R10890ATTACHMENT C5 City Council Meeting: 06 -23 -2015 Santa Monica, California RESOLUTION NUMBER /0910 10 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING RENTAL AND MEMBERSHIP RATES FORTHE BREEZE BIKE SHARE SYSTEM WHEREAS, the City of Santa Monica (the "City ") has established goals in the Land Use and Circulation Element and the Sustainable City Plan to reduce congestion and GHG emissions that harm air quality and contribute to global warming; and WHEREAS, the strategy for reducing vehicle trips and vehicle miles traveled (VMT) includes encouraging all members of the Santa Monica community to take more trips using active transportation modes such as walking and bicycling; and WHEREAS, the City received grants from CalTrans and the Air Quality Management District ( "AQMD ") to purchase and install equipment for a citywide bike share system, an active transit system owned by the City; and WHEREAS, on November 11, 2014, the City Council of the City of Santa Monica (the "City Council ") selected CycleHop, LLC to install the bike share system and to operate and maintain it for public use for a period of seven years, 1 ATTACHMENT C5 under the supervision of the Planning & Community Development Department; and WHEREAS, the City Council on February 10, 2015 adopted the name "Breeze" for Santa Monica's bike share system; and WHEREAS, the Breeze bike share system is scheduled to be launched in 2015 with 500 bicycles and 1,000 racks at more than 75 locations citywide; and WHEREAS, it is the policy of the City to fund the continuous provision, maintenance and operation of the bike share system primarily through rental and membership fees for users of the system, with possible supplemental support from system sponsors; and WHEREAS, the City desires to establish rates for use of the Breeze bike share system. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The rental and membership rates for the Breeze Bike Share system are hereby set as stated in Exhibit 1 attached hereto. SECTION 2. The rates established by this resolution shall be effective as of July 1, 2015. 2 ATTACHMENT C5 SECTION 3. The City Clerk shall certify to the adoption of this resolution, and thenceforth and thereafter the same shall be in full force and effect.
