend approval of installing the lights at Clover Park, and also, recommend that an Environmental Impact Report be prepared concerning the lighting.
