Eubanks in the amount of $535,455. Background This project was approved and funds in the amount of $650,000 were appropriated at the City Council meeting of October 9, 1979 (Item 11 -A). Bids for the City Attorney's addition were opened in the City Council Chambers after 3:00 p.m. on Friday, February 22, 1980, and read publicly by the Assistant City Clerk. Bid proposals and specifications were issued to 14 contractors. The only bid received was from Joseph 41m. Eubanks in the amount of $535,455. The City Engineer's estimate was $600,000. The contractor who recently completed the design and construction of the Police Department addition spent a considerable amount of time on this project and seriously intended to submit a bid, but was unable to do so because he could not obtain the required bid bond because of other projects he has under construction. // FEB 2 6 1980 To: Mayor and City Council -2- February 26, 1980 Estimate of Funds Required Engineering & Inspection . . . . . . . . . . . . . $ 20,000 Design & Construction Contract . . . . . . . . . . 463,687 City Hall Solar Hot Water System . . . . . . . . . 16,768 Furnishings . . . . . . . . . . . . . . . . . . . 55,000 Contingencies . . . . . . . . . . . . . . . . . . 94,545 Estimated Total $650,000 This project was approved by the South Coast Regional Commission at a public hearing on December 20, 1979. City staff contacted most of the other 12 contractors who took out plans. The major reason given for not submitting a bid was that it took too much of their time and expense to bid this type of remodeling project where they would have to engage an architect to furnish a more detailed set of plans on which to base their bid. Attached is a copy of the bid breakdown. Bid Item No. 1, in the amount of $463,687; is for doing the construction while attorney's staff remains in their existing offices. Bid Item No. 2, in the amount of $453,487, is for the attorney's staff to vacate their existing offices while construction is in progress. Bid Item No. 3, in the amount of $55,000, furnishing and installing furnishings such as: (1) desks, tables and chairs; (2) Venetian blinds; (3) wood cabinets and bookcases; (4) vinyl mats; and (5) desk lamps Bid Item No. 4, in the amount of $16,768 is for installing a solar hot water heating system for the City Hall. To: Mayor and City Council -3- February 26, 1980 Recommendation It is recommended that this contract be awarded to Joseph Wm. Eubanks in the amount of $535,455 for Items 1, 3, and 4.
