A special meeting of the Santa Monica City Council was called to order by Mayor McKeown at 5:36 p.m., on
Thursday, May 28, 2015, at City Council Chambers, 1685 Main Street.

CONVENE /PLEDGE On order of the Mayor, the City Council convened at 5:36 p.m., with all
members present excepting Councilmembers O'Connor and O'Day.
Councilmember Winterer led the assemblage in the Pledge of Allegiance.
ANNOUNCEMENT OF Motion by Mayor McKeown, seconded by Mayor Pro Tern Vazquez, to
CONTINUED MEETING hear the continued meeting from May 27, 2015 after the conclusion of the
May 28, 2015 special meeting. The motion was approved by a unanimous
voice vote, with all members present excepting Councilmembers O'Connor
and O'Day.
ANNOUNCEMENT OF Motion by Councilmember Davis, seconded by Myor Pro Tem Vazquez,
COMBINATION OF to combine items 4 -A and 4 -11. The motion was approved by a unanimous
ITEMS voice vote, with all members present excepting Councilmembers O'Connor
and O'Day.
CLOSED SESSIONS Member of the public Jerry Rubin commented on closed sessions.
On order of the Mayor, the City Council recessed at 5:42 p.m., to consider
closed sessions and returned at 6:45 p.m., with Councilmembers O'Connor
and O'Day absent, to report the following:

STUDY SESSION: 4 -A: Financial Status Update, FY 2016 -17 Proposed Biennial Budget
FINANCIAL UPDATE and FY 2015 -16 Proposed Capital Improvement Program (CIP)
AND PROPOSED FY 2015- Budget— recommendation to 1. Receive the FY 2015 -16 through FY 2019-
17 BUDGET 20 Financial Status Update; 2. Receive City Departments' presentations on
the FY 2015 -17 Proposed Biennial Budget; and 3. Review and provide
direction to staff on the FY 2015 -17 Proposed Biennial Budget and FY
2015 -16 Proposed Biennial Capital Improvement Program (CIP) Budget,
was presented.

the staff recommendation.

Considerable discussion ensued on topics including, but not limited to
maintenance of effort, budget adjustments, and fature plans.
Motion by Councilmember Himmelrich seconded by Councilmember
Winterer, to receive and file the item. The motion was approved by a
unanimous voice vote, with all members present excepting
Councilmembers O'Connor and O'Day.
GRANT FUNDING 4 -B: Grant Funding Recommendations for the Proposed FY 2015 -19
RECOMMENDATIONS Human Services Grants Program and Cultural /Art Organizational
Support Program— prior to taking formal action on June 23, 2015, staff
recommends that Council provide comments on the grant funding
recommendations included in the attached Proposed Human Services
Giants, was combined with Item 4 -A.
STAFF 8 -A: Approval of Contract Terms and Conditions of Employment for
ADMINISTRATIVE City Manager, was presented.

CITY MANAGER
CONTRACT Discussion ensued on the terms and conditions of the City Manager's
employment.
Motion by Himmelrich seconded by Councilmember Davis, to adopt the
staff recommendation. The motion was approved by the following vote:

COUNCILMEMBER 13 -A: Request of Mayor McKeown that the Council vote to
DISCUSSION ITEMS: reconsider, on June 23rd, whether to allow Tier 3 development in an
TIER 3 DEVELOPMENT area designated Mixed Use Boulevard Low on Colorado Avenue east of
20th Street and on the south side of Broadway east of 20th Street, was
presented.
Member of the public Catherine Eldridge spoke in support of the
recommended action.
Motion by Mayor McKeown seconded by Councilmember Himmelrich, to
adopt the recommended action. The motion was approved by a unanimous
voice vote, with all members present, excepting Councilmembers
O'Connor and O'Day.
