Award RFP# SP2341 to John M. Cruikshank, Inc. (JMC2), a California -based company, to provide engineering design services for the Memorial Park North Parking Lot project; 2. Authorize the City Manager to negotiate and execute a professional service agreement with JMC2 in an amount not to exceed $109,968 (including a 10% contingency); 3. Authorize the Director of Public Works to issue any necessary changes to complete additional work within contract authority. Executive Summary The Memorial Park North Parking Lot project addresses the immediate need to increase parking availability prior to the opening of the 17th Street Expo Light Rail Station. A portion of the Colorado Yards would be utilized as an interim surface parking lot to provide an additional parking resource for Memorial Park users. The remaining portion of the Colorado Yards site would continue to be utilized for City vehicle storage and operations but will be restriped to maximize parking efficiency. Staff recommends JMC2 to provide engineering design services in an amount not to exceed $109,968. Background On January 27, 2015 (attachment A), Council approved the FY 2014 -15 Midyear Budget, which included a $1.3 million budget appropriation for the Memorial Park North Parking Lot. This amount includes estimated costs for design, construction and miscellaneous associated project costs. 1 of 4 Discussion The Colorado Yards is bordered by Colorado Avenue on the northwest, Memorial Park on the southeast, 14th Street on the southwest and 16th Street on the northeast. This project would convert the northern most section of the Colorado Yards into a public pay parking lot and restripe the remaining lot to more efficiently store vehicles and equipment (attachment B). Consultant Selection On May 4, 2015, the City published a Request for Proposals (RFP) #SP2341 for engineering design services for the Memorial Park North Parking Lot project. The RFP was posted on the City's online bidding site, and notices were advertised in the Santa Monica Daily Press on May 6, 2015 and May 13, 2015 in accordance with City Charter and Municipal Code provisions. A total of 1,010 vendors were notified and 74 vendors downloaded the RFP. Nine proposals were received on May 20, 2015: 1. APA Engineering, Inc. 2. CWE Corporation 3. Delane Engineering 4. IDS Civil Engineers 5. JC Chang and Associates, Inc. 6. John M. Cruikshank Consultants, Inc. (JMC2) 7. MINIS Engineers, Inc. 8. W2 Design, Inc. 9. Wheeler & Gray, Inc. A selection committee consisting of staff from the Civil Engineering Division reviewed, evaluated, and ranked the proposals. The selection process followed the consultant selection guidelines set forth by the Santa Monica Municipal Code. The selection criteria included technical competence, past performance record, financial stability, quality of work, staffing capability to meet project timeliness, quality control, cost of services, and cost control and reporting. 2 of 4 JMC2 ranked highest among the nine firms and demonstrated that it has the most qualified team for the project. JMC2 demonstrated extensive knowledge and experience on numerous projects similar in nature. Relevant projects recently completed by JMC2 include the Lantana Campus in Santa Monica, Beach Parking Lot 4S Rehabilitation in Santa Monica, Bob Hope Airport in Burbank, and the Veteran's Affairs Parking Lots in Brentwood. In addition to their outstanding qualifications, the cost for services proposed by JMC is highly competitive, considering the cost proposals received from the nine firms ranged from $91 K to $225K. Staff recommends JMC2 as the best qualified firm to provide engineering design services for the Memorial Park North Parking Lot project at a cost of $109,968. Environmental Exemption The proposed project is categorically exempt from CEQA pursuant to Sections 15304 and 15311 of the CEQA Guidelines. Section 15304 provides exemption for a class of projects (Class 4) consisting of minor alterations in the condition of land. Section 15311 provides exemption for a class of projects (Class 11) consisting of the construction of minor structures accessory to existing commercial, industrial, or institutional facilities, including small parking lots. The project would pave approximately 33,000 square feet at 16th and Colorado to construct a small parking lot. Therefore, the project qualifies as a Class 4 and Class 11 exemption. In addition, none of the exceptions specified in Section 15300.2 of CEQA Guidelines would apply that would preclude the use of these CEQA exemptions - The project site is not located in a sensitive environment, the project will not have a significant effect on the environment, the project would not damage scenic resources, the project would not be located on a hazardous waste site; and the project would not cause a change to a historical resource. Therefore, this project is categorically exempt per Sections 15304 and 15311 of the CEQA Guidelines. 3of4 Financial Impacts & Budget Actions The agreement to be awarded to JMC2 is for an amount not to exceed $109,968. Funds are available in the FY 2014 -15 Capital Improvement Program budget in account C019109.589000.
