Authorize budget changes as outlined in the Financial Impacts & Budget Actions section of this report. Executive Summary In January 2014, the Street and Fleet Services Division was awarded a $55,000 grant from the South Coast Air Quality Management District (SCAQMD) for the installation of electric vehicle charging infrastructure. The SCAQMD will reimburse the City up to $55,000 for the hardware and installation of 22 Electrical Vehicle Supply Equipment (EVSE) devices ($2,500 per device) at various locations in the City. Due to an error in communication the SCAQMD inadvertently closed the grant agreement in April 2015, requiring a new agreement to be executed with the SCAQMD to move forward with the EVSE project. As a part of the grant, the City would provide the SCAQMD with information regarding EVSE usage. The new grant agreement would allow the City to increase its public EVSE infrastructure. EVSE devices are scheduled to be installed no later than December 31, 2015 pursuant to the grant requirements. Discussion In January 2010, the Southern California Electric Vehicle (SoCaIEV) Regional Collaborative submitted a grant application for $3,195,411 under AB118 PON 09 -006: Alternative and Renewable Fuel and Vehicle Technology on behalf of the 23 public entity partners and other partners of the SoCaIEV Regional Collaborative, which 1 of 3 includes the City of Santa Monica. In January 2011, the SoCaIEV Ready Implementation Program received $840,750 in funding for the upgrade and installation of electric vehicle charging stations that were determined to be categorically exempt from further environmental review (CEQA), as required by the California Energy Commission (CEC). The SCAQMD is administering the Program on behalf of the SoCaIEV Regional Collaborative for the installation of electric vehicle charging infrastructure in Southern California. In January 2014, the City was allocated credits for the installation of 22 EVSE devices at $2,500 per EVSE device, for a total of up to $55,000. Establish revenue budget at account 20459.403895 in the amount of $55,000. 2. Appropriate the following expenditures to reflect receipt of the Electrical Vehicle Supply Equipment Program grant: $55,000 at account 20459.544660. If renewals are awarded, budget changes will be included in subsequent year budgets, contingent on Council budget approval.
