Award Bid #4149 to Absolute International Security, a California -based company, for security guard services at the Big Blue Bus facility; 2. Authorize the City Manager to negotiate and execute a contractual service agreement with Absolute International Security, in an amount not to exceed $475,555 for one year, with four additional one -year renewal option(s) under the same terms and conditions for a total amount not to exceed $2,475,154 over a five -year period, with future year funding contingent on Council budget approval. Executive Summary Big Blue Bus (BBB) has contracted with a security firm to provide daily security services at the BBB campus since February 2002, adhering to recommendations made by the Federal Transit Administration's (FTA) Office of Safety and Security to secure public transportation properties, and industry best practice. These recommendations, encompassed in an FTA Threat and Vulnerability Assessment (TVA), outlines FTA's safety and security standards for the safety of BBB's transportation systems, facilities, equipment and employees. The current contract for security services expires on June 30, 2015. Based on FTA's recommendations and the City's procurement policy, Absolute International Security is recommended to perform these services at a cost of $475,555 for Fiscal Year (FY) 2015 -16 and a total amount not to exceed $2,475,154 over a five -year period. Background On April 26, 2011 (attachment A), Council awarded Bid #3019 to ABM Security, Inc. for security guard services starting July 1, 2011 through June 30, 2015. On December 16, 2014 (attachment B), Council approved an amendment to increase the Purchase Order for a total not to exceed $2,024,969. Discussion The Big Blue Bus campus is home to a state -of- the -art natural gas fuel facility and holds 1 of 5 a fleet comprised of over 190 buses with over 450 employees. BBB maintenance operations are performed on a 24/7 basis. The security service retained ensures effective control of all access points to the facility at all times. Given the size of BBB, a Threat and Vulnerability Assessment (TVA) was conducted by the Federal Transit Administration (FTA) in 2011. A TVA is an analysis of safety hazards and security threats that can cause loss of life, personal injuries, property damage, and disrupt operations. It provides an analytical process to rate and consider the probability and severity of these hazards and threats in order to determine what the greatest risks to the agency may be. The TVA provides the baseline to create and implement a security plan with recommended actions aimed at reducing the risk of hazards or threats and mitigate its consequences. The TVA outlined FTA's safety and security standards for the safety of BBB's transportation system, equipment, facilities, customers and employees, as well as including a recommendation that the City provide daily security services to safeguard the above. Since 2002, BBB has contracted a security firm to provide these security services. Big Blue Bus' requirement for security services includes: • Ensuring BBB facilities, employees, visitors, buses, and infrastructure are secure. • Providing roving patrols 24 hours per day, seven days per week with a total of 8,736 hours annually among four officers. • Securing vehicle entrances to the BBB bus yard and employee parking areas. • Staffing the property to monitor access, identify and document visitors, and escort visitors as needed. ® Inspecting all buses entering property when returning from revenue service. Currently, there are no personnel within the department with the training, certification or expertise to provide security services as these functions are outside the scope of standard transit operations. Concurrent to staff conducting the bid and Request for Qualification process, BBB requested analysis and pricing from SMPD to evaluate the utilization of City police officers or community service officers (CSO's) for the provision of BBB security 2of5 services. Given the scope and hours of service required, SMPD provided the following estimated pricing for the service. Upon evaluation of this pricing, staff has determined it is not financially feasible to engage SMPD for this service and that it would be a less than optimal use of well- trained police personnel. *Calculated at Step 2 and adjusted to include estimated annual inflation of 1.5% for wages, training, equipment and materials. An outside security contractor has greater flexibility in allocating staffing resources quickly and efficiently to respond to personnel turnover within the firm or when BBB's security needs change. Qualified contracted security personnel hold state certification through the Bureau of Security and Investigative Services (BSIS) and are trained in compliance with Title 16, California Code of Regulations, Section 643(b). Vendor /Consultant Selection In January 2015, the City published Notices for Request for Qualifications (RFQ) to deliver security services required by BBB in accordance with City scope of work. The RFQ was posted on the City's online bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. In total 343 vendors were notified and 66 vendors downloaded the Request for Qualifications (RFQ). Twenty -seven firms responded. Responses to the RFQ were reviewed by a selection panel of staff from Safety & Security and Transit Operations Divisions. Evaluation was based on the following selection criteria in SMMC 2.24.073, including corporate experience, staffing capabilities, references, certification and qualifications and quality control. The top eight vendors with an average score of 87.75 or higher were selected to participate in the formal bid, per Attachment C. Seven bids were received from the final shortlist of eight qualified vendors and were evaluated based on the overall pricing provided. Based on price Absolute International Security, the lowest bidder, is recommended as the best bidder for security services in accordance with City scope of work, Attachment D. Absolute International Security currently provides security services to MV Transportation- LADOT, City of Covina - Metrolink Station, City of Monrovia, El Monte Union High School District and Bonita Unified School District, the majority of which recommend the vendor to provide security services. Absolute International Security would provide unarmed security services to protect BBB's operations facilities and bus yard by staffing vehicle entrances, monitoring parking areas, patrolling buildings and monitoring electronic security equipment. Absolute International Security is recommended to perform these services at a cost of $475,555 for FY 2015 -16 and a total amount not to exceed $2,475,154 over a five -year period. 4 of 5 Financial Impacts and Budget Actions The agreement to be awarded to Absolute International Security is for an amount not to exceed $2,475,154 over a five -year period. Funds for year one of the agreement are available in the proposed FY 2015 -16 budget in the Big Blue Bus Department. The agreement will be charged to account 41670.555020.
