SUBJECT: A contract for award for recodification and reprinting
of the Santa Monica Municipal Code to Coded Systems
Corporation
Introduction
The City Council approved funds in the amount of $20,267 for recodi-
fication of the Municipal Code in the FY 1979 -80 budget. This re-
port recommends award of the contract to Coded Systems Corporation,
the lowest and best bidder.
Background
In September of 1979 a request for proposals was disseminated to
firms who perform recodification and printing of municipal codes.
The following three proposals were received:

based on 450 pages

*The proposal submitted by Book Publishing Co. is based on 4S0
pages. In order to compare the actual bids, the total cost
for 528 pases is inserted which correctly reflects the true
comparison.

Although a printing service is involved in this contract, the major
portion and focus of the work to be completed is the editorial pro-
cess which is a professional service. The services offered by each
codifier have been carefully reviewed and Coded System is thought to
be the most responsive. In addition to being the low bidder, Coded
Systems is the only codifier that offered a preliminary manuscript
as well as an analysis of the code for review prior to the editorial
conference with the City. Coded Systems presently completes code
updates for the City and has completed all work in a timely and
efficient manner.
During the editorial and printing process, problems may be brought
to the attention of the City of which we are presently unaware and
which may be in need of correction. Also, separate bound copies
of the Zoning Ordinances will be required. The cost will not be
known until the code is typeset. The printing cost is based on
a per page amount. There is no way to estimate the number of
pages the finished code will contain. In view of these considera-
tions it would be appropriate that a contingency fund of $2500 be
approved.
Recommendation
It is recommended that a contract be awarded to Coded Systems Corp-
oration for recodification and reprinting of the Santa Monica
Municipal Code and Charter in the amount of $13,951,50 and con-
tingency funds in the amount of $2500 be approved.

Agenda Item 11 -F: Presented for consideration at this time was a contract
for award for recodification and reprinting of the Santa Konica Municipal
Code to Coded Systems Corporation in an amount not the exceed $16,451.50.
Councilmember Reed moved to award Contract No. 3445(CCS) to Coded Systems
Corporation in an amount not to exceed $16,451.50. Second by Council -
member Rhoden.
Council Vote: Unanimously approved 6 -0
Absent: Councilmember van den Steenhoven
