R10899City Council Meeting: July 28, 2015 Santa Monica, California RESOLUTION NUMBER /O?qC( (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ACCEPTING THE TENTATIVE AGREEMENTS AND AUTHORIZING THE CITY MANAGER TO EXECUTE MEMORANDA OF UNDERSTANDING WITH THE PUBLIC ATTORNEYS UNION, THE PUBLIC ATTORNEYS' LEGAL SUPPORT STAFF UNION, AND THE SUPERVISORY TEAM ASSOCIATES, AND A REVISED EXECUTIVE PAY PLAN AND A CONFIDENTIAL UNREPRESENTED EMPLOYEES PAY WHEREAS, the City administration and representatives of the Public Attorneys Union, the Public Attorneys' Legal Support Staff Union, and the Supervisory Team Associates have met and conferred under the terms of Ordinance No. 801 (CCS) and have reached agreement on wages, hours, and other terms and conditions of employment; and WHEREAS, in accordance with Government Code Section 3505.1, on July 28, 2015, the tentative agreements reached between the City administration and representatives of the Public Attorneys Union, the Public Attorneys' Legal Support Staff Union, and the Supervisory Team Associates; and a revised Executive Pay Plan and a Confidential Unrepresented Employees Pay Plan, were presented to the City Council of the City of Santa Monica for consideration; and 1 WHEREAS, Section 2.06 of Ordinance No. 801 (CCS) of the City of Santa Monica requires preparation of a written Memorandum of Understanding between the City administration and employee organization if an agreement can be reached; and WHEREAS, Section 2.06 of Ordinance No. 801 (CCS) further provides that any such Memorandum of Understanding shall not be binding unless and until presented to the governing body for determination; and WHEREAS, the purpose of the Memoranda of Understanding and the Pay Plans is to promote and provide harmonious relations, cooperation, and understanding between the City and the Public Attorneys Union, the Public Attorneys' Legal Support Staff Union, the Supervisory Team Associates, and participants of the Executive Pay Plan and of the Confidential Unrepresented Employees Pay Plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Santa Monica hereby accepts the tentative agreements that have been reached between the City administration and representatives of the Public Attorneys Union, the Public Attorneys' Legal Support Staff Union, and the Supervisory Team Associates, respectively. SECTION 2. The City Council of the City of Santa Monica hereby approves and authorizes the City Manager to execute an individual Memorandum of Understanding with the Public Attorneys Union (FY2015- 2016), the Public Attorneys' Legal Support Staff Union (FY2015- 2018), and the Supervisory Team Associates (FY2015- 2017), and 2 to execute a revised Executive Pay Plan (FY2015- 2016), and a Confidential Unrepresented Employees Pay Plan (FY2015- 2016). SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
