SUBJECT: Palm Trimming Contract - -Award and Appropriation of
Additional Funds. Bid No. 1477.
Introduction
This report recommends that the City Council award a Palm Trimming
contract to Callahan Tree Trimming, Inc. in the amount of $50,000,
and appropriate $7,500 from the General Fund reserves to supplement
the original budget appropriation of $42,500.
Background
The 1979 -80 Park Division budget contains $42,500 for the trimming
and slicking of approximately 500 Phoenix Palms as the first phase
of a 3 -year program to trim and slick all Phoenix Palms Citywide.
The $42,500 was based on an estimated cost of $85 per tree, using
contract prices paid by other cities.
Thirty bid proposals were sent out. Four bids were received and
opened on August 28, 1979. The low bid submitted by two different
bidders was $180 per tree, City staff found the bid unsatisfactory.
To avoid additional expense and delay to the City, the four bidders
were invited to resubmit bids based on minor modifications in the
specifications.
Callahan Tree Trimming, Inc. bid $120 per tree, which would result
in the trimming and slicking of 354 Palms for $42,500. As an
alternate, Mr. Callahan will trim the originally proposed 500 trees
for $100 per tree, for a total of $50,000. J

Alternatives
Council may
1. Accept the bid of Callahan Tree Trimming, Inc. of $100 per tree
for 500 trees and appropriate an additional $7,500, for a total
contract of $50,000.
2. Accept the bid of Callahan Tree Trimming, Inc. of $120 per tree
to trim 354 trees, thus avoiding further appropriation but
leaving a large amount of the needed work undone.
3. Reject all bids and rebid.
Recommendation
Staff recommends Alternative No. 1, appropriating $7,500 from the
general fund reserves to be added to the $42,500 budgeted, and
authorizing the City Manager to execute a contract for 500 palms
trimming and slicking to Callahan Tree Trimming, Inc. for $50,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FOR14AL BID PROCEDURE AND
AUTHORIZING OF TRIMMING
PALM TREES.
WHEREAS, the City of Santa Monica has need of trimming
and slicking of 500 Phoenix Palm Trees; and
WHEREAS, a formal Bid No. 1477 was sent to thirty
prospective bidders. Four bids were received and opened August 28,
1979. The low bid submitted by two different bidders was $180.00
per tree, for a total cost of $90,000.00; and
WHEREAS, the 1979 -1980 Park Division budget contains
$42,500.00 (based on an estimated cost of $85.00 per tree, using
contract prices paid by other cities) for the trimming and slicking
of approximately 500 Phoenix Palms as the first phase of a 3 -year
program to trim and slick all Phoenix Palms Citywide; and
WHEREAS, the waiver of another formal bid procedure will
avoid additional expense and delay to the City.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the
requirement exists for palm tree trimming and slicking.
SECTION 2. The City Council hereby appropriates $7,500.00
from the General Fund reserves to supplement the original budget
appropriation of $42,500.00.
SECTION 3. That formal bid procedure is waived and the
City Manager is authorized to execute a contract with Callahan Tree
Trimming, Inc. in the amount of $50,000 for trimming and slicking
500 Phoenix Palm Trees.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect. 1979.
