Sewage Pumping Plant, 1623 Appian
Award of Contract
Introduction
This report recommends that the City Council award a contract for the construc-
tion of modifications to the Moss Avenue Sewage Pumping Plant to Pascal and
Ludwig, Engineers, the lowest responsible bidder for $306,500.

In 1964, the City of Santa Monica
the City of Los Angeles for maintenance and capital improvements of the Moss
Avenue Sewage Pumping Plant, which serves portions of both cities. Los Angeles
requested Santa Monica to design the modifications for the current improvements.
For capital improvements, the City of Los Angeles' share is 83.22 percent of
the total cost, corresponding to their reserved capacity of sewage flow to
the plant, and the remainder is the Santa Monica share.
Approval from the City of Los Angeles confirming reimbursement for their share
of the remaining work was granted by Council Committee on January 24, 1980.
Considering the rapidly deteriorating condition of this critical Sewage Pumping
Plant, and to avoid possible material and labor escalations because of added
delay of award (bids were opened November 5, 1979), it is imperative that the
contract be awarded now. 11 14

The Moss Avenue Sewage Pumping Plant modifications include the installation
of new pumps, motors, variable speed drives and controls. These changes will
more than double plant pumping capability, provide standby capacity in the
event of mechanical equipment failure, and ensure reliable operation while
providing modern controls. Based upon predicted future sewage flow increases
to the plant, approximately 83 percent of total flow from Los Angeles, it is
estimated that these modifications will provide a safe and efficient plant
beyond the year 2000. The total estimated cost of the modifications including
engineering, inspection and contingencies is $500,000. Previous purchase of
materials and design engineering costs ($80,000) were paid with funds budgeted
in prior years. Remaining construction, inspection, and contingency costs are
estimated to be $420,000. Therefore, the estimated amount required for the
City of Santa Monica's share of the remaining work is $70,000.
Bids for the subject project were opened in Room 201A of City Hall after
3:00 p.m., Monday, November 5, 1979, and read publicly by the City Clerk.
Plans and specifications were issued to 18 contractors. Three bids were

Recommendation
It is recommended that the City Council award the contract to Pascal and
Ludwig, Engineers, in the amount of $306,500.

Agenda Item 11 -G: Presented for consideration at this time was a contract
for award for construction of modifications to Moss Avenue Sewage Pumping
Plant, 1623 Appian Way, to Pascall and Ludwig Engineers in the amount of
$306,500. Councilmember Reed moved to approve the award of Contract No.
344J(CGS) per the statt recommendation. Second by Mayor Pro Tempore
Yannatta Goldway.
