SR-06-09-2015-3LCity Council Report Citt nA 4ania 51011iea" City Council Regular Meeting: June 9, 2015 Agenda Item: 31— To: Mayor and City Council From: Susan Cline, Interim Director of Public Works Subject: Professional Services Agreement Modification for Acoustical /Noise Management Consulting Services for the Santa Monica Airport Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a fourth modification to professional services agreement No. 9684 in the amount of $40,000 with Landrum & Brown Inc., an Ohio -based corporation, to provide acoustical /noise management consulting services for the Santa Monica Airport through December 31, 2015. This will result in an eight -year amended agreement with a new total amount not to exceed $170,000, with future funding contingent on Council budget approval. Executive Summary On April 18, 2007, the City approved Professional Services Agreement (PSA) No. 1494 with Mestre Greve Associates for an amount not to exceed $50,000 for acoustical /noise management consulting services related to the City's Aircraft Noise Abatement program. On March 25, 2009, the PSA was assigned to Landrum & Brown, Inc., following the merger of the firms. On August 2, 2010, a second modification in the amount of $20,000 was approved, for a total amount not to exceed $70,000, to cover additional technical work associated with an alternative flight path contemplated by the Federal Aviation Administration (FAA). On January 22, 2013 (attachment A), the City approved a third modification in the amount of $60,000 for a total amount not to exceed $130,000, with Landrum & Brown to provide acoustical /noise management consulting services through June 30, 2015. Staff recommends a fourth modification to extend the agreement in the amount of $40,000, for a total amount not to exceed $170,000 with Landrum & Brown Inc. to provide acoustical /noise management consulting services for the Santa Monica Airport through December 31, 2015. Background Mestre Greve Associates was originally contracted by the City in 1982 to conduct a comprehensive assessment of the noise environment at the Airport. The quantified data 1 of 3 generated by this assessment resulted in the development of the City's Aircraft Noise Abatement Code. Since the inception of the current Noise Code, Mestre Greve Associates (now Landrum & Brown) has provided acoustical /noise management consulting services to the City in support of the Airport's noise management program. On April 18, 2007, following a competitive proposal process, the City approved PSA No. 1494 with Mestre Greve Associates in the amount of $50,000 to provide acoustical /noise management consulting services for the Santa Monica Airport. Mestre Greve Associates is recognized worldwide as one of the preeminent airport noise consulting firms. Mestre Greve Associates was purchased by Landrum & Brown in 2009, which resulted in the modification of the PSA. Mestre Greve Associates now operates as a division of Landrum & Brown. On May 2, 2010, a second modification was approved to increase the not -to- exceed amount to $70,000 to cover additional technical work associated with an alternative flight path contemplated by the FAA and in January 22, 2013 a third modification was approved to increase the not -to- exceed amount to $130,000 to provide acoustical /noise management consulting services through June 30, 2015. Discussion The City currently contracts with Landrum & Brown for acoustical /noise management consulting firm to provide technical analysis & reports associated with the Airport's noise management program, including the development of annual noise contour updates, presentations to the Airport Commission regarding various aspects of aircraft noise and its impacts, and any additional acoustical consulting that might be required to support the City's Aircraft Noise Abatement program. Staff recommends a fourth modification in the amount of $40,000, for a total amount not to exceed $170,000 with Landrum & Brown Inc. to continue to provide acoustical /noise management consulting services through December 31, 2015. During this six -month period, the City will advertise a Request for Proposals and return to Council with a new 2of3 contract for these services in FY 2015 -16. Consultant Selection Landrum & Brown, specifically Vince Mestre, has 30 years of experience, knowledge, and demonstrated understanding of the Santa Monica Airport's noise program. No other consulting firm has this level of understanding of the Airport's noise program and it would be cost prohibitive for another consulting firm to reach the same level of expertise currently possessed by Landrum & Brown. This is especially true in preparation of the Airport's annual noise contours that incorporates aircraft departure procedures unique to the Santa Monica Airport. For this reason staff determined that Landrum & Brown Corporation provides the greatest expertise and most cost - effective approach in providing acoustical /noise management consulting services for the Santa Monica Airport. Financial Impacts and Budget Actions The agreement modification to be awarded to Landrum & Brown Corporation is $40,000 for an amended agreement total not to exceed $170,000. Funds are included in the FY 2015 -17 Proposed Biennial Budget in the Public Works Department. The agreement will be charged to account 33431.555060. Future year funding is contingent on Council budget approval.
