A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO APPLY
FOR GRANT FUNDS FOR A UNITED STATES DEPARTMENT OF INTERIOR
BUREAU OF RECLAMATION WATERSMART: DROUGHT RESILIENCY PROJECT
GRANT, AND TO NEGOTIATE AND TO ENTER INTO A GRANT AGREEMENT WITH
THE UNITED STATES BUREAU OF RECLAMATION AND ANY AMENDMENTS
THERETO
WHEREAS, the United States Department of Interior, Bureau of Reclamation,
has allocated $3 million in grant funding for fiscal year 2015 for drought resiliency
projects pursuant to the WaterSMART: Drought Resiliency Project Grants Program
( "Grant Program "); and
WHEREAS, the California Water Action Plan and the City's Sustainable Water
Master Plan recognize that drought resiliency and a sustainable and secure water future
must include the reuse of all locally available water resources, including traditionally
non - potable sources such as municipal waste water, brackish groundwater, and urban
and stormwater runoff; and

WHEREAS, the City has established among its sustainability goals the objective
of reaching water sufficiency by the year 2020, concurrent with addressing the water
conservation requirements made necessary by the current drought; and
WHEREAS, in response to the current drought, the City has adopted a Water
Shortage Response Plan, declared a Stage 2 Water Supply Shortage, and set a
deadline of December 31, 2016 to achieve a 20% reduction in water use; and
WHEREAS, the City seeks to apply for grant funds in the amount of $300,000 or
other amount from the Grant Program for a proposed Drought Resiliency Infrastructure
Project to further the City's water sustainability objectives, help improve drought
resiliency, increase water supply for reuse, and enhance flexibility in the management of
the City's water resources through the installation of a containerized reverse osmosis
unit at the Santa Monica Urban Runoff Recycling Facility.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica authorizes the City
Manager or his designee to file a grant application for WaterSMART: Drought Resiliency
Project Grants Program to the United States Department of Interior, Bureau of
Reclamation, in an amount of approximately $300,000 or other amount authorized
under the Grant Program, and to meet established deadlines, negotiate and execute
any agreements and any amendments thereto necessary to accept financial grant
assistance from the United States Department of Interior, Bureau of Reclamation.

SECTION 2. If the City is awarded the grant and the parties enter into a grant
agreement, the City has the capability to provide matching funds required by the grant
or approximately 69% of the project cost estimated at approximately $667,740 subject
to budgetary appropriation.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
