This report recommends that the City Council award a contract for the
construction of the subject improvements to the Municipal Pier to the
lowest bidder, G. & G. Engineering, in the amount of $69,965, and
authorize funding for completion of the project..
Background
On April 24, 1979, the City Council authorized the transfer of $40,000 for
the initial engineering and design of the pier water system improvements
(Item 6- P,attached). On June 26, 1979, the City Council authorized the
engagement of Brockmeier Consultants for the initial work (Item 6C -21). On
December 11, 1979, the City Council instructed staff to advertise for formal
bids for the water supply improvements on the Santa Monica Pier.
The Notice Inviting Bids was published on February 1, 1980. Plans and
specifications were issued to fourteen contractors. Bids were opened
in the City Hall after 3:30 p.m., Wednesday, February 27, 1980, and
read publicly by the City Clerk. Bids received were as follows:

Adequate funds are available in the Pier Reserve Fund.
Recommendation
It is recommended that the City Council
(1) Award the Contract to the lowest bidder, G. & G. Engineering, in
the amount of $69,965; and
(2) Authorize the expenditure from the Pier Fund of $80,000 for completing
the water supply and fire suppression improvements on the Municipal
Pier.

This report covers the need for immediate improvement
of the water system on the Santa Monica Pier, indicates the
funds to be used, and recommends Council approval of the transfer
of funds.
Background
The water system on the Santa Monica Pier has long
been in need of repair, and is inadequate to carry the required
flow for sprinklers. Previously, in the 1978 -79 Enterprises
Fund, monies were budgeted for replacement of the most westerly
portion of the line, from Moby's Dock to the Harbor.
City staff now proposes to install a new line along the
southern edge of the Pier to run to the new location for
Gladstones 4 Fish restaurant at the southwest corner, then north
to tie in with the existing line along the northern edge of the
Pier. This would provide much needed outlets along the southern
edge of the Pier, and the additional flow capacity required.
The required funds in the amount of $40,000 are available
in the current operating budget of the Department of Entertainment
Facilities, Capital Section, for " Parking Lot Turnaround ". The
Parking Lot Turnaround improvements have already been made using
surplus revenues in the Pier Fund, thus allowing for the use

of these budgeted monies for the water line replacement.
Recommendation
It is the recommendation of staff that Council approve
the transfer of funds in the amount of $40,000.
