A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA FOR THE DELEGATION OF AUTHORITY TO
REQUEST DISBURSEMENTS FROM THE OTHER POST EMPLOYMENT
PREFUNDING PLAN
WHEREAS, California Government Code section 22940 establishes in the State
Treasury the Annuitants' Health Care Coverage Fund for the prefunding of health care
coverage for annuitants ( "Prefunding Plan "); and
WHEREAS, The California Public Employees' Retirement System (CaIPERS)
Board of Administration (Board) has sole and exclusive control and power over the
administration and investment of the Prefunding Plan; and
WHEREAS, the City of Santa Monica ( "City') desires to participate in the
Prefunding Plan upon the terms and conditions set by the CaIPERS Board and as set
forth in the Agreement and Election of the City of Santa Monica to Prefund Other Post
Employment Benefits through CaIPERS ( "Agreement "); and
WHEREAS, the purposes of the Prefunding Plan include disbursing contributed
amounts and income thereon, if any, to pay for health care costs or other post

employment benefits in accordance with the terms of participating employers' plans;

WHEREAS, the Delegation of Authority to Request Disbursements, attached
hereto as Exhibit 1, formalizes the method by which the City will request disbursements
from the Prefunding Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica hereby delegates to
the City Treasurer and the Assistant City Treasurer authority to request on behalf of the
City of Santa Monica disbursements from the Prefunding Plan and to certify as to the
purpose for which the disbursed funds will be used.
SECTION 2. The City Council of the City of Santa Monica authorizes the City
Manager to execute the Delegation of Authority to Request Disbursements and further
authorizes the City Manager or designee to file a true and correct original or certified
copy of the Delegation of Authority to Request Disbursements with CalPERS.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
